B.2 JSC 52.216-90 IDIQ MINIMUM AND MAXIMUM ORDERING LIMITS (NOV 2018)

(a) In accordance with FAR 52.216-22, Indefinite Quantity, the contract guaranteed minimum amount* to be ordered under this contract is [Offeror Fill-in – See instructions in Section L] and the contract Not to Exceed (NTE) amount which may be ordered under is $3.1 billion. The Government is not obligated to order more than the minimum specified but may order up to the NTE amount. The Contractor is obligated to fulfill orders issued, up to the NTE amount within the limits specified in FAR 52.216-19 Order Limitations.

(b) The contracting officer may unilaterally adjust the NTE value in paragraph (a), through one or more modifications, such that the adjusted NTE value does not exceed $3.5 billion.

B.3 SERVICES TO BE PROVIDED

(a) The Contractor shall provide all services, facilities and resources necessary to furnish the Contract Line Item Numbers (CLINs) below in accordance with the following table and per Section C, Description/Specifications/Statement of Work; all task orders issued, Section J, Attachment J-01 Data Requirements Descriptions; and all other requirements specified throughout the contract and authorized task orders, except for resources provided by the Government under clause G.5, NFS 1852.245-76, List of Government Furnished Property Furnished Pursuant to FAR 52.245-1.

(b) The Government may order IDIQ services at any time after contract start, in accordance with the procedures set forth in this contract. Table B.3 includes the value of all task orders awarded under this contract.

1.0 PERFORMANCE WORK STATEMENT

1.1 INTRODUCTION

The Performance Work Statement (PWS) describes the scope of work to be performed by the Contractor under the Exploration Extravehicular Activity (xEVA) Services Contract (xEVAS).

Extravehicular Activity (EVA) Services are defined as commercial EVA services required to provide National Aeronautics and Space Administration (NASA) the capability to perform EVAs with the use of contractor-provided spacesuits, tools & equipment, vehicle interfaces, and support to training and real-time operations. It is NASA’s intent to foster an environment that enables industry to innovate leveraging NASA’s expertise to meet NASA’s EVA mission objectives as well as support commercial EVA applications.

1.2 BACKGROUND AND OBJECTIVE

The objective of the xEVAS contract is to procure safe, reliable, and cost-effective Commercial EVA services to meet NASA’s EVA availability requirements for the ISS, Artemis and advanced human spaceflight missions. NASA is seeking an extensible xEVA System architecture that can adapt to meet current and future NASA mission requirements. NASA’s intent is to transition from the traditional Government-owned hardware model to an “EVA as a Service” model. The goal is to achieve one or more EVA service demonstrations as early as 2024, and the full suite of commercial EVA services beginning as soon as feasible thereafter to meet the continued NASA demand. It is NASA’s goal to become one of many customers for commercial EVA services. To this end, NASA will utilize the xEVAS contract to enable private industry to develop their capabilities so that they can eventually provide spaceflight hardware, software, and mission integration and operations EVA services on a commercial basis. To accomplish this, NASA will utilize this contract to obtain services and deliverables via Task Orders (TOs) that will be competed between contract awardees.

The xEVA System when fully developed, will enable the International Space Station (ISS) Program to transition to the Contractor’s EVA service and accomplish the NASA’s Artemis exploration missions beginning with the Artemis III mission.

1.3 SCOPE

The xEVAS contract provides end-to-end commercial EVA services to enable NASA’s ability to execute EVA activities in microgravity from the ISS and Gateway; partial gravity EVAs from the Lunar Surface; as well as future advanced EVAs to support NASA’s human spaceflight programs.

Commercial EVA services performed under this contract include providing spacesuits (life support, pressure garments, informatics, and avionics); tools and equipment (crew support, science, maintenance and construction); vehicle interfaces; flight and ground support hardware; and support to training and operations.

An ISS Demonstration mission is all activities required to demonstrate and certify the EVA service for NASA ISS EVAs.

An ISS EVA Services mission is defined as a calendar year of ISS EVA services with the EVA assigned crewmembers present during the year, tools suites and vehicle interfaces required to complete NASA’s EVA objectives.

An Artemis Demonstration mission is all activities required to demonstrate and certify the EVA service for NASA Artemis EVAs.

An Artemis mission is defined as the EVAs required to complete the specific Artemis mission with the EVA assigned crewmembers, tools suites and vehicle interfaces required to complete NASA’s EVA objectives.

These missions will be ordered in a Mission Specific Task Order.

Special tasks and studies will be ordered by Indefinite Delivery Indefinite Quantity (IDIQ) Task Order. The result of the special task or study may result in new capabilities added to the applicable Mission Unique schedule in Section B, and available for NASA to order with a Mission Specific or standalone Task Order.

The Contractor shall provide all the necessary management, personnel, facilities, equipment, materials and supplies to deliver the products and services defined in this PWS and each Task Order The requirements which may be ordered under this contract are set forth below. Task Orders will be issued in accordance with the procedures contained in clause H.2. Each Task Order will contain specific details concerning the services and deliverables as outlined within the PWS. The Contractor shall respond to Task Orders with their Task Order Plan in response to Request for Task Order Proposals.

1.4 PWS ORGANIZATION AND STRUCTURE

This PWS is organized to align with four Contract Line Item Numbers (CLINs). PWS Section 2.0 describes the common requirements applicable to all CLINs. PWS Section 3.0 describes the requirements to complete the demonstration, certification and recurring ISS EVA services. Section

4.0 describes the requirements to complete the demonstration, certification and recurring Artemis EVA services. Section 5.0 is a placeholder which will describe the requirements to complete the demonstration, certification and recurring Advanced Mission EVAs. Section 6.0 describes the requirements for special tasks and studies services. See Table 1.4-1 PWS Structure and Organization for additional details.

2.0 OVERALL GENERAL REQUIREMENTS

Section 2.0 provides the scope of the work applicable to all CLINs associated tasks required to manage and lead the xEVAS contract and perform necessary safety and mission assurance, systems engineering and integration, mission integration and operations, health and human performance functions.

Multiple applicable documents cited, including but not limited to SSP 50808, ISS to COTS Interface Requirements Document, SSP 50835, Common Interface Requirements Document, etc. that are written to describe interfaces and processes for Commercial Providers for crew and cargo transport services for the ISS Program. These documents are not updated to contemplate the Commercial Provider of EVA services for the ISS Program. Therefore, as applicable in these documents and tailored to the EVA services approach, the term ‘Commercial Provider’ relates to the xEVAS Contractor and the term ‘vehicle’, ‘visiting vehicle’, ‘COTS’ or ‘CTS’ relates to the xEVAS Contractor’s provided xEVA System. Unless stated otherwise, the Artemis program is expected to have similar interfaces and processes used by ISS that may be equivalent or greater complexity to account for the cross-program nature of the Artemis architecture.

2.1 TECHNICAL DIRECTION

Performance of the work under this contract is subject to the written technical direction of the NASA Contracting Officer’s Representative (COR), who will be specifically appointed by the NASA Contracting Officer (CO) in writing. “Technical direction” means a directive to the Contractor that approves approaches, solutions, designs, or refinements; fills in details or otherwise completes the general description of work or documentation items; shifts emphasis among work areas or tasks; or furnishes similar instruction to the Contractor. Technical direction includes requiring studies and pursuit of certain lines of inquiry regarding matters within the general tasks and requirements in the contract Statement of Work (SOW).

The COR does not have the authority to, and shall not, issue any instruction purporting to be technical direction that:

(1) Constitutes an assignment of additional work outside the SOW;

(2) Constitutes a change as defined in the “Changes” clause (contract Section I);

(3) Constitutes a basis for any increase or decrease in the total estimated contract cost, the fixed fee (if any), or the time required for contract performance;

(4) Changes any of the expressed terms, conditions, or specifications of the contract;

(5) Interferes with the Contractor’s rights to perform the terms and conditions of the contract.

All technical direction shall be issued in writing by the COR. The Contractor shall proceed promptly with the performance of the technical direction duly issued by the COR in the manner prescribed above and within the COR’s authority. If, in the Contractor’s opinion, any instruction or direction by the COR falls within any of the categories defined above, the Contractor shall not proceed but shall

Section C Page 23 xEVAS notify the CO in writing within 5 days after receiving it and shall request the CO to either issue an appropriate contract modification within a reasonable time or advise the Contractor in writing within 30 days that the instruction or direction is rescinded in its entirety or within the requirements of the contract and does not constitute a change under the “Changes” clause of the contract, and that the Contractor should proceed promptly with its performance.

A failure of the Contractor and CO to agree that the instruction or direction is both within the requirements of the contract and does not constitute a change under the “Changes” clause, or a failure to agree upon the contract action to be taken with respect to the instruction or direction, shall be subject to the Disputes clause of this contract.

Any action(s) taken by the Contractor in response to any direction given by any person other than the CO or the COR shall be at the Contractor’s risk.

2.2 PROGRAM MANAGEMENT

The Contractor shall perform all Program Management functions required to deliver the full scope of xEVAS services. The Contractor shall ensure all terms, conditions, contract and task order requirements are met and flow down applicable requirements to all subcontractors and teaming partners. Any exceptions or deviations shall be requested, negotiated and specified in the applicable Mission Specific Task Order. The Contractor shall provide NASA insight to all technical and programmatic performance and activities on contract.

The Contractor shall be responsible for performance and delivery of all services ordered by NASA on this contract; and provide all resources, tools, facilities, processes and functions required.

The Contractor shall perform all business and administrative functions required to execute the xEVAS contract and integrate these functions across all areas of performance. The Contractor shall provide ongoing business analysis and respond to requests and inquiries from NASA relating to budget, schedule, and cost performance. The Contractor shall submit milestone vouchers and evidence of completion in accordance with Clause G.2, NFS 1852.232-80 Submission of Vouchers/Invoices for Payment.

The Contractor shall develop, implement, maintain and complete a process to verify flight readiness;

and certify the Contractor and xEVA System readiness to NASA for each mission, flight and EVA.

This auditable approach shall verify that all mission preparation responsibilities and requirements have been met and that all problems and issues have been resolved and dispositioned.

The Contractor shall develop, implement, maintain, and deliver a Program Management Plan in accordance with Data Requirements Description (DRD) DRD xEVAS-PM-01, Program Management Plan.

The Contractor shall define, manage, and implement technical management plans and processes to achieve and maintain NASA certification; and deliver on-time to meet NASA availability and reliability requirements for the xEVAS contract service.

The Applicable Document List (ADL) for work performed under this contract is per Contract Attachment J-05, which contains the applicable version and dates of documents called out in the PWS, Data Requirement Descriptions (DRDs), and contract clauses. Applicable documents for work authorized via Task Order shall be the latest revision of the document at the time the work is authorized or per the specific Task Order.

The Contractor shall adhere to the contract clause NFS 1852.223-70 and make available to NASA the Contractor’s Mishap Preparedness and Contingency Action Plan upon request. In the event of a NASA Mishap, NASA will decide who is the Investigating Authority (i.e., Mishap Investigator (MI), Mishap Investigation Team (MIT), or Mishap Investigation Board (MIB)) and who and how the Mishap Review will be conducted in accordance with NPR 8621.1D, NASA Procedural Requirements for Mishap and Close Call Reporting, Investigating, and Recordkeeping. The Contractor shall flow down applicable mishap related requirements all subcontractor and teaming partners.

The Contractor shall meet all applicable local, national, and international laws and regulations during contract performance. The Contractor shall be responsible for obtaining and maintaining all applicable licenses, permits and agreements required to deliver the xEVAS contract services.

The Contractor shall be responsible for coordinating with NASA for approval of all commercial activities to be conducted within NASA programs. Commercial activities must adhere to the NID 8600.121, Use of International Space Station for Commercial and Marketing Activities. (Artemis equivalent will apply).

The Contractor shall develop, maintain, deliver and operate in compliance with the Safety and Health Plan submitted and deliver reporting data in accordance with DRD xEVAS-SMA-01, Safety and Health Plan. The Contractor shall take measures to protect the health and safety of personnel working on the contract and the operators using the hardware produced or used on the contract. The Contractor shall take measures to protect the hardware produced or handled under the contract. When on NASA property, contractor personnel shall follow the safety and health requirements of the local Center.

The Contractor shall develop, maintain, deliver, report and operate in compliance with the Organizational Conflict of Interest Avoidance and Mitigation Plan submitted in accordance with DRD xEVAS-PR-01, Organizational Conflict of Interest Avoidance Mitigation Plan.

The Contractor shall develop, maintain, deliver and operate in compliance with the Property Management Plan submitted in accordance with DRD xEVAS-PR-02, Government Property Management Plan. The Contractor shall deliver the required financial and logistics reports in accordance with DRD xEVAS-PR-03, Financial Reporting Contractor-Held Property and DRD xEVAS-PR-04, Reports Required for Logistics.

The Contractor shall deliver the required environmental compliance reports in accordance with DRD xEVAS-PR-05, Environmental Compliance Reports.

The Contractor shall develop, maintain, deliver and operate in compliance with the Small Business Subcontracting Plan and deliver required reports in accordance with DRD xEVAS-PR-06, Small Business Subcontracting Plan.

The Contractor shall develop and implement a Contract Close-Out Plan in accordance with DRD xEVAS-PR-07, Contract Close-Out Plan.

2.2.1 PROGRAM MANAGEMENT REVIEWS

The Contractor shall conduct Program Management Reviews (PMR) for NASA and provide review products in accordance with DRD xEVAS-PC-01, Program Management Review. The reviews shall provide the NASA insight into the contractor’s, subcontractors’, and vendors’ overall technical, schedule and cost performance. Metrics that indicate the level of success in the execution of contract requirements and the status of the contractor’s achievement against the performance standards contained within this statement of work or elsewhere in this contract shall be presented at the PMR.

The contractor shall conduct PMR for NASA, and provide review products in accordance with DRD xEVAS-PC-01, Program Management Review.

The Contractor shall develop and deliver a PMR briefing package; and conduct a PMR, co-chaired by NASA, in accordance with DRD xEVAS-PC-01, Program Management Review. The Contractor shall provide the list of action items and closure plans within five business days after the conclusion of the PMR. The PMR shall provide NASA management an overall program status and actions in the technical, cost and schedule performance areas to meet the full scope of NASA requirements on contract.

The Contractor shall provide NASA the current xEVAS service metrics in accordance with DRD xEVAS-PC-04, EVA Excellence Determination at each PMR. The Contractor shall discuss any proposed updates under consideration for future xEVAS service metrics. This re-occurring PMR topic is intended to drive continual improvement in the Contractor-Government partnering relationship across all working levels, in anticipation of the Contractor achieving a future EVA Excellence determination that incentivizes mission success and improves service delivery performance metrics. Successful partnering builds upon a foundation of strong working level communication across all aspects of the xEVAS Contractor and NASA teams in order to assure healthy tension and successful implementation of NASA Insight and Approval requirements during contract execution.

2.2.2 NASA INSIGHT AND APPROVAL

The Contractor shall develop, implement and maintain an Insight & Collaboration Implementation Plan in accordance with DRD xEVAS-PM-02, Insight & Collaboration Implementation Plan.

The Contractor shall provide all NASA-designated personnel with Insight to data, documentation, drawings, patterns, models, analyses, products, documents, facilities, personnel and support services in accordance with clause H.8, NASA Insight and Approval and the Insight & Collaboration Implementation Plan. The Contractor shall provide this information for all aspects of the design, development, analysis, manufacture, integration, test, evaluation, verification, certification, training

Section C Page 26 xEVAS and operations of the end-to-end EVA service, including, upon request, those used on non-NASA missions of similar systems. The Contractor shall enable NASA attendance, and if requested International Partner/Participant personnel, at all testing and training events.

The Contractor shall provide an efficient and effective method of sharing, reporting, collecting, recording and accessing of program data between NASA and NASA support personnel, Contractor and the Contractor’s safety critical subcontractors and vendors to enable real-time collaborative access to and retrieval from a single source of management information, product information, technical data, operations data from the Contractor’s information technology (IT) systems.

NASA retains approval authority over portions of the xEVA System that interfaces with and used in integrated operations with the Crew, host and transport vehicles, ground and in-space segments and payloads. The Contractor shall grant insight into evidence that the xEVA System components (e.g.

pressure garment, life support, communication, interface hardware, software, intravehicular (IV) and extravehicular (EV) tools, consumables; ground systems, training hardware, ground support equipment, tooling, and consumables, etc.) including their subsystems, subcomponents, and integrated functions with software, are verified in a manner consistent with how they will be used in operations and training; have sufficient margin to their maximum expected environments; meet their minimum required performance, and are acceptable for in-space use.

Specific areas requiring Government approval are:

(1) Safety critical hardware, software, interfaces and operations that could impact the ISS/Artemis vehicle(s), Transport Vehicles and/or ISS/Artemis Crew.

(2) Interface requirements between the xEVA System and Crew, host and transport vehicles, ground and in-space systems; deemed safety critical; and integrated operations (xEVAS- SRD-001, xEVA System Requirements)

(3) Crew Health and Medical conditions during pre-flight and in-flight operations.

(4) Verification Closure Notice (VCN)

(5) Safety Data Packages

(6) DRD deliverables and data packages to support milestones and interim reviews

(7) Contractor objectives using NASA xEVA System unrelated to NASA xEVAS missions and non-NASA crew

(8) Material Review Board (MRB), Waiver or equivalent that relieves the Contractor of meeting NASA level requirements

(9) Entrance and exit criteria for all milestones; and confirmation that the Contractor has satisfactorily been achieved these criteria.

(3) Contractor test-like-you-operate, pedigree, qualification and acceptance rationale for xEVA Systems.

(a) System and Component Specifications including performance requirements,

(b) Qualification and Acceptance Plans (or Contractor equivalent) including;

(i) Design and qualification requirements and reviews. Rationale for the requirements such as environmental predictions, factors of safety, performance requirements, and Contractor or industry standards. Industry standards may be provided by reference if publicly available,

(ii) Planned verification methods (Test, Analytical, Demonstration and/or Inspection), procedures, success criteria, assumptions, rationale, and comparisons to any similar proven designs.

(c) Test Readiness Review packages including description of test apparatus and configuration, test sequence and levels, approved test procedures, configuration drawings, schematics and associated safety and risk analysis.

(d) Qualification packages and Acceptance packages (or Contractor equivalent) including;

(4) Safety and Mission Assurance Compliance Evaluations (prime and subcontractor)

(5) Pre-operation predictions of in-space performance and margin.

(6) xEVA System, subsystem, software and component performance from in-space systems, in-flight telemetry data, post operation data review, and operations anomaly resolutions.

(7) Specific production progress through reviews, plans, schedules, risks, anomalies and mishaps resulting from non-xEVAS missions (commercial user missions).

(8) Problems and deviations to the design through production and test, Material Review Boards, major or critical problems, anomaly resolutions, non-conformances, failure analysis, post test results, and acceptance and pre-ship reviews.

(9) Contractor led mishap and failure review boards for NASA xEVA System and fleet-wide issues.

(10) Training, and support hardware equipment procedures, operations procedures, and procedure discipline.

(11) Inputs to Mission Operations, including flight rules, procedures, work instructions, training products, simulations, communications, and certifications.

(12) Hardware Imagery during production and build-up and assembly of end items and subassemblies during the manufacturing, assembly, test, integration, training, operations and close-out to document the hardware configuration and condition. The imagery is used to investigate anomalies, to assist in training, and to provide forensic verification. Types of imagery includes, but is not limited to, photography, video, radiographic, non-destructive evaluations and thermographic images. The Contractor shall document imagery per DRD-xEVAS-PM-07, Imagery Plan, Products and Catalog.

2.2.3 PROGRAM INTEGRATION

The Contractor shall provide all Program Integration resources, tools, processes and functions required to deliver the full suite of xEVAS services.

The Contractor shall direct, control and integrate the xEVA System and operations across all aspects of multiple NASA Programs and Offices, International Partners/Participants, host and cargo vehicles, PART I – THE SCHEDULE

Section C Page 29 xEVAS ground segments, facilities, stakeholders, and program support service contractors. The Contractor shall perform all program planning, monitoring, control of technical, cost, schedule performance; and identity, manage and mitigate program risks throughout the development, certification, implementation and recurring services required to fulfill the contract.

The Contractor shall perform program, operations, hardware/software, health and human performance integration of the xEVA System and operations to support the implementation, operation and sustainment of the xEVA System hardware, software, data and operations, to meet the requirements defined in xEVAS-SRD-001, xEVA System Requirements.

2.2.4 PROGRAM SUPPORT

The Contractor shall provide technical and programmatic subject matter expertise to NASA Program meetings/reviews and provide program and technical data to inform NASA decision-making, perform evaluations and support other programmatic activities as requested by NASA, to include participating in Government-led boards, briefings, forums, working group and other activities .

2.2.5 RISK MANAGEMENT

The Contractor shall perform all Risk Management functions required to deliver xEVAS services.

The Contractor shall implement and maintain a risk management program with techniques that address the identification, analysis, management, mitigation, and closed-loop tracking of potential impacts to safety, mission success and contract performance.

The Contractor shall manage risks in accordance with the DRD-xEVAS-PM-01, Program Management Plan.

The Contractor shall provide a risk report throughout the contract lifecycle that captures and manages the safety, technical, business, cost, and schedule risks that present threats to safe operations or commercialization objectives while identifying the appropriate risk approach for handling the risks.

The Contractor shall make its risk tracking information systems remotely accessible to select NASA personnel to provide insight to current mission risks, including a brief description, subsystems affected, status of ongoing root cause evaluation, and mitigation; and how the specific risk impacts future missions and is evaluated against its impact to the overall integrated risk assessment.

Delays that result from the Contractor’s business judgment or as a result of the Contractor’s business decisions involving risk are not considered beyond the reasonable control of the Contractor.

2.2.6 INDEPENDENT VERIFICATION AND VALIDATION

The Contractor shall develop and deliver data in accordance with DRD xEVAS-ENG-05, Data Input for NASA Integration and Independent Verification and Validation (IV&V).

NASA reserves the right to perform Independent Verification and Validation (IV&V) on the xEVA System. Selection of projects for IV&V will be made upon task order award based on critical risks to

Section C Page 30 xEVAS mission success and safety as determined by a preliminary xEVA System risk assessment. If requested, the Contractor shall deliver data, hardware and software to NASA, including models and flight software code, to perform IV&V of safety and mission critical items.

2.2.7 INFORMATION TECHNOLOGY

The Contractor shall perform all Information Technology (IT) functions required to deliver xEVAS contract services and ensure effective security, management and utilization of program data. The Contractor shall develop, deliver, maintain and operate within the IT Security Management Plan and IT Security Plan in accordance with Contract Clause I.17 NFS 1852.204-76 Security Requirements for Unclassified Information Technology Resources and DRD xEVAS-IT-01, Information Technology (IT) Security Management Plan and IT Security Plan. Responsibilities include implementation of effective information security protocols and file sharing protocols with internal and external stakeholders.

The Contractor shall report their Fiscal Year IT spending plans and expenditures in accordance with DRD xEVAS-IT-02, Information Technology (IT) Capital Planning and Investment Control (CPIC).

The Contractor shall develop, maintain, deliver, and operate in compliance with the Data Records and Management Plan in accordance with DRD xEVAS-IT-03, Data and Records Management Plan.

2.2.8 EXPORT CONTROL

The Contractor shall perform all Export Control functions required to deliver xEVAS contract services. The Contractor shall comply with all U.S. export control laws and regulations, including the International Traffic in Arms Regulations (ITAR), 22 C.F.R. Parts 120 through 130, and the Export Administration Regulations (EAR), 15 C.F.R. Parts 730 through 799. In the absence of available license exemptions or exceptions, the Contractor shall be responsible for obtaining the appropriate licenses or other approvals, if required, for exports of hardware, technical data and software, or for the provision of technical assistance.

In order to minimize impacts to sharing data across all Program elements, the Contractor shall ensure that only specific data that has been identified as EAR and ITAR designations is marked accordingly such that not all data is globally marked as EAR or ITAR by default.

For Export Control purposes, if a product has been determined by the Contractor and the Government to be suitable for public release, it shall be so labeled by the Contractor.

The Contractor shall develop, maintain operate in compliance with and provide results of self-audits as defined in the Export Control Plan submitted in accordance with DRD-xEVAS-EC-01, Export Control Plan and Self-Audits.

2.2.9 CONFIGURATION MANAGEMENT

The Contractor shall perform all Configuration Management functions required to deliver xEVAS services.

The Contractor shall perform configuration management in accordance with SAE EIA 649-2, Configuration Management Standard for NASA Enterprises AS9100, Quality Management System – Requirements for Aviation, Space, and Defense Organizations, and SSP 41170, ISS Configuration Management Requirements and EVA-PLN-012, EVA Office Configuration and Data Management Plan <TBR-2.2.9-001> to ensure that configuration documentation is accurate and complete, design solutions are traceable to requirements, configuration changes are documented, controlled, auditable, and properly implemented, critical interfaces are defined and understood, there is consistency between products and their associated documentation, and audit processes are defined. The Contractor shall own and maintain an integrated configuration control process for the development and baseline all xEVA System hardware, software and operations. The Contractor shall use this process to maintain the integrity of the hardware, firmware, software, engineering drawings and lists, and inputs to operations products associated with design, fabrication, assembly, test and operation throughout the entire life cycle.

The Contractor shall evaluate proposed requirement changes requests to 1) xEVAS-SRD-001, xEVAS System Requirements Document, 2) Vehicle and system specific hardware (HW) and software (SW) Interface Control Document (ICD) and operations, 3) other NASA Program or other service provider support documentation that may impact the xEVAS contract. The Contractor shall assess and provide an initial determination of the category the change falls into: Category A (no impact or administrative change only) or Category B (impact, further evaluation required). For Category B changes, the Contractor shall evaluate and respond, within four weeks from initial change notification, with an impact assessment to include:

(1) whether the change can be implemented;

(2) when the change can be implemented (at which mission the change goes into effect);

(3) an impact assessment for which products would be affected for Program, Host and Transport Vehicle Integration; Operations, etc.; and

(4) a qualitative Rough Order of Magnitude (ROM) determination required for implementation.

The Contractor shall maintain a technical library. The technical library shall contain all technical data, drawings and documents maintained under a configuration management system by the contractor. All data, drawings and documents created under this contract shall be maintained in electronic format in the technical library and readily accessible and searchable for NASA insight per

2.2 NASA Insight and Approval. The Contractor shall provide data pertaining to the description, operation and performance of the hardware being developed or modified.

2.3 MISSION INTEGRATION AND OPERATIONS

The Contractor shall perform all Mission Integration and Operations (MI&O) functions required to deliver xEVAS contract services.

The Contractor shall operate in compliance with the Mission Integration and Operations Management Plan (MIOMP) that is developed, maintained and delivered in accordance DRD xEVAS-PM-03, Mission Integration and Operations Management Plan (MIOMP).

NASA has approval authority over xEVA System items that could impact Crew, Host and Transport Vehicle, including hardware, software, interfaces, safety, and operations.

NASA is responsible for the overall integrated flight scheduling, cargo manifesting, mission objectives, mission priorities, resource planning, mission planning, and definition of overall concept of operations of the ISS/Artemis Missions. The Contractor shall submit data to NASA which identifies the Contractor’s mission requirements which will be used by NASA to integrate all NASA and Contractor objectives into a single integrated mission plan. The Contractor shall deliver data requested by NASA in to support mission analysis and integration activities.

The Contractor shall be responsible for the xEVA System performance and inputs to xEVA System-specific planning, integration, and operations, including providing all necessary resources, other than those resources NASA has agreed to provide in the Mission Specific Task Order.

The Contractor shall provide a single point of contact to NASA for the following areas:

(1) Overall mission management responsibility to work with a NASA Mission Manager,

(2) Operations coordination, integration of xEVA System training, operations products and overall operations with the Flight Operations Directorate (FOD) EVA Operations and Training Team

The Contractor shall submit for approval an Operations Nomenclature (OpNom) Plan used in the xEVA System. For each manifest item, the Contractor shall provide the Operations Nomenclature per the guidelines in SSP 50254, Operations Nomenclature. The Contractor shall provide consistent use of Operations Nomenclature to the fullest extent between missions and between NASA Programs to reduce the training impact to the NASA Crew who support multiple missions and Programs.

The Contractor shall ensure that xEVA System hardware is labeled as defined by NASA in SSP 57000.

2.3.1 MISSION INTEGRATION

The Contractor shall perform all Mission Integration functions required to deliver xEVAS services.

The Contractor shall build, analyze, process, deliver, review and integrate all xEVA System components and MI&O products required to deliver xEVAS contract services.

The Contractor shall be responsible for providing a certified xEVA System which meets ISS/Artemis integration requirements and safety certification process for all operations including launch, attached operations, and return from ISS per SSP 50808 and SSP 30599 (includes Artemis equivalents).

Specifically:

(1) The Contractor must ensure compliance with applicable NASA xEVA System requirements, reuse and recertification plan and associated verification data.

(2) The Contractor contracts with other NASA Commercial Service providers, the Contractor must ensure the roles, responsibilities, direct NASA interfaces and processes consistent with those exercised for NASA Commercial Service provider verification, safety, integration, and

NASA Commercial Service provider processes and interfaces must be utilized, including preserving NASA’s standard direct interfaces with the Commercial Service provider personnel to ensure compliance with mission requirements, planning, and execution.

(3) If the Contractor proposes changes to the approved xEVA System certification baseline, processes, procedures, or operational interfaces; the Contractor shall submit these changes to be reviewed and request approval by NASA.
