6:00 AM to 10:00 PM CST/CDT. Under unusual circumstances, the Contractor agrees to deliver product 24 hours a day, 7 days a week, including holidays.
(b) Clearance: All personnel entering SSC must be badged for access in accordance with the Personnel Identity Verification (PIV) requirements referenced in Attachment 001, Additional Terms and Conditions, Section L.3. Contact the Propellant Coordinator listed in the Delivery Order for Center access.
(c) Seals: SSC requires the tanker to be sealed to prevent tampering; however, a serialized seal is not required.
(d) Product Sampling: The Government shall verify the contractor’s sample results. To validate the contractor's sample results, the contractor must provide independent laboratory test data, for each production facility listed in the capability form and all other production facilities used during execution of the contract to supply LN2, showing that contractor’s sampling and analysis results are within tolerance to results obtained utilizing the Cryogenic Sampling Procedure in ASTM F310-07 "Standard Practice for Sampling Cryogenic Aerospace Fluids" Paragraphs 3.2 and
7.0. This sample shall be from a freshly filled LN2 delivery trailer immediately prior to or after the contractor's sample analysis. An independent laboratory shall then analyze the sample at the contractor’s expense. This test shall be performed prior to the initial LN2 delivery from each production facility utilized during execution of this contract to initially validate the contractor's sampling method is accurate. This test shall also be performed quarterly throughout the duration of the contract at the production facilities being utilized at the time the quarterly sample is due to be performed. The contractor shall provide the compared results to the Government within 10 calendar days of analysis. Any results exceeding the tolerances listed below shall be cause for noncompliance. The contractor shall send the results to the Contracting Officer’s Representative and SSC Propellant Coordinator. In addition, the Government reserves the right to perform random sampling of LN2 trailers at the contractor's facility and at the Government's expense.
Acceptable tolerances of independent analysis versus contractor’s analysis:
Total hydrocarbon content: +/- 2 PPM Moisture: +/- 2 PPM Purity: +/- 0.01% - Determined as outlined in MIL-PRF-27401G 4.4.1
(e) Quantification of Product Delivered: The contractor will use certified scales at SSC to determine quantity of product delivered.
Notice for Delivery: SSC’s Propellant Coordinator shall provide the upcoming weekly-required delivery schedule to the propellant vendor via telephone, followed with a Request for Shipment sent via email to the vendor’s distribution manager and appropriate schedulers. The email shall be sent no later than Close of Business on the Wednesday prior to the scheduled delivery week.
This Request for Shipment will have an acknowledgement request which requests vendor’s capability acknowledgement to meeting the provided schedule. This acknowledgement shall be provided via email from vendor’s distribution manager (or designee) no later than 11:00 am CST/CDT the Friday following the Request for Shipment email. Under unusual circumstances, an order within a minimum of 24 hours’ notice shall be accepted.
(f) Waves of Tankers: There are instances when the government requires multiple (two or more) tanker trailers delivered at the same time and then off-loaded simultaneously. A group of tanker trailers scheduled for delivery at the same time is referred to as a “wave” of tankers. In these instances, off-loading the wave of tankers simultaneously through a manifold provides significant benefits to the government. Alternately, there are impacts to the government when delivery times are staggered and waves are not achieved. When requested, the Contractor shall deliver the number of specified tankers for the wave at the same time to the appropriate delivery location at the specified time.
(g) SSC Responsibility during Delivery: SSC personnel must be present and operate SSC equipment during the delivery of liquid nitrogen.
