Bidders must submit pricing for a Base Bid (NASA JSC Engineering Consolidation) plus seven optional bid items: Outdoor Covered Storage, Add Exterior Windows, Add Landscaping, Change Utility Connection, Tree Mitigation, Construct Mezzanine, and Additional Thickened Slab. The contract is firm-fixed price, with performance required to commence within 10 calendar days of Notice to Proceed and complete within 698 calendar days. Liquidated damages are assessed at $2,304.47 per calendar day of delay. The Government has authority to award the Base Bid and any combination of options based on funding availability, with unilateral right to award any option within 0 days after Base Bid award. Industry Questions Government Responses EA Phase 1A Model Task Order - Laydown or contractor parking is not clearly notated in the EA Phase 1A seed project documents. Please advise on the specific locations, requirements, or restrictions for contractor parking and material laydown areas.

As indicated on added Sketch SK-3 - Laydown Area attachment, the first two full rows of the parking lot adjacent to the Site on the east side are planned for contractor use. If additional areas are requested, this will be negotiated with the selected bidder. The Sketch SK-3 - Laydown Area sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-21.

OPTION 4 Where is the fire alarm firework located in relation to the new location of the ductbank?

Revised Specification 01 23 00 Rev 2 is updated to note that, for bidding purposes, assume the patch panel is within 100 ft of the connection to the existing utility tunnel, as shown on C-70-15 and updated T-70-2 Rev 1. The revised T-70-2 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-22.

Sheet A-70-4 detail C1 indicates to install 5” rigid insulation on slopped structure, however the roofing specification indicates 1.5” with two layers of DENS deck.

Please confirm which roofing system is correct.

Provide 5" rigid insulation and two layers of 1/2" coverboard as indicated in the drawings. This is indicated in the attached Revised Specification 07 54 23 Rev 2. The revised 07 54 23 - Rev 2 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-13.

Also on Detail 1, there is shown a 120V power with surge protection device. A surge protection device has never been used. Please verify a surge protection device is not required.

Surge protection devices are not required for fire alarm system. Detail 1 on FA-70-1 Rev 1 has been revised. The revised FA-70-1 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-18.

Could you please confirm the required sizing for the pull boxes associated with the 15 kV duct bank shown on drawing E‑70‑2, as this information does not appear to be provided?

Note has been added to revised E-70-2 Rev 1, to provide 4'x4'x4' traffic rated handholes. The revised E-70-2 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-15.

In option 4, what are the 15KV feeder splice numbers and where are they located.

Same with the fire alarm firework splice box and where are they located in relation to the new location of the duct bank.

The 15kV circuit splice numbers are indicated on E-70-2 - Rev 1 and tie in locations are shown. Refer to fire protection drawings. Refer to utility tunnel tie in location on E-70-2 - Rev 1. Fireworks fiber optic network to be extended from B45. For bidding purposes, as noted on Revision 2 of Specification 01 23 00, fireworks network connection to be within 100 ft of the connection to the existing utility tunnel, as shown on C-70-16 and updated note on T-70-2 Rev 1. The revised E-70-2 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-15. The revised 01 23 00 Rev 2 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-12. The revised T-70-2 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-22.

Sheet E-70-6, Keyed note 3, as shown on the drawings, are these circuits to be ran underground to these locations?

Feeders to surface mounted receptacles at equipment shall be ran above ground and protected. This note has been added to Revised E-70-6 Rev 1 and E-70-7 Rev 1. The revised E- 70-6 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-16. The revised E-70-7 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-17.

Please clarify the intended bidding structure for landscaping. Should pricing be Base bid? Alternate 1? Alternate 2?

Note added to Revised LD-70-4 Rev 1. Landscaping should be included in the base bid, with additional bids for landscaping included in pricing for Options 3 and 5. Any landscaping changes due to selection of Option 1 should be incorporated into the pricing for Option 1. The revised LD-70-4 - Rev 1 sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-19.

Where is the contractor designated laydown area and location for temporary constructing trailers for this project?

As indicated on Sketch SK-3 - Laydown Area, the first two full rows of the parking lot adjacent to the Site on the east side are planned for contractor use. If additional areas are requested, this will be negotiated with the selected bidder. The Sketch SK-3 - Laydown Area sheet has been added to EA Phase 1A Model Task Order as Attachment A-F-21.

Where is the contractor designated temporary employee parking location for this project? Where on the plans is this area?

LD-70-7 base landscape plan. The call out detail L1 Bid Alt1 looks different than LD-70-6 Call out detail L1 bid alternate 1. To clarify, the call out detail L1 alternate 1 (option 1) on base bid drawing LD-70-7 shows the change of adding option 1 Outdoor Covered Storage Area. Then If alternate 1 (option 1) covered is accepted, this area landscape would change with Alternate 3 (Option 3) per L1 alternate call out detail on LD-70-6? What happens with alternate 3 (option 3) if alternate 1 (option 1) is not accepted? Please clarify how these options for landscaping work. Provide clear details on how to bid alternate 1 and 3 per landscaping.

Note added to Revised LD-70-4 Rev 1. Landscaping should be included in the base bid, with additional bids for landscaping included in pricing for Options 3 and 5. Can you please clarify if the concrete wall panels for the electric yard will be insulated or non-insulated. There are conflicting cut sections that show the wall being non insulated in the structural drawings and insulated in the architectural.

Please advise.

Please see revised A-70-13. The Electrical and Covered Storage screen walls are not required to be insulated; however, the design intent was to use the same system for building walls and exterior screen walls.

Is the design intent for the concrete wall panels to be cast-in-place composite tilt-up panels with 2" interior insulation and not plant manufactured and constructed precast concrete panels. Often, there is mix-up and interpretation with composite concrete panels vs tilt up panels.

The design intent for Composite Concrete Panels is site-cast tilt-up construction. Revised specification 03 47 13 and drawings A-70-13, -14, -15, -16, -17, -18; and S-70-11, -12, - 13, -15, -16, -62, and -80 are attached.

Are the composite concrete panels intended to be precast or cast onsite? The drawings conflict.

The design intent for Composite Concrete Panels is site-cast tilt-up construction. Revised specification 03 47 13 and drawings A-70-13, -14, -15, -16, -17, -18; and S-70-11, -12, - 13, -15, -16, -62, and -80 are attached.

Based on "Composite Tilt Wall" requirement are there any specific guidlines beyond IECC 2021, or NASA STD-10002 Standards that will be required for the bulding envelope?

Applicable guidelines are in the project Specification 01 33 29.00 80.

For bidding purposes, assume the patch panel is within 100 ft of the connection to the existing utility tunnel, as shown on C-70- 14.

On sheet E-70-18, the bus ducts 1A & 1B are shown as a 600A yet on sheet E-70-1, the bus duct symbol is shown as 800A. What is the correct amp rating for the bus duct?

Bus duct rating for Bus Duct 1A and 1B shall be 600A.

L.2 52.212-1 Instructions to Offerors If the bid hold of 260 calendar days is correct, can the government confirm this program is to be awarded April 27, 2026?

L.2 52.212-1 has been revised to reduced the 260 days down to 90 calendar days. Proposed prices for the base bid and all bid options will be required to be held for 60 calander days. The SF1442 has been updated in 13(d) to reflect this change.

Offerors are encouraged to continue monitoring Sam.Gov and the Johnson Space Center Multiple Award Construction Contract (JMACC) for any potential changes to the Acquisition Milestone Schedule.

Section L.13 & Clause F.3 - Section L.13 requires a detailed safety and health plan with the proposal.

However, the Model Task Order (Clause F.3) says the plan is due "prior to the Notice to Proceed". Please confirm if the full, project-specific plan is required with the proposal or only from the awardee before work begins.

This will only be required from the Model Task Order awardee prior to Notice To Proceed (NTP).

Bid Guarantee In Section 13 of the SF-1442, Block B indicates that an offer guarantee is required. However, FAR 52.228-1 (Bid Guarantee) does not appear in the current solicitation. Could you please confirm whether a bid guarantee will be required? If so, please advise on the required amount and the percentage for the bond.

Provision 52.228-1 Bid Guarantee has been added as L.18 on page L-21 though L-22. 52.228-1(c) The amount of the bid guarantee shall be 20% of the bid price or $6,000,000.00, whichever is less. All future Task Orders under JMACC will have individual Bid Guarantee requirements. this Bid Guarantee applies to Task Order EA Phase 1A.

This task order is a Performance Price Trade Off (PPTO) proposal.

B.3 ALLOWANCE FOR DELAYS

(a) Work at JSC is subject to frequent and extended delays due to mission simulations, and security requirements. In addition to more typical delays, certain construction activities such as excavation, transporting heavy equipment, and utility outages, maybe prohibited during mission simulations. Furthermore, security delays are likely for as long as JSC is operating under heightened security conditions. The Contractor may experience delays caused by the Government and other factors beyond the Contractor's control. Additional time is included in the project performance period to allow for a specified number of days of delay due to these causes. Normally, contract extensions will not be granted unless the Contractor has:

(1) Promptly notified the Contracting Officer of each delay as experienced with supporting evidence as necessary.

(2) Demonstrated actual delay to its effort and not merely a restriction of work.

(3) Demonstrated that the contractor was not experiencing other delays within its control and was able and willing to perform the scheduled work which could not be performed solely due to the Government delay.

(4) Shown that the delay days allotted in the performance period have been exceeded, and

(5) Met the conditions specified in the applicable contract terms and conditions relating to extensions of the contract performance period.

(b) The number of days allowed for Government delays is 60 calendar days. No extension of time will be given until these days have been exceeded. The contractor should expect security delays of up to 45 minutes when entering the site and allow for those delays, as no contract extension will be granted for these delays.

SECTION C – DESCRIPTION/SPECIFICATIONS

C.1 STATEMENT OF WORK

The following is a general description of the work required and is not inclusive of all work required to satisfactorily complete the project as required by the contract drawings and other sections of the specifications.

Phase 1A – Applied Spaceflight Fabrication Facility (ASFF)

The Engineering Directorate Consolidation Complex is planned to consist of five phases over the next 20-25 years. Phases 1A and 1B are planned to be constructed in the immediate future. Phase 1A is the construction of a new High Bay Machine Shop.

Phase 1A – Applied Spaceflight Fabrication Facility (ASFF)

The Phase 1A Applied Spaceflight Fabrication Facility (ASFF) will be a new approximately 37,625 gross square foot (GSF), 42 ft tall high bay industrial manufacturing facility to support manufacturing equipment for production of various large and small components.

The new facility is located on a green field site with no previous building facility construction. Considerations for future growth and expansion will be designed into the new facility. The new facility structure will be site cast concrete composite tilt-wall panels with concrete slabs on-grade and drilled shaft deep foundations.

The new facility consolidates all Structural Engineering Division (ES) machining capabilities into a single location, paving the way for divestment of Building 10 (which can occur after completion of Phases 1A and 1B). The location will be south of Avenue D and east of 2nd Street between two parking lots. Located directly across the street from B13S and B15S, the building will maintain proximity to other highbay operations and maximize the shift of spaces from Building 10. The proposed new High Bay Machine Shop would be located in a visually prominent location, between two large existing parking lots, close to the Center’s main entry, and inside the JSC Historic District. The Contractor will remove existing trees on the site and relocate an underground fire water line to accommodate the new construction. Both parking lots will remain; however, select portions will be required to be restriped by the Contractor to accommodate service and emergency vehicle access and handicapped parking for the new facility.

The ASFF is planned to be a design-bid-build project. Key design components include:

• Subsurface utility extension to connect to existing JSC utility tunnel northwest of B15, at the West end of the Engineering Quad.

• Grade build-up to be protective of a Category 3 storm surge, with a finished floor elevation of 20.9 ft.

• Multiple steel-fiber reinforced concrete slab thicknesses (8, 12 and 30-inch) to accommodate machining equipment loads.

• A 5-ton bridge crane with a 15-ft hook height will be included along the western machine equipment bay and a 20-ton bridge crane with a minimum 30-ft hook height will be installed through the center of the highbay.

• To satisfy Historic Preservation, exterior will be insulated tilt-wall concrete panels in equal-sized repetitive patterns similar to the pre-cast exposed aggregate facing (PEAF) panels used on high bay buildings throughout the Center.

• Designed for Green Building Initiative’s Green Globes Certification to achieve two Green Globes.

• Interior column bays are arranged to minimize columns and provide clear working bays.

• Building foundations and columns in the base bid have been sized to accommodate a future/bid option mezzanine structure capable of light storage and light manufacturing loads.

(c) complete the entire work ready for use not later than 698 calendar days after the Notice to Proceed. The time stated for completion shall include final cleanup of the premises.

D.3 52.211-12 LIQUIDATED DAMAGES - CONSTRUCTION (SEP 2000)

(a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $2,304.47 for each calendar day of delay until the work is completed or accepted.

(b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.

(a) The designated payment office is the NASA Shared Services Center (NSSC) located at FMD Accounts Payable, Bldg. 1111, Jerry Hlass Road, Stennis Space Center, MS 39529.

(b) Except for classified vouchers, the Contractor shall submit all vouchers and invoices using the steps described at NSSC’s Vendor Payment information web site at:

(c) Payment requests.

(1) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor.

(2) The contract includes provisions allowing the contractor to submit vouchers or invoices using the steps for non-electronic payment requests. In such instances the Contractor agrees to submit non-electronic payment requests using the method or methods specified in Section G of the contract.

(e) Improper vouchers/invoices. The NSSC Payment Office will notify the contractor of any apparent error, defect, or impropriety in a voucher/invoice within seven calendar days of receipt by the NSSC Payment Office. Inquiries regarding requests for payment should be directed to the NSSC as specified in paragraph (b) of this section.

(f) Other payment clauses. In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests.

(g) In the event that amounts are withheld from payment in accordance with provisions of this contract, a separate payment request for the amount withheld will be required before payment for that amount may be made.

The awardee, as an addendum to its Safety and Health Plan in the basic contract, shall submit a Project Specific Safety and Health Plan to the Contracting Officer prior to issuance of the Notice to Proceed.

The Project Specific Safety and Health Plan shall be completed in accordance with this clause;

Specification Section 01 41 00.00 80, Contractor Safety and Health Program; and JSC’s Safety and Health Handbook, JPR 1700.1, at http://jschandbook.jsc.nasa.gov/. Approval by the authorized NASA officials is required prior to the commencement of work.

(a) Reference NPR 8715.1B NASA Safety and Health Programs. The plan shall include a detailed discussion of the policies, procedures, and techniques that will be used to ensure the safety and occupational health of Contractor employees and to ensure the safety of all working conditions throughout the performance of the contract.

(b) When applicable, the plan shall address the policies, procedures, and techniques that will be used to ensure the safety and occupational health of the public, astronauts and pilots, the NASA workforce (including Contractor employees working on NASA contracts), and high-value equipment and property.

(c) The plan shall similarly address subcontractor employee safety and occupational health for those proposed subcontracts that contain one or more of the following conditions:

(1) The work will be conducted completely or partly on premises owned or controlled by the government.

(2) The work includes construction, alteration, or repair of facilities in excess of the simplified acquisition threshold.

(3) The work, regardless of place of performance, involves hazards that could endanger the public, astronauts and pilots, the NASA workforce (including Contractor employees working on NASA contracts), or high value equipment or property, and the hazards are not adequately addressed by Occupational Safety and Health Administration (OSHA) or Department of Transportation (DOT) regulations (if applicable).

(4) When the assessed risk and consequences of a failure to properly manage and control the hazards warrants use of the clause.

(d) This plan, as approved by the Contracting Officer, will be included in any resulting contract.
