November 4 Attachment 1 - Government Response 38
Response 38 says, “The original must have a wet signature.” Is this requirement for our cover letter and SF330 Part I Section I Authorized Representative or does it also apply to SF330 Part II? We are asking because of the challenge of gathering wet signatures from our various subconsultants. Only the prime needs to be a wet signature. Subconsultants are not required to have a wet signature.

November 4 Attachment 1 - Government Response 63
Question 63 asks with regard to SF330 Part I Section C, “Is it permissible to create a second page to list additional firms?” so that more than six firms can be shown. The Government Response is, “The SF 330 format shall not be modified. Any additional information may be included in Section H as appropriate and counts towards the overall page limit.” However, the SF330 Instructions (Attachment 4 to the original solicitation) say Part C is where we are to provide “each firm that will be involved in performance of this contract” including “each individual branch office that will have a key role on the team.” Furthermore, Section F Box 25 indicates “Firms from Section C Involved with this Project.” Our interpretation is that Response 63 is at odds with the SF330 instructions and intent by splitting our team offices and firms between Sections C and H. Instead, can we provide a second SF330 Parts A through C page that repeats Sections A and B but provides the rest of our team partners in Section C? This would be much like Response 3 that says, “Utilize a second Matrix G where 1-5 is projects 11-15” because the solicitation requires 15 projects – more than Section G can show.
Yes. You may provide additional SF-330 pages for each Section as necessary. For section F, any information that cannot fit on the page should be annotated in Section H.
