The estimated project cost is less than $35 million, and a Project Labor Agreement is not applicable. The contract type is firm-fixed price, with a period of performance from April 27, 2026 to April 27, 2029 (excluding a 6-month extension option). The contractor must commence work within 10 calendar days of receiving the Notice to Proceed and complete the entire work within 698 calendar days, with liquidated damages of $2,304.47 per day for delays. The base bid includes construction of the main facility, with seven optional bid items covering outdoor covered storage, additional exterior windows, landscaping, utility connection point changes, tree mitigation, a mezzanine addition, and a thickened slab. Bid bonds are due by March 30, 2026 at 1:00 P.M. Central Standard Time, and proposals must be submitted via NASA's Enterprise File Sharing and Sync Box by the same deadline. Minimum single-project bonding capacity is $40 million and minimum aggregate bonding capacity is $300 million. Questions must be submitted by March 11, 2026 at 10:00 A.M. Central Time, and responses will be issued as official RFP amendments.

JMACC Statement of Work (SOW)

The Johnson Space Center (JSC) Multiple Award Construction Contract (JMACC) is a Multiple

Award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle designed to support a broad range of construction-related services at JSC and the White Sands Test Facility (WSTF).

The JMACC provides a critical in-place contractual mechanism to meet the evolving infrastructure needs of NASA facilities.

Individual Task Orders will be competed among IDIQ Awardees.

The JMACC is not a requirements contract and is therefore not mandatory for all construction work at JSC or WSTF. It is intended to serve as a highly flexible construction contracting vehicle to support mission-critical facility needs. All contractors will need to have capacity to manage multiple Task Orders.

JMACC Statement of Work (SOW) (cont’d)

Under the scope of work for JMACC, the contractor shall perform, but is not limited to the following:

• General construction

• Alteration, modification, and renovation of existing facilities

• Maintenance and repair of buildings and infrastructure

• Demolition of structures and facilities

• Design-build services

• New construction of buildings, facilities, and real property

Work may be performed primarily at the following NASA Facilities:

• Johnson Space Center (JSC), Houston, Texas

• White Sands Test Facility (WSTF), Las Cruces, New Mexico

This does not preclude the performance of work at other NASA centers as approved by the Contracting Officer(s).

JMACC RFP – General Information

• The RFP and amendments take precedence over this conference

• Competition: Full and Open

• NAICS Code: 236210 – Industrial Building Construction. Size Standard: 45M. Product or Service Code:

Y1JZ Construction of Miscellaneous Buildings.

• Period of Performance: April 27, 2026 – April 27, 2029 (Excludes Option for 6-month Extension of Services).

• Contract Type: Firm Fixed Price (FFP) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract. May award fewer or more than four (4) IDIQ contracts if it is in the Government’s best interest. All Task Orders Competed under IDIQ will be Firm Fixed Price (FFP).

• IDIQ Guaranteed Minimum Quantity of work – Minimum Contract Total - $5,000, NTE Maximum Contract Total - $300,000,000.

• Place of Performance: NASA Johnson Space Center (JSC) and White Sands Test Facility (WSTF). While the primary place of performance is JSC/WSTF, it does not preclude other NASA centers from utilizing it as authorized by the Contracting Officer.

• The System for Award Management (SAM) is a Federal Government owned and operated free web site that collects data from suppliers, validates and stores this data, and disseminates it to various government acquisition agencies.

• The SAM website is located at: https://sam.gov/SAM/

• You are required to create an account in SAM.

• Verify that your information in this database is current.

Joint Ventures

• The Small Business Administration’s new regulation changes the definition of a joint venture to exclude populated joint ventures.

• Joint Ventures are defined in 13 C.F.R. 121.103(h).

• All parties to the Joint Venture must sign the Model Contract.

Government Property

• No GFP is anticipated to be provided under JMACC or EA Phase 1A

Negotiations

• Offeror’s initial proposal should contain the best terms from a price and technical standpoint.

• The Government preference is to award without negotiations; however, the Government reserves the right to conduct negotiations with those Offerors who have made it to competitive range.

• If negotiations are held, the Offeror will:

- Be requested to resubmit the SF1442 with Final Proposal Revisions (FPR) which will include clearly marked changes.

Anticipated Proposal Outline

• Volume I – Technical Acceptability Factor

(a) Possession of required bonding capacity and evidential documentation on official surety letterhead.

1. Minimum single project bonding capacity: $40 million.

2. Minimum aggregate bonding capacity: $300 million.

(b) Submission of a Project Schedule (for EA Phase 1A), (including milestone tracking, early procurement of long-lead items, and float time to mitigate potential delays) that meets or exceeds the Government’s requirement. Unrealistic or overly aggressive schedules may be viewed as a technical performance risk and could negatively impact the technical acceptability determination.

• Volume II – Past Performance Factor

• Past Performance is significantly more important than price in the tradeoff decision.

• Volume III – Price Factor

• Based on the total evaluated price for EA Phase 1A to include all Bid Options

• The Government will perform price analysis and review proposed rates and prices for EA Phase 1A to include base and all bid options to determine if they are realistic in response to this solicitation. The contracting officer separately will determine whether the total proposed prices are fair and reasonable using the price analysis techniques under RFO 15.404-1(b).

• Volume IV – Responsibility Considerations

a) Submission of a Small Business Subcontracting Plan (large businesses Only). This procurement is open to all offerors. Only offerors other than small businesses must submit a Small Business Subcontracting Plan as required under RFO 52.219-9.

(b) Submission of a Capabilities Document. That will provide a general understanding of the offeror’s organizational capacity.

The Capabilities Document shall include, but is not limited to:

A brief corporate overview.

A description of in-house resources and capacity.

• Volume V – Model Contract and Model Task Order EA Phase 1A Basis of Award:

This procurement will be conducted utilizing the Performance Price Tradeoff (PPTO) source-selection methodology. Under PPTO, the Government evaluates proposals using an integrated assessment of price and past performance, with award made to the Offeror determined to represent the best overall value to the Government.

Offerors must meet all solicitation requirements. Proposals will be assessed for price reasonableness and for the quality, recency, and relevancy of past performance. Technical information is reviewed only for compliance on a pass/fail basis, consistent with PPTO procedures.

Proposal Formatting

• Instructions for proposal arrangement, page limitations, copies and the due date are specified in JPI

52.215-113 (Nov 2023) Proposal Formatting Instructions.

• Offerors shall submit their proposals in accordance with those instructions.

• Pages submitted in excess of the limitations specified in this provision will not be evaluated by the

Government and will be returned to the offeror in accordance with NFS 1815.204-70(b).

• Minor informalities or irregularities in a proposal that can be adjusted, corrected, or waived without being prejudicial to other offerors may be accepted if it is immaterial to the acquisition.

• However, any pages contained in a page limited section of your proposal which do not comply with the RFP requirements may be returned by the Government and not evaluated.

Proposal Formatting (cont’d)

• Pay close attention to ensure that the number of pages, page margins, font type, font size, and page size are in conformance to Section L.16.

• Return the entire model contract, not just the pages with the fill-ins.

The model contract becomes the actual contract and so it must be complete and correct.

• Please note page limitations.

Some volumes/sections are subject to a page limitation, and others are not.

The Technical Acceptability Information is subject to the page limit of 15 pages. The Past Performance

Information is subject to the page limit of 10 pages, but the Past Performance Introductory Material, Environmental and Safety Data, Past Performance Information Questionnaires and Past Performance Consent Letters are not subject to the page limitation. The Capabilities Document in Responsibilities Considerations Information is subject to the page limit of 10 pages, but the Small Business Subcontracting Plan (large business only)is not subject to the page limitation.

Proposal information must be provided in the correct volume.

Proposal information in a page-limited volume or section should not be moved to another volume/section without such page limitations.

• Having non-conforming pages returned may affect the government’s evaluation of a proposal, and how this proposal is ultimately rated.

Responsibility Considerations

• The Contracting Officer makes the determination of responsibility per RFO 9.104.

Responsible means that the contractor has adequate organizational and financial controls, satisfactory business ethics, financial resources, the ability to successfully perform the work, is eligible, etc.

This determination is performed by the CO and is separate from the selection decision.

If an offeror is not responsible, then they are not eligible for award.

• The Contracting Officer will also check the FAPIIS database (includes records of the Contractor’s previous contracts.)

• This determination is performed for offerors in the competitive range or the successful offeror only.

The National Aeronautics and Space Administration (NASA) intends to award a firm-fixed price Construction Contract for a new facility: EA Phase 1A (B70) at Johnson Space Center (JSC). The facility shall meet the space program, performance criteria, and quality expectations stipulated in the solicitation package.

This project requires system and utility outages that are mission critical and require coordination with Facility Managers and approval by the NASA Project Manager.

The Contractor shall include the outage for each system and utility in their construction schedule (see spec. section 01 32 01.00 80).

EA Phase 1A Project Description

EA Phase 1A Task Order EA Phase 1A Task Order

• Only IDIQ awardees are eligible.

• Awarded to the IDIQ holder who represents the Best Value to the Government.

Major Points for the Contractor to Know:

• The Government has the authority to award all, some or none of the Bid Items based on the availability of funds. The intent is for the Government to execute award of the Base and as many options as funding allows, while maintaining the unilateral right to award any of the following options within 260 days after award of the Base Bid: Bid Option 1, Bid Option 2, Bid Option 3, Option 4, Option 5, Bid Option 6 and/or Bid Option 7. This solicitation requires submission of a proposal on all items.

Failure to do so will result in the proposal being rejected without further consideration.

• 52.211-10 Commencement, Prosecution, and Completion of Work: The Contractor is required to commence work within 10 calendar days after the Contractor receives the Notice To Proceed (NTP). The Contractor shall complete the entire work ready for use no later than 698 calendar days after the Notice To Proceed. The time stated for completion shall include final cleanup of the premises.

• Solicitation is issued in accordance with the Davis-Bacon Act.

EA Phase 1A Task Order (cont’d) Major Points for the Contractor to Know (cont’d):

• 52.211-12 Liquidated Damages: If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $2,304.47 for each calendar day of delay until the work is completed or accepted.

• Pre-construction Conference Submittals are listed in Section 01 33 00 – SD-01 Preconstruction Submittals.

• Work shall not begin until the Site-Specific Safety and Health Plan is approved by NASA’s Safety and Health Officials.

• Bid Bond is due with the proposal on Monday, March 30, 2026, by 1:00 P.M. Central Standard Time.

• Insurance must be in accordance with NASA FAR Supplement 1852.228-75 Minimum Insurance Coverage.

• Invoices will be paid within 14/30 days after receipt at NSSC.

This new facility will be an approximately 37,500 SF highbay machine shop supporting the Structural Engineering department within NASA. This building will maintain proximity to other highbay operations and will maximize the shift of heavy machinery from B10, which will be completed in future phases. The site selected for this facility is owned by NASA and is located on the JSC campus between two parking lots south of Avenue D and east of 2nd Street, near existing B13 and B15.

EA Phase 1A Base Bid

The Contractor shall provide separate cost to provide Outdoor Covered Storage as indicated on the following Drawings included in this bid package:

Civil: C-70-7, C-70-9 Landscape: LD-70-7 Structural: S-70-80 Architectural: A-70-2, A-70-9, A-70-10, A-70-12 Plumbing: P-70-2B Mechanical: M-70-6 Electrical: E-70-3, E-70-5, E-70-7 Fire Protection: FA-70-3, FX-70-3.

EA Phase 1A Option 1 – Outdoor Covered Storage

The Contractor shall provide and install additional exterior windows and sunshade devices as indicated by "Alternate #02" notes on Sheets A-70-9 and A-70-10. Add associated windows shades as indicated on Sheet I-70-01 Window Covering Schedule.

EA Phase 1A Option 2 – Add Exterior Windows

The selected Contractor shall install provide additional landscaping as indicated on Sheet

LD-70-6.

EA Phase 1A Option 3 – Add Landscaping

In lieu of the designed utility connection point Northwest of Building 15, the selected Contractor shall connect underground utilities to existing JSC tunnel between Buildings 13 and 15, as indicated on Sheet C-70-16. This includes installation of telecommunications, fire alarm, steam and condensate return, chilled water supply and return, compressed air, and electrical conduits from the new facility to the tunnel point of connection. Electrical and telecommunication conduits shall be encased in concrete. Manholes, handholes and additional infrastructure shall be included as required. In the proximity of existing utilities, especially those running in the corridor north of Avenue D, the contractor shall use hydroexcavation or hand dig to avoid damage to existing utilities. Any damage shall be repaired by the contractor. Submit a traffic control plan for NASA approval and coordination that closes only a single side of Avenue D at a time. Traffic along Avenue D must be maintained. Replace all surface features removed or damaged during construction (e.g., sidewalk, curb, asphalt, etc.). Protect or remove trees as indicated on the landscape plans.

This is expected to be a deductive/Bid Option alternative.

EA Phase 1A Option 4 – Change Utility Connection Point

The selected Contractor shall install additional landscaping as shown on Sheet LD-70-1.

EA Phase 1A Option 5 – Tree Mitigation

The selected Contractor shall add mezzanine floor, guardrail, handrails, stairs, elevator, electrical/IT room, HVAC, fire protection, and mechanical platform as described in 01 23 00 and indicated on Sketch SK-1, attached to end of Section 01 23 00. This will include additional Architectural; Structural, Mechanical, Electrical, and Fire Protection improvements.

EA Phase 1A Option 6 – Add Mezzanine

The selected Contractor shall increase the extents of the 30-in deep slab-on-grade as indicated on Sketch SK-2, attached to end of Section 01 23 00.

EA Phase 1A Option 7 – Add Thickened Slab

EA Phase 1A Task Order (cont’d) Magnitude of Requirement:

The Government estimated price range of this project is less than $35M which includes the Base, Option 1, Option 2, Option 3, Option 4, Option 5, Option 6, and Option 7.

Project Labor Agreement: EA Phase 1A is estimated to be below $35M and a PLA is not applicable.

Future PLA requirements will be addressed under respective JMACC Task Orders.

Contractor Safety and Health Program (Spec Section 01 41 00.00 80) o Contractor shall have ZERO incidents as a goal.

o Site Specific Safety & Health Plan (SSSHP) is required to be submitted along with the other Preconstruction Conference Submittals.

o Site/Contract Specific Safety & Health Plan must be approved before Notice to

Proceed will be issued.

o SSSHP must be approved before Notice to Proceed will be issued.

o Minimum Safety Training Requirements Part 1.8.5.

Contractor Quality Control (Spec Section 01 45 04.00 80) o Quality Control Plan is required to be submitted along with the other

Preconstruction Conference Submittals.

Special Considerations

Document Control PROCON is tasked to be the document controller for this project. They will maintain Project Files, Submittal, RFI, and Change Order Logs for each project.

All documents must be turned into PROCON. Documents will be date stamped and logged in prior to sending them to the appropriate parties for review and comments. Once documents are returned to PROCON, they will be distributed back to the Contractor.

NO DOCUMENTS WILL BE ACCEPTED BY PROCON BEFORE THEY

ARE FULLY PROCESSED BY THE Contractor.

PROCON Support Activities

Inspection Services The Contractor is responsible for Quality Control, PROCON is responsible for Quality Assurance.

PROCON will be the main contact on the jobsite. They coordinate any tests reviews with the Contractor and NASA Facility Manager, NASA Project Manager, and NASA Service Contractors per Contract Documents.

Primary and alternate PROCON representatives will be assigned.

Security and Badging PROCON handles ALL badging requests. After receipt of approval from NASA Security, approval will be forwarded to the Contractor and Safety Training will be scheduled.

PROCON Support Activities (cont’d)

JMACC/EA Phase 1A

• Questions and comments regarding this RFP are due no later than Wednesday, March 11, 2026, at 9:00 A.M. CST and shall be submitted by email with “Questions and Comments for RFP 80JSC026R0008” in the subject line to the Contracting Officer: william.r.long@nasa.gov and Contract Specialist: kylee.m.salmeron@nasa.gov.

• Questions will be answered in writing by the Contracting Officer as an RFP amendment and will be considered OFFICIAL. Answers given at this pre-proposal conference are non-binding.

• The Pre-Proposal Conference presentation will be available in Box at the conclusion of the today’s presentation. Issued amendments will be available in Box. You will receive a notice from Box when new documents are added. If you have issues accessing Box or would like another company representative to have access, please email the Contracting Officer at william.r.long@nasa.gov and Contract Specialist: kylee.m.salmeron@nasa.gov.

• After this pre-proposal conference, oral questions will not be answered.

• NASA does not plan to provide an attendance list, a list of the General Contractors bidding the project, or a list of recommended/pre-qualified/preferred subcontractors and vendors for this project.

Submission of Proposals:

• Offerors shall submit its proposal via NASA’s Enterprise File Sharing and Sync Box (EFSS Box)

• Offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to coordinate the submission of a test file with Will Long several days in advance of the date and time specified for proposal submission in order to allow time to work through any submission issues.

• Prior to proposal submission, offerors should notify Will Long and courtesy copy Kylee Salmeron via email at least 48 hours prior to the intended submission date of March 30, 2026, 1:00 P.M. Central Standard Time.

Proposal Submission includes the following:

• Attachment L-A – Fully Executed EA Phase 1A Model Task Order with all fill-ins completed and signed by an authorized company official.

• Technical Solutions using 12-point font, which should not exceed 20 single sided 8.5 x 11-inch electronic pages.

Additional Information

• Site visit will follow at the completion of this presentation.

• No more than 3 individuals may represent any party.

• Tour is expected to be approximately 30 Minutes in length.

• We’ll visit the site where EA Phase 1A will be constructed at JSC.

• PLEASE wear comfortable shoes.
