• The purpose of this Pre-Solicitation Conference is to help Industry understand the Government’s requirements.

• It’s also an opportunity to highlight some of the key areas for which the Government is requesting Industry feedback for the final solicitation.

• The Draft RFP includes a guaranteed minimum that may represent an amount that would exceed funding available for NASA to fully-fund at the time of contract award.

• NASA does not have authority to incrementally fund the guaranteed minimum associated with this fixed-price, IDIQ contract.

• NASA is seeking new authority that would allow NASA to incrementally fund the minimum obligation, similar to what has been approved for expendable launch vehicles and other NASA programs (e.g. SLS and Orion).

• If new authority is not obtained by the time of release of the Final Request for Proposal (Final RFP), the Government may instead request alternative proposals, e.g., one assuming the desired guaranteed minimum as stated in the current Draft RFP and the second, alternative proposal, reflecting a reduced guaranteed minimum consistent with the amount of funds NASA can obligate at contract award.

• The Draft RFP reflects the preferred approach associated with the new authority NASA is seeking.

Artemis xEVA Development and Services (SubCLINs 2A, 2B, 2C)

• SubCLIN 2A: includes all effort required to demonstrate the Contractor’s xEVA system in a relevant environment and certify the system to Artemis mission requirements.

• SubCLIN 2B: provision of certified EVA system for transportation to destination and use by NASA crew members in EVAs; mission planning; support to ground operations (fitting, training, etc.);

provision of EVA tools and crew aids specific for individual mission needs; and support to real-time EVA operations.

Special Studies

(CLIN 4)

• 4A: Allows response to Government requests for task orders using the Firm Fixed Price Labor Rates on contract (Composite Skill Mix and Fully-Burdened).

– Special studies and analyses.

– Advance planning and feasibility studies in support of future contemplated requirements, or Advanced (CLIN 3) concepts.

– Development, fabrication, and test of hardware/software to support planning studies or special tests.

– Mission unique studies for potential future incorporated fixed price CLIN#C items.

– Implementation of changes required due to changes in requirements.

• 4B: Provides quantity discount based on bulk orders of Firm Fixed Price Labor Rates on contract in order to facilitate evaluation and feasibility assessments associated with future requirements changes.

Excellent A comprehensive and thorough proposal of exceptional merit with one or more significant strengths. No deficiency or significant weakness exists.

Very Good A proposal having no deficiency and which demonstrates over-all competence. One or more significant strengths have been found, and strengths outbalance any weaknesses that exist.

Good A proposal having no deficiency and which shows a reasonably sound response. There may be strengths or weaknesses, or both. As a whole, weaknesses not off-set by strengths do not significantly detract from the Offeror's response.

Fair A proposal having no deficiency and which has one or more weaknesses. Weaknesses outbalance any strengths.

Poor A proposal that has one or more deficiencies or significant weaknesses that demonstrate a lack of overall competence or would require a major proposal revision to correct.

• xEVA System Architecture

– Evaluate the Offeror’s understanding of the requirements.

– Evaluate the risk and feasibility of the Offeror’s technical approach to xEVAS requirements.

– Encompasses the design trades considered, performance capabilities, integration assessments and application of heritage design(s) from space or other commercially applicable analog environments.

• Service Approach

– Evaluate the risk and feasibility of the Offeror’s reoccurring services approach proposed in their Mission Integration and Operations Management Plan, Integrated Master Schedule, Integrated Operations Training Plan, and Human Error Analysis Plan.

– Emphasis on full end-to-end capability, including manufacturing, integration, processing, and risk mitigation.

– Flexibility to meet current Government defined Mission Unique capabilities.

• Extensibility Plan

– Evaluate the extensibility of the Offeror’s proposed systems across the full xEVAS requirements (ISS & Artemis).

– Emphasis on areas that require configuration changes between ISS & Artemis, as well as the qualification, testing, operations, and schedule dependencies associated with the proposed solution.

• NASA Insight and Approval

– Evaluate the Offeror’s plan for providing NASA with the necessary technical, schedule and risk data.

– Looking for the Offeror’s compliance plans, notification channels and onsite accommodations at major manufacturing and engineering locations.

• Engineering Approach

– Evaluate the Offeror’s approach to leveraging and/or tailoring human system standards.

• S&MA Plan

– Evaluate the Offeror’s plan to manage risk and assure mission success.

– Recent: Offeror’s will submit past performance citations going back 10 years.

Early Engagement for Partnering

• Understand Industry is well into establishing their approach for development and delivery of their service/product when the acquisition process is formally initiated.

• JSC wants to engage industry as early as possible in this process to provide timely solutions to Industry needs.

• Use GTAs (Government Task Agreement) to start process (RSAAs dropped from process).

• Our objective is to listen to industry needs/risks and provide awareness into JSC’s capabilities that could meet their needs.

• Offerors have time to balance the capabilities of their Industry team and NASA to create their proposal.

• NASA does not want to be in the critical path of system development or delivery of subsystems but to provide guidance and support.

Engagement Process

• Offerors contact the JSC Partnership POC to understand JSC competencies (people, processes, tools and facilities) and request an estimated cost using the GTA form.

– JSC capabilities/facilities information is available to start the process at JSC xEVAS website and SAM.gov.

• The JSC POC will coordinate the request with the Contracting Officer and Program Management to assure the request is appropriate.

• The JSC POC will coordinate the GTA requests with program and performing organizations.

– Refine GTA form inputs as needed to meet Offeror’s needs and JSC’s commitments.

• Return costed GTAs to Offerors as early as possible for consideration.

How to Request Subject Matter Expertise:

• A Government Collaboration Agreement developed out of any collaboration requests submitted during contract performance and within the contractor’s established Insight & Collaboration Plan.

• If resources are outside of those prescribed as available for collaboration, submission of a Government Task Agreement is required.

NOTE: requests for subject matter expertise must be for targeted technical expertise provided as advisory support and not in the Contractor’s critical path; shall not request specific personnel by name or title but instead specify area of expertise .

Types of skillsets and expertise available:

How to Request Government Facilities:

• Submission of a Government Task Agreement is required detailing the scope of facility use, schedule, and negotiated resources for performance of the requested operation.

NOTE: requests for the use of on-site resources must be limited to only those facilities, services, or other resources that are unique to the Government and not otherwise reasonable available commercially.

NOTE: NASA continues to support ISS operations and technology development with existing assets and our mutual prioritization of efforts to support these requirements as well as allocating Government hardware to xEVAS vendors, enabling their success, will be evaluated on a case-by-case basis post award and at the time of need .
