Promote competition on the proposed acquisition

Develop Industry’s understanding of the Government’s current vision and objectives

Provide Industry with the opportunity to meet with the Government early enough in the procurement process to provide input into the xEVAS procurement strategy

Encourage offerors to submit questions and comments electronically via an email to the Contracting Officer, or via the Q&A application during Industry Day.

The Government will respond officially to all questions submitted by posting them to the Governmentwide point of entry (GPE) and xEVAS websites.

System Objectives xEVAS is anticipated to be a FFP IDIQ contract approach that allows for NASA to appropriately transition to the use of commercial xEVAS following successful demonstration of the capability. CLIN structure currently under consideration enables a sustained development investment to assure extensibility for current and future needs.

xEVAS anticipates a multiple-award approach with the capability to on-ramp for new providers, at the Government’s discretion, to assure sustained competition over the life of the contract and/or leverage advanced technologies that may become available in the Industry.

Anticipated Phasing & Competitive Structure

Planned Contract Structure

Tentative Contract Line Item Number (CLIN) Structure:

NASA is contemplating a division of the work into multiple CLINs, primarily for funding purposes.

NASA does have a preference for an EVA system that can provide EVA capability to the ISS and is extensible to support Artemis program EVA requirements.

Responses received from Industry are currently being considered by NASA and may result in changes to the CLIN approach that was published in the RFI.

Historical & Anticipated Need NASA is determining the appropriate minimum guarantee per award in order to enable sustained competition while also providing Industry an appropriate balance to their commercial business model.

NASA forecasts 60+ unique EVA’s to occur, with at least 2 crew members participating per EVA, over the next decade (120+ individual EVA’s).

Procurement Details

This is not a follow-on procurement; no current contract exists.

NAICS Code: 336414, Guided Missile and Space Vehicle Manufacturing Small Business Size Standard: 1,250 employees

PSC Code: W018, Lease or Rental of Equipment – Space Vehicles

A Request for Information (RFI) related to the xEVAS procurement was released on April 14, 2021. Reference: 80JSC21xEVAS.

The contemplated Period of Performance is 12 years. This would include an ordering period of 10 years that allows for an additional two (2) years for completion of services ordered during the ordering period performance period.

Contract Types: The Government is considering the award of one or more IDIQ contracts under which firm-fixed price task orders would be issued.

Procurement Details

The Government anticipates the award of a firm-fixed price contract based on adequate price competition; therefore, Cost Accounting Standards do not apply to this procurement.

However, Offerors should review Chapter 8 of the DCAA Audit Manual to determine if they are subject to full or modified Cost Accounting Standards (CAS) coverage and if they require an adequate Disclosure Statement prior to award. Industry Feedback NASA anticipates providing early draft versions of major contract documentation (via a posting to beta.SAM.gov) in order to solicit early feedback while the NASA team prepares for release of the draft RFP in mid-June.

Technical Requirements

Tailoring current set from RFI with intent to provide a single source of system requirements for xEVAS.

Goal is to provide a single source document with current requirements serving as the Government reference for mission assurance.

Work Plan

Developing a concise set of commercial service milestones that will drive the providers interface with the Government mission planning and execution, while enabling industry best practices for a commercial approach.

Contract Clauses

Developing a FFP, IDIQ approach to assure the appropriate insight and approval for acquisition of commercial end-to-end services for an EVA capability.

Statement of Work (SOW) Deliverable Data

Scoping the required interfaces, partnering, and data deliverables required to assure the provided service complements the Government need during the life of the contract, over an evolving mission focus.

Commercial Provider’s proposed xEVAS capability

NASA is considering an approach similar to the Commercial Crew Transportation Capabilities contracts that utilize deviated terms and conditions to incentivize commercial development (e.g. data rights and certified cost and pricing data).

NASA anticipates the use of an INSIGHT model, not an OVERSIGHT model.

Minimize data deliverables

The xEVAS will be a services contract(s); NASA does not expect any hardware deliverables under the contract.

NASA seeks cost advantages in being one of many consumers.

NASA’s focus is reducing the cost of EVA capability by investing in a commercial service.

NASA doesn’t contemplate requiring the successful offeror be a commercial user of the services now or in the future NASA doesn’t contemplate requiring suppliers to make their product available to the commercial market.

Clarifications

The expectation of a corporate investment is there because of the various commercial opportunities (from space tourism to permanent, commercial space stations) in development that will create future business opportunities. The corporate investment could include, among other things:

IR&D funds already invested in developing an EVA system; and Amortization of development costs across the contract period of performance by embedding those cost within the cost of the services.

NASA intends to award the full contract schedule and CLINs to one or more successful offeror(s). ISS and Artemis service task orders will be subsequently awarded based on the EVA system capabilities demonstrated.

xEMU data is expected to be available to interested U.S. parties; however, this should not be construed as NASA expressing a preference for an “xEMU solution”. The data is being provided to advance commercial capabilities through leveraging NASA’s investments to-date.

Early Engagement

Offerors may contact the Partnership Lead (PL) to understand JSC competencies (people, processes, tools and facilities) and request an estimated cost using the GTA form.

The PL will coordinate the request with the Contracting Officer and the technical POC for partnerships to assure the request is appropriate The PL will coordinate the GTA requests with program and performing organizations.

Return costed GTAs to offerors as early as possible for consideration

Procurement Schedule The Government does intend to issue a Draft Request For Proposal (RFP).

Following the release of the draft RFP, Industry will have an opportunity to submit questions in writing so that the Government may officially respond.

Thursday, May 13, from 1pm-5pm and Friday, May 14, from 9am-5pm (times in CST).

No more than six (6) individuals may represent any party or team of parties.

Meetings will not exceed 50 minutes in length.
