Can the same rater be used on 2 different PPQs? EXAMPLE: If we have complete 2 unrelated projects for NASA, can PPQs from both projects be submitted even thought the same person was the rater for both projects?

Yes, the same Rater can fill out multiple PPQs for different projects.

At the walkdown, it was mentioned not to bid the Bid Option. Is this correct? YES. Bid option is not included in this project.

Is a general contractor required for this bid or can the electrical contractors bid this directly to NASA? Any Contractor with NAICS 237130 may submit a proposal.

At the walkdown, it was mentioned that the temp generators and fuel will be provided by the Government.

Is that correct?

YES, the generator portion will be provided by others.

Will the Government provide and install the temporary generator panels shown on E-6? YES, the generator portion will be provided by others.

Will the Government provide and install the temporary power cables from the temp generator to the loads shown on E-6?

YES, the generator portion will be provided by others.

Section E.3 of the solicitation talks about tests on fire protection, fire suppression, HVAC, compressed air, and all other assemblies of components which must be tested as an inter-related whole to verify proper functioning. Section C calls for the contractor to perform the tests. Section C1 calls the tests “in house”. It is unclear if the contractor will test these systems or “in house”. Are these tests on the Government systems going to be performed by Government personnel since they are familiar with these systems?

YES, all these systems will be tested in house and are not in the scope of this project.

Spec section 01 11 00 talks about a salvage plan for items designated by the contracting officer as materials and equipment to be salvaged. Please define which items will be considered salvage items and which items will be required to be removed from the site by the contractor.

No salvage items to be returned to the Government in this project.

There was a mix of rigid conduit and EMT conduit visible on the walkdown. E-1 Note H calls for exposed conduit to be Rigid Conduit. The specs list rigid and EMT. Is EMT acceptable above 5ft or is all of the new exposed conduit required to be rigid? Is EMT allowed to be installed anywhere?

EMT is not allowed inside the electrical room.

Does the Project Owner (NASA) or the bidder provide the temporary service generators? YES, the generator portion will be provided by others.

Does the Project Owner (NASA) or the bidder provide the fuel for the temporary service generators? YES, the generator portion will be provided by others.

Does the Project Owner (NASA) or the bidder provide the cables for the temporary hook-up for the Temporary Service generators? This includes from the generator to the Temporary Panel and from the temporary panel to the Load Panels

What is the AFF height to the mezzanne floor and from the mezzanne floor to the ceiling? Mezzanne floor Elevation = 28'-0" AFF

Ceiling Elevation = 40'-0" AFF

Will the mezzanne floor support the weight of the new switchboard and possible a man lift? YES, as long as it can fit thru the mezzanne doors.

26 If we are not providing the generators will we be required to provide continuous 24/7 on-site presence? NO. 0002

Drawing E-8 Note F should conductors need to be lengthened. Butt-splice new conductor to existing conductors. At this time it is unknown if the conductors will need to be lengthened. Could this be addressed as a site change condition after the bid?

NO, include in this bid the splicing of the conductors.

What is the height of the existing switchboard? Government don't have the information.

During the solicitation, bidders had the opportunity to measure the heigh of the existing switchgear.

29 What is the height of the Basis of Design switchboard? 103.30 inches, including top of trolley 0002

Can you provide the weight of the ship splits for the Basis of Design switchboard? Estimated Shipping Weight Ship Split 1 - 3000 LBS Ship Split 2 - 4060 LBS Ship Split 3 - 1570 LBS
