N/A N/A In amendment 0001, the Government updated attachment F2 to include additional information regarding Fringe Dollars, Total Indirect and Profit Dollars, and Shift Differential Dollars; however, the subcontractor price template, attachment F3, was not updated.

Should there be a breakout for ODCs provided by subcontractors in attachment F3?

Amendment Attachment F2

Security Police Officer at MSFC from $21.97 (the starting wage for SPOs effective 5/1/20) to $23.00 (the wage for SPOs after 24 months of service effective 5/1/18). The CBA does include a wage of $25.38 for SPOs after 24 months of service that was effective 5/1/20. Should Attachment F2 be updated to reflect a SPO wage at MSFC of $25.38?

Price Volume/ Attachment F2 and Government Minimum Hours (F.6.3.b.5)

N/A N/A Section F.6.3.b.5 of the solicitation specifies that offerors propose hours that meet or exceed the minimum hours listed on attachment F2. It further indicates the minimum labor hours per year represent an estimate of the hours necessary to perform requirements and excludes overtime and double-time hours; hours associated with travel, training, and certification/ recertification; and all non-productive hours to include holidays, sick leave, vacation, paid time off, or other leaves of absences or time off (e.g., jury duty, court appearances, bereavement leave, union leave, military leave, medical leave). It further states, the minimum labor hours per year are not to be construed as a “plug number” and offerors are required to develop their own resource estimates that support their unique management and technical approaches. The establishment of Juneteenth as a federal holiday will change offeror's resource estimates and in some cases

Updates, if any, to Attachment D1 and its annexes will be made after award.

No impact.

The Government will not reissue Attachment F2.

Question Government Response could result in hours below the Government's minimum requirements.

Further, most of the CBAs include a statement indicating that holidays established by an Act of Congress of the United States or by proclamation of the President of the United States may be paid.

Will this new holiday be added to the resulting contract, requiring employees be compensated for a minimum of 11 paid holidays rater than 10?

How does this new federal holiday affect the Government's minimum hour calculations?

Will the Government be providing an updated Attachment F2 with new minimum hour requirements?

“Summary” Question Row: 13

GFY 22 thru GFY 26 include hourly built-up rates and extended price based on each contractors anticipated hours. The Built-up rates are required to include:

1. Base wage unit rates and Base Wages Extended

2. Fringe Rate unit rates and Fringe Price Extended

Question Government Response transferred to the Summary worksheet rows 6 thru 9.

IDIQ Hourly Rates – Offeror’s shall provide its fully burdened labor rate for each of the IDIQ labor classifications in Green background shaded cells in this tab. A Fully Burdened Labor Rate, by labor classification, is required in this tab for the base and all option years. The rates list identified in tab "IDIQ Hourly Rates" shall include wages and fringe benefits; general and administrative (G&A), overhead, and any other indirect as applicable; and profit, and shall account for overtime, double-time, and shift differentials as applicable. The rates populated by the bidders is then multiplied by the USG Minimum Hours within worksheet “IDIQ Hourly Rate BEQ”. The extended price(s) from “IDIQ Hourly Rate BEQ” are transferred to the Summary worksheet Row 13.

Question- With both, GFY22 thru GFY 26 and IDIQ Hourly Rate BEQ”, transferring the Summary worksheet it appears to be essentially increasing the evaluated price by a factor of two (i.e. GFY 22 thru GFY 26 includes the bidder’s hours multiplied by the pricing and IDIQ Hourly Rate BEQ includes the USG Hours multiplied by the bidders pricing.

5 Amendment 1, N/A N/A Discussion: in the amended version of Attachment F2, there is an additional worksheet tab titled IDIQ

IDIQ Hourly Rates BEQ

Hourly Rates BEQ that was not part of the original F2. Column C of this new tab includes the Government estimated hours for IDIQ service;

however, it appears to be a duplicate of the baseline service hours.

Question: Please confirm the Government intends for offers to proposed double the baseline requirement. If this was not the Government’s intent, will a new attachment F2 be provided with an extension to allow offerors adequate time to complete a new version of the government’s model?

The Government will not reissue Attachment F2.

6 Amendment 1, Attachment F2/Baseline Services Tab

N/A N/A Discussion: The Instructions for Attachment F2 indicate that offerors should input their pricing data into the Green background shaded cells on each of the direct labor worksheets. Since the CLIN # is not a green shaded cell, it is understood that it should not be modified by the offeror. There are a number of issues on the PWS section selected (see examples below):

• MAF INFOSEC/COMSEC is not linked to any labor category; nor does it appear that there is a minimum requirement for this service at MAF.

Should this CLIN be blank?

• MAF PSCC Coordinator is listed as CLIN M0004.1 which pulls into the MSFC PSCC Coordinator CLIN leaving the MAF PSCC Coordinator CLIN blank.

Bullet 1: Refer to Attachment D1- MSFC Annex, Tables 1 and 2.

Bullet 2: Offerors may update Cell D185 on Tabs GFY 22-26 DL from "M0004.1" to "X0004.1".

Question Government Response

• MAF Personnel Security is not linked to any labor category; nor does it appear that there is a minimum requirement for this service at MAF.

Should this CLIN be blank?

• The NASA Protective Services Training CLIN is blank at all locations. Each of the Trainers are listed as being part of the Security Police Operations CLIN. Should the Trainers be moved to the NASA Protective Services Training CLIN or should this CLIN remain blank?

• The overarching JSC_WSTF_WSC CLIN for Emergency Management not linked to any labor category; nor does it appear that there is a minimum requirement for this service. Should this CLIN be blank?

Question: Will the Government provide a revised Attachment F2 with correct CLIN #s listed?

Bullet 3: Refer to Attachment D1- MSFC Annex, Tables 1 and 2.

Bullet 4: CLIN should remain blank.

Bullet 5: Refer to Attachment D1- JSC Annex, Section 3.0.

A revision to Attachment F2 will not be issued.

7 Amendment 1, Attachment F2/

Summary Tab

N/A N/A Discussion: On the summary tab, the summary check and difference rows (rows 16 and 17) are not calculating the totals correctly in columns I, J, and K. Since there is not a separate labor tab for the extension, we believe that cells I16 and I17 should be blank.

Question: Will the government provide a corrected Attachment F2?

Offerors may update Cell I16 on the Summary Tab, from "=SUM(D16:H16)" to "=H16*0.5".

The Government will not reissue Attachment F2.

8 Amendment 1, Attachment F2/

Summary Tab

N/A N/A Discussion: There is a difference in row 17 of the summary tab that is equivalent to the Government plug number for Non-Routine Property Replacement.

Question: Please confirm this difference is acceptable to provide instructions on where in the GFY tabs offerors should include this cost.

No. Refer to Attachment F2, Instructions Tab, Pricing Template Preparation Instructions by Worksheet Tab, Tab (6)., paragraph ii (rows 117-118).
