Question # RFP Document Section Question/Comment Answer

1 Attachment 003 NA

In regard to the Economic Price Adjustment in subject RFQ for contract periods 2 through 10, it has been our experience that the formula adjustments each six month period are not reflective of actual changes in industry costs. May I ask if NASA will either give consideration to either: 1) an alternate formula or 2) allowing us to propose firm fixed pricing for each six month contract period in lieu of the Economic Price

Adjustment?

After consideration, the Government has decided to remain with the current economic price adjustment formula.

2 Attachment 001 B.1 Please confirm NASA will not be procuring the requirements for

Redstone Arsenal as was done in the past.

Confirmed - NASA has not included requirements for Redstone

Arsenal and does not intend to supply liquid nitrogen or oxygen to

Redstone Arsenal.

3 Attachment 005 Tab 2

On Attachment 5, pricing sheet, tab 2 for Inability to Accept Delivery, should the Contractor input the actual R/T mileage, or leave what was pre-populated? We are questioning this as the header states Best

Estimated Quantity per Year.

The best estimated quantity for inability to accept delivery provided in

Attachment 5, tab 2, is the Government's estimate on the total number of miles per year subject to the inability to accept delivery fee. The best estimated quantities are pre-populated and should not be changed. The

Offeror is to input the fee that would be charged to the Government as

$/mile for each year. The best estimated quantity shall be used for evaluation purposes only.

4 Attachment 005 NA Please note that Attachment 5 - Pricing Sheet, allows for unit pricing to be entered in whole numbers only.

Amendment 02 revised all input cells to allow for responses to the 4th decimal place.

I don't see the standard 1449 form for this solicitation or a SF 30 for the

Amendment, did I miss it?

This is a combined synopsis/solicitation. In accordance with FAR

12.603(b), when using the combined synopsis/solicitation procedure, the SF 1449 is not used for issuing the solicitation. In accordance with

FAR 13.307(c )(3), an SF30 may be used to modify a purchase order.

Since this is not a purchase order, a SF30 will not be used for amendments.

6 Attachment 001 B.1 During the high use periods, for JPL for instance, does NASA require an additional 45 M gallons or just need a total of 45 M for that month?

The high-use periods at JPL are concurrent with the normal-use.

7 Attachment 001 B.1

Is there any way to get some clarification around the volume requirements for GRC/PBS? I.e. Cleveland volume versus Sandusky volume? Mileage is a major factor in figuring our costs.

Regarding CLIN 003, the Government estimates approximately 3% of the annual estimated quantities will be delivered to Plum Brook Station in Sandusky, OH for boiloff replenishment. The remainder is expected to be delivered to Lewis Field in Cleveland, OH. Regarding CLIN 004, the Government estimates approximately 20% of the annual estimated quantities will be delivered to Plum Brook Station in Sandusky, OH.

Regarding CLIN 022, the Government estimates approximately 80% of the annual estimated quantities will be delivered to Plum Brook Station in Sandusky, OH for testing. The remainder is expected to be delivered to Lewis Field in Cleveland, OH.
