3. Past Performance. Page 6 Under Past Performance, there is a requirement for customer contacts of Section F projects to complete a PPQ.

However, for Department of Defense (DOD) projects that have a completed CPARS in accordance with FAR 42.1502, the customer will not also provide a PPQ. The CPARS is viewed as the official government evaluatio and it cannot be supplemented. In order for NASA to consider relevant military and other Federal Government experience as noted in the solicitation Factor 1 and the associated past performance, we request that a CPARS for a completed DOD project used in Section F be sufficient for proof of past performance. Please confirm that this is acceptable.

All offers are required to submit PPQs for projects submitted. Offerers must ensure POCs and contact information is listed in Section I of PPQs even if customer does not respond. If necessary NASA wil contact the POC for additional information. CPARS will be only used a supplemental data to the PPQs.

CPARS cannot be used in lieu of PPQs.

4. Capacity to Accomplish Multiple Task Orders. Page 7

Under Capacity to Accomplish Multiple Task Orders, there is a requirement to provide a table that demonstrates a history of the team members working together. Since the SF 330 Section G Matrix shows this information, is it acceptable to use the G matrix to meet this requirement? Or is the intent to show the history of firms working together, not individuals?

Yes the Section G Matrix is acceptable. It is the intention to show a history of the key personnel working together, not firms.

VII. Submission Requirements. Page 9 Under Submission Requirements, the submission is to use the fillable version of the SF 330. However, the fillable version only allows for a maximum of 10 projects on the G Matrix, instead of the 15 allowed in this solicitation. In addition, there may not be enough fields in Section A-C for all subcontractors information.

Previous pursuits for NASA have allowed use of the Word version of the SF 330, with no modification to block sizes, font size, Given the need to modify the SF 330 for project experience and subcontractors based on the solicitation requirements, can a Word version of the SF 330 be utilized as long as the parameters are not altered are met?

The SF330 is not authorized to be modified.

Offerors shall use the fillable SF330 provided as an attachment. Utilize a second Matrix G where 1-5 is projects 11-15

2. Professional qualifications. Page ,5 Bullet 1. Page 6 First Full Paragraph

Under Professional Qualifications for Civil Engineers, a PE license is required for FL, TX, AL, LA, MS, and CA. However, on the following page, the solicitation states, "The A-E firms must include civil engineers registered in the states of Florida, Alabama, Texas, Louisiana, Mississippi or California." Should the "or" be changed to an "and" in the latter requirement?

CA will be removed via addendum. The proposal shall indicate PE licensure coverage in FL, TX, AL LA, and MS, or how permitting actions in each of those states will be accomplished. For a civil engineer to be qualified under professional qualifications they must hold a PE license in at leas one of those states. If the team overall does not include civil PEs licensed in each of these state please explain how your firm will provide a licensed civil engineer in those states where you do not currently have an active civil PE (such as reciprocity or subconsulting) if needed.

N/A A SAM and GovWin update was emailed out indicating a modification to the solicitation on September 20, however, there are no changes indicated on either site. What, if any, changes were made from the original September 15 issued solicitation?

The modification was for a spelling error to the title only. No other changes were made.

II. Proposed Contract Information, Paragraph 1, Page 1

Can NASA please expand on the order of selection for task orders for this IDIQ contract? Will Small Business firms be vetted for a task order first before it is opened for Large Business competition?

The requirement is full and open. NASA may award up to three (3) small businesses. There will not be a separation between small and large businesses. All offerors will be vetted equally.

7 As a small engineering firm should we still submit a SF 330 - All offerers are required to submit an SF330

Who is the existing SERAE contractor? Who was the successor prior the existing contract? SERAE is a new requirement. There is not an incumbent contractor.

The notice mentions that up to 12 contracts may be awarded, are the contracts location specific, or will the architect be expected to perform on a multi-state basis.

Would a submission by a single discipline or a couple disciplines, such as Mechanical, Electrical, Plumbing and Low Voltage be accepted, or is the intend to accept only submission from entities offering a complete team of all the requested disciplines?

Offerers are expected to have the capabilities to perform all the requested disciplines.

However, the work required is very broad and as a small business, we may be unable to design all required work. Will that disqualify us as from participating?

QUESTION GOVERNMENT RESPONSE

I. ACQUISITION DESCRIPTION Will the projects under this contract fall under the NEPA Act f 1992? The National Energy Policy Act of 1992 (The Act) adjusts the size standard upward for NAICS 541330 for certain projects governed by the act. The Ac consists of twenty-seven titles detailing various measures designed to promote energy conservation in the desig of buildings. According to the act, any government contract or government funded contract awarded under the purview of the act adjusts the Small Business size standard to $41 million. That number does adjust upward annually. DMA would qualify as a small disadvantaged business under those conditions. The Act requires that energy compliance measures be met during studies, design and construction. To meet these compliance measures, engineering firms work from and are required to follow the International Building Code which is governed by the International Code Council. The IBC addresses both health and safety concerns for buildings based upon prescriptive and performance related requirements. The IBC is fully compatible with all other published ICC codes (which are to be followed based on The Act). The code provisions in the IBC are intende to protect public health and safety while avoiding both unnecessary costs and preferential treatment of specific materials or methods of construction. Section 305 (outlined below) requires that all Federal buildings be designed and built in compliance with The Act. Per The Act within Section 305, it is required that industry groups in concert with federal agencies “shall establish, by rule, Federal building energy standards that require in new Federal buildings those energy efficiency measures that are technologically feasible and economically justified. Such standards shall become effective no later than 1 year after such rule is issued.” The Internation Code Council and in turn, IBC were formally introduced in its current form in 1997. All ICC codes (IBC included) require that some sections from The Act be met on a project by project basis. In meeting these Act requirements, it is our belief and understanding that all federal building projects (renovation or new construction) fall under The Act. Thus, projects must meet the exception outlined by NAICS 541330- “Contracts and Subcontracts for Engineering Services Awarded Under the National Energy Policy Act of 1992.” This is further supported by section 306 FEDERAL COMPLIANCE within The Act.

This IDIQ contract doesn’t directly fall under NEPA Act of 1992 purview and the small business cap will remain at $16.5 million.

Section V Past Performance Questionnaire, page 8

The RFQ requests that a PPQ for this contract be filled out by the Customer Contact for each of the 15 example projects. Since some of the projects may be 5 plus years old, the customer contact may not be available to provide a PPQ. Is it allowable to submit a copy of a previously obtained PPQ in our SF330 if the original Customer Contact is no longer available or if the new PPQ cannot be obtained in time? We understand that previously obtained PPQs will not be evaluated, however, it may provide supplemental information similar to a CPARs.

Section V Past Performance Questionnaire, page 8

The RFQ requests that a PPQ for this contract be filled out by the Customer Contact for each of the 15 example projects. Some of our projects were performed for DoD customers. For DoD customers, we understand that the government is prohibited by their contracting regulations to fill out a PPQ if a CPARs already exists for that project. In this case, can a CPARs be evaluated in lieu of a PPQ?

Section VII Submission Page Limitations

The RFQ implies that Part II is included in the 60 page limit. We anticipate the proposed team would consist of more than 20 team member offices with each office location requiring a single page in Part II. This would leave only two pages for Section H. Please clarify if Part II pages are part of the 60 page limit.

Yes, Part II is part of the page limit and the total page limit in the synopsis will be amended to allow 70 pages maximum.

Section IV Submission Evaluation Criteria, 4. Capacity to accomplish multiple task orders, "Provide a table indicating for each of the projects submitted under “Specialized Experience” which of the key personnel submitted under professional qualifications were a part of the design team for that project in order to demonstrate a history of the proposed team members (and firms) working together.", page 7

This information is typically provided on SF 330 Section G. The GSA SF 330 Section G fillable PDF form includes space to list only 10 of the 15 Projects presented in Section F. May this form be modified to include all 15 projects from Section F?

Section III A-E Scope of Services Electrical - low, medium, and high voltage power distribution, emergency power generation, data/control centers, renewable energy technologies, lighting systems, surge suppression, lightning protection, fire alarm and detection systems, electronic security systems (ESS), electrical control systems, heating ventilation and air conditioning (HVAC) controls, and centralized networking and monitoring.

Please define “High Voltage” as referenced in the Scope of Services. LV, MV and HV can have different meanings based on a project’s perspective. Low voltage can mean up to 70V and generally comprises “low voltage systems” like telecommunications, electronic security, etc. Medium voltage can mean standard buildin voltages between 120V and 1000V. High voltage can mean anything above 1000V. Is there a requirement to have expertise in voltages above standard utility distribution voltages of up to 15kV?

No, projects will not include distribution systems higher than 15kVA

Section III A-E Scope of Services Electrical - low, medium, and high voltage power distribution, emergency power generation, data/control centers, renewable energy technologies, lighting systems, surge suppression, lightning protection, fire alarm and detection systems, electronic security systems (ESS), electrical control systems, heating ventilation and air conditioning (HVAC) controls, and centralized networking and monitoring

HVAC controls are referenced in the Electrical A-E section. These controls are typically designed by the Mechanical Engineer that designs the HVAC system. Please confirm if the mechanical HVAC controls expertise should be in the Mechanical Engineer’s resume or the Electrical Engineer’s resume.

The controls engineer can have either an electrical or a mechanical background but must have direct and applicable controls experience.

Section V of Scope of Services states firms must provide the Past Performance Questionnaires (PPQs) (Attachment 1 of this synopsis) to each past performance customer contact identified in Section F of the SF 330. Firms must request customers submit their completed questionnaires via e-mail to arrive no later than 2:00 p.m. Eastern Standard Time (EST) on November 17th, 2020

Section V of RFQ states PPQ's are due by 11/17/20. Attachment 1/The PPQ form states: The Customer Evaluator must submit their completed questionnaires to the address listed below, to arrive no later than 2:00 pm Eastern Standard Time (EST) on November 23, 2020. Can you please clarify what dates the PPQ's are required to be submitted, November 17th as stated in the Scope of Services, or November 23rd as stated in Attachment 1?

Would NASA consider extending the due date by 30 days due to the requirement of PPQs being submitted directly to NASA? Some of our clients continue to work remotely due to COVID-19 and we do not want to make it a hardship for our clients to respond. Also, we are noticing delays in hardcopy deliveries, which would further shorten the time to prepare an adequate submittal.

Please confirm there is no requirement for numbering the pages of the SF 330 submittal. There would be multiple page numbers with the same number, if the form is not altered.

Attachment 2 Will the Reps and Certs in Attachment 2 need to be completed and submitted as a part of the SF 330 package? No, reps and certs are a part of negotiations if selected.

Section IV - Item #2 (Page 5 of 13) Can a person be in a dual role? (e.g. Contract Manager and Civil Engineer) Yes. A person can fill a dual role however the firms capacity to support NASA will be effected under the Section 4 Capacity score. Clearly specify on th resume the proposed roles and demonstrate experience with both roles.

Section IV - Item #5 (Page 7 of 13) Does NASA give priority for AE firms’ office locations in Florida? Or will all the bidders will be evaluated equally regardless of their office location? We understand that “knowledge/experience” at the specified NASA Center locations will receive “major emphasis” and that experience at other NASA facilities will receive “moderate emphasis”; however, it is unclear if firms’ actual office locations will be considered/scored.

Synopsis page 13 - FAQ #6 and page 4 -paragraph 1

We believe there's a conflict between FAQ #6 and Paragraph 1 on page 4 "For submittal purposes, a single project may be considered to include multiple phases of a single effort, even under separate task orders, to include planning and feasibility studies, permitting, preliminary engineering reports, design, engineering services during construction, activation and commissioning. General engineering contracts, IDIQ contracts, basic agreements, and basic ordering agreements are not considered “projects.” One task order under an IDIQ/general engineering contract will be considered one “project.” Please confirm we are able to submit a project with study, design and ESDC services as one project in Section F even though there are multiple task orders under an IDIQ.

Confirmed, you are able to submit multiple task orders covering study, design, and ESDC services as one specialized experience project as long as they cover the same infrastructure project.

Synopsis page 5 For accreditations, is it acceptable to state the employee is renewing their certification when certification is expected prior to contract award?

Licenses and accreditations must be current and active at the time of submittal.

Section IV/Paragraph 3/Page 6 & Section V/Page 8

Section 3/Page 6 and Section 5/Page 6 need clarification. Are PPQ's required if and only if a CPARS is not available or are they required regardless of the availability of the CPARS?

Section V//Page 8 We are being questioned by our Government clients why we are asking for PPQs when there are completed CPARS for the same projects. Why are you asking us to provide both PPQs and CPARS? We recommend tha PPQs should be required only if a CPARS is not available.

SectionIV/Paragraph 2/Page 6 The Civil Engineer qualifications include "with demonstrated experience in design and ESDC of large and complex civil systems and permitting". Please define what you mean by "large and complex"?

Complex is defined as composed of many interconnected parts, intricate as to be hard to understand or deal with. The intent is that experience on a very small, simple project will not be scored as highly as a large, complex project.

Section IV/ Paragraph 4/Page 7 You request that we “Provide a table indicating for each of the projects submitted under “Specialized Experience” which of the key personnel submitted under professional qualifications were a part of the design team for that project in order to demonstrate a history of the proposed team members (and firms) working together.” We believe this information is a duplication of what is provided in Section G. Please clarify the requirement to provide in Section H as well.

Section G is acceptable. No need to provide in Section H.

Acquisition Description

The facilities listed on synopsis page 1 of 13 and Section 5 on page 7 of 13, does not include Vandenberg Air Force Base (VAFB) but on page 5 of 13 under Section 2. Professional qualifications, the requirements for the Civil Engineers states the proposal shall indicate PE licensure coverage for various states, including California.

Additionally, Vandenberg was included in the Sources Sought. Please confirm if VAFB should be included in the list of locations.

Vandenberg is no longer a part of the requirement.

The last sentence states that "Any additional information included in section H may provide context and example information of section H". Should the last reference to Section H be Section F?

Please clarify if the Contract Managers role would focus on contractual/legal issues or is the intent for this role to manage the overall technical execution/performance of the contract and coordination with the Client (i.e.

The contract manager will be the primary point of contact for NASA on all higher level issues and communication with this firm and may be above individual task-order project managers.

The SF330.pdf document included with the synopsis is 'locked'. In order to insert the additional pages for Sections E, F, and H, it will be necessary to print this document to a .pdf to 'unlock' it to allow extra pages to be added, is this acceptable? The format, font size, columns, margins, etc. will not be modified in any way.

On page 4 of 13, 1, Specialized Experience and technical competence in the types of work required, regarding the 3rd and 4th & 5th sentences. The wording of the third sentence appears to be clear that any project that contains multiple Task Orders (TO' within the original will be considered a 'single' project and evaluated as such. However, the fourth and fifth sentences seem to conflict with the definition of a single project in the third sentence. Could you please clarify how a project with multiple TO's performed under our IDIQ contract will be evaluated?

As a general question regarding teaming for this Synopsis:

Can a firm be a subconsultant on more than one team? If a firm submits as a Prime, can they also be a subconsultant on other teams?

On page 11 of 13, Section XII Small Business Subcontracting:

If a firm is a Small Business and meet the 8% small business subcontracting goal, are we also obligated to meet the subcontracting goals listed in the chart at the top of page 12 of 13, identifying 7 additional SBE categories?

Small businesses are not required to submit a small business subcontracting plan/goals. Subcontracting plans/goals applies to Large firms only.

On page 8 of 13, Section V. Past Performance Questionnaires

Can a subconsultant submit a PPQ for a NASA project in response to this synopsis under a Prime which was not the prime of the subject project?

Under the Professional Qualifications section, civil engineers are required to hold a PE license in California.

However, under the Location to Geographic Area, a California site is not listed as a possible site. Please confirm that a CA license is required for a civil engineer and if so, what California installations may have work performed.

Is it permissible to provide Part I - F. Example Projects that are more than one page in length? To be clear, is it unacceptable to remove unused boxes for Box 25? For example, if we only need to list firms in box a., are we required to leave boxes b-f empty?

Provide a table indicating for each of the projects submitted under “Specialized Experience” which of the key personnel submitted under professional qualifications were a part of the design team for that project in order to demonstrate a history of the proposed team members (and firms) working together."
