Industry Questions Government Responses Section L.+B2:J1317.5 requires offerors to send Attachment L-B (PPQ) to references. If we have a final, official CPARS evaluation for a project, will the Government accept the CPARS instead of a new PPQ?

No. As stated in Section L.17.5, Past Performance Questionnaires (PPQs) are a required submission and must be sent to the references using Attachment L‑B. A CPARS evaluation is a separate and independent source of past performance information and cannot be submitted in place of a PPQ. Offerors may provide CPARS evaluations in addition to the required PPQs, but they are not an acceptable substitute.

Sections H-3 through H-5 - These sections mention "Environmental Compliance Reports" for sustainable acquisitions and hazardous materials. Are any of these specific Data Requirements Documents (DRDs) due with this initial proposal, or are they only required after a task order award?

Reference Attachment J-A DRD - Data Requirement Document (DRD) for the initial submission date for each individual DRD.

Section L.17.9 & Table L-2 - Section L.17.9 says to submit the Model Contract in Volume III. However, Table L-2 labels Volume III as the "Price Factor" and places the Model Contract in Volume V. Please confirm which volume should contain these documents.

Section L.17.9 has been updated to correct the Volume numbers. Offerors shall submit the Model Contract and Model Task Order in Volume V.

Section L.17.5 & Attachment A-J - Attachment A-J (JF 288 - Contractor Safety Statistical Information) is included in the solicitation, but Section L.17.5 does not explicitly ask for it. Do you require this form with the proposal? If so, in which volume should we include it?

No, NASA does not require the JF 288 to be submitted with the proposal. The successful offeror is required to submit JF 288 prior to the Notice to Proceed (NTP) being issued for EA Phase 1A and monthly until project is completed.

Section L.10 & Attachment J-A (DRD-02) - Attachment J-A requires DRD-02 (IT Security Plan) at the "start of phase-in". However, the RFP states there is a "0-day phase-in". Please clarify the exact due date for these IT security deliverables.

Because the RFP establishes a 0‑day phase‑in period, the Government confirms that the DRD‑02 IT Security Plan will be due 15 days after contract award. DRD-02 IT Security Plan initial submission date has been updated and included in Amendment 0002.

Section L.8 - Because of the complexity of the EA Phase 1A project—specifically the seven mandatory bid options and the 32.1% small business goal—would the Government consider a three-week extension to the March 30 deadline? This would allow us to provide a more competitive and thoroughly vetted proposal.

Amendment 0002 extends the JMACC proposal due date to April 14, 2026 at 1:00 P.M. CST.

Section L.10 - To help the Government start the evaluation process early, will you allow us to submit non-price volumes (such as Volume II: Past Performance or Volume IV: Environmental and Safety Data) before the final proposal deadline?

No. Offerors are required to submit an entire proposal (all information required by the solicitation to be determined responsive) by the due date specified in L.17.2, Proposal Arrangement, Page Limitations, Copies, and Due Dates. As stated in L.12(d) Electronic Submission of Proposals - Proposal Marking And Delivery Through NASA's EFSS Box (NOV 2024), Offerors should electronically submit their proposals not later than 1:00 p.m. Central Time one working day prior to the date specified for receipt of proposals, if offerors seek to coordinate with the Contracting Officer regarding the proposal’s receipt. NASA is not required to verify proposal receipt prior to the submission deadline.

Section L.17.5 - Current instructions limit past performance to projects completed within the last three years. To allow for more competitive proposals, would the Government consider extending the recency requirement to projects completed within the last seven (7) years?

No. The Government does not intend to extend the recency requirement in Section L.17.5. Past performance must reflect projects completed within the last three (3) years, as stated in the solicitation.

Table L-2, Section L.17.4, and SF 1442 Block 13b - Section L.17.4 requires offerors to provide a bonding capacity letter ($40M single / $300M aggregate) within Volume I. However, the RFP does not include FAR 52.228-1 (Bid Guarantee) in Section I, and Table L-2 is silent on the placement of a formal Bid Bond (SF 24). Please confirm: Is a formal Bid Bond (SF 24) required for the EA Phase 1A seed project? If a Bid Bond is required, in which volume should we include it? If a Bid Bond is not required, please confirm that the Bonding Capacity Letter in Volume I satisfies all proposal-stage bonding requirements.

Provision 52.228-1 Bid Guarantee has been added as L.18 on page L-21 though L-22. 52.228-1(c) The amount of the bid guarantee shall be 20% of the bid price or $3,000,000.00, whichever is less. All future Task Orders under JMACC will have individual Bid Guarantee requirements. This Bid Guarantee applies to Task Order EA Phase 1A. Table L-2 has been amended to include EA Phase 1A Bid Bond - SF24 to be submitted in Volume V. Volume I shall contain evidential documentation on surety letterhead that shows offerors are able to meet the $40M single/$300M aggregate bonding requirements to be eligible for the JMACC contract.

Section L.8 - The preproposal/pre-bid conference and site visit is Monday, March 9, 2026, from 2:00 P.M. to 5:00 P.M. Central Time. Questions regarding this RFP are due on or before Wednesday, March 11, 2026, 10:00 A.M. Central Time. This doesn’t leave much time to generate questions from observations at the site visit. Would the Government consider extending the question (RFI) deadline to March 20, 2026?

The deadline for submittal of questions were extended to 3/16/2026 at 10:00 AM per posted Amendment 0001.

Section L.6(d) - According to Section L.6(d), conference materials distributed at the preproposal/pre-bid conference will be made available via the Government-wide point of entry (GPE). Please provide a list of attendees from the Monday, March 9th Preproposal/Pre-bid conference.

The Government will be providing the Preproposal/Pre-bid conference Attendee List with Amendment 0002.

Would the Government please reconsider sending out the pre-proposal conference attendance list? This list is a valuable tool for bidding general contractors to locate interested trade contractors in the area and help us provide a competitive proposal to the Government.

The RFP indicates a bid bond is required, please confirm the percentage of cost of work required for the bid bond.

All future Task Orders under JMACC will have individual Bid Guarantee requirements. This Bid Guarantee applies to Task Order EA Phase 1A. L.17.5 Past Performance Factor, (a) "Offerors shall demonstrate past performance experience in all areas of the EA Phase 1A Task Order by submitting information on up to four past contracts, each valued at $20M or above.". Can the government please clearly identify what would be considered relevant experience to adequately address this section?

Relevant experience for purposes of the Past Performance Factor is defined and evaluated in accordance with Sections L.17.5 and M.3 (JPI 52.215‑115). The Government assesses relevance based on three required aspects: recency, relevance, and performance.

L.17.5 Past Performance Factor, (b) "Only contract period of performances within 3 years from the date of the JMACC original solicitation will be considered in the past performance evaluation.". Can the government confirm if in-progress construction is acceptable and if so, what percent complete is acceptable?

The Government confirms that in‑progress (ongoing) construction projects are acceptable, provided that the portion of the work being evaluated falls within the required three‑year recency window. There is no minimum percentage of completion required; however, offerors should ensure that sufficient performance history exists for the Government to meaningfully assess quality, schedule, management, and other past performance aspects.

Part I - 4.0 Representative Projects Per this section a majority of the anticipated work is renovation and upgrades therefore would the government consider renovation past performance in lieu of new construction (similar to the model task order) as relevant past experience?

The Government confirms that renovation past performance may be submitted and may be considered relevant past experience, provided the work is comparable in content, complexity, and size to the requirements of the JMACC contract, including the types of efforts reflected in the Model Task Order.

L.13 Safety and Health Plan This section states: "The offeror shall submit a detailed safety and occupational health plan as part of its proposal…..". When reviewing Table L-2, this Safety and Health Plan is not identified. Can the government confirm where this information should be provided? Since it pertains to the Model Contract, does the government want it provided in Volume V. Model Contract and Model Task Order EA Phase 1A?

The Small Business Participation information described in Section L.17.5(j) is considered part of the normal Past Performance submission requirements and should be included in Volume II. A separate listing in Table L‑2 is not required. This information is required to be provided in MS word and is included within the existing 10‑page limit for Past Performance Description in Volume II. It should not be submitted in Volume IV.

L.17.2 Proposal Arrangement, Page Limitations, Copies, and Due Dates versus L.17.5 Item (b) in this section states that: "Offerors shall arrange their proposals as set forth below in Table L-2.". Table L-2 outlines the PP Introductory Material as the first item, which sequentially makes sense, but in section L.17.5 Past Performance Factor - Volume II, the introductory material is listed as item (h), which follows the additional items (a)-(g). The Government confirms that L.16 has been updated. The electronic cover sheet shall now be submitted as a PDF.

Section F.2 and F.6 c Fill- ins On pages 55 and 56 of the pre-proposal PDF, Section 4.2 Hazardous Material Identification and F.6 Key Personnel are designated as Fill-ins; however these sections are not listed in the RFP on page 24 of 106 under Section F - Deliveries or Performance. If these Fill-ins are required to be completed with our proposal please provide.

Yes. Although these sections do not appear in the abbreviated outline of Section F on page 24 of the RFP, both F.2 and F.6(c) are part of the Model Contract / Model Task Order contained within the RFP itself, and the RFP governs—not the pre‑proposal conference charts.

List of Personnel Per the Pre-Proposal Charts document, pages 52 and 56, F.6 List of Personnel is noted as a fill-in with our proposal submission; however since the price hold is 260 calendar days the names we include if required may not be valid when the project is awarded. Can the offerors include TBD under the list of personnel?

The price‑hold period has been updated to 90 days. With this adjustment, the Government anticipates that offerors will be able to propose Key Personnel whose names will remain valid for the duration of the price‑hold period. F.6(c) may not be submitted as “TBD”; offerors must provide the required personnel information, however key personnel will not be evaluated.

L.16 Proposal Formatting Instructions Must the offeror's include with the proposal the cybersecurity UID? If so, where should this information be provided?

The RFP does not require offerors to submit a cybersecurity UID as part of the proposal.

L.17.5 Past Performance Factor Per item (f) in this section Offerors are to, "submit the Past Performance Questionnaire, Attachment L-B, to all of the point of contact references....." Considering most government POCs will decline completion of PPQ if a completed CPARS exists, would the government allow for completed CPARS in lieu of completed PPQs?

No. As stated in Section L.17.5, Past Performance Questionnaires (PPQs) are a required submission and must be sent to the references using Attachment L‑B. A CPARS evaluation is a separate and independent source of past performance information and cannot be submitted in place of a PPQ. Offerors may provide CPARS evaluations in addition to the required PPQs, but they are not an acceptable substitute.

L.17.6 "Of the six bullets provided for evaluation the following three are similar types of documentation an offeror would provide for certified cost pricing data (which is not required). Could the government provide their rationale for wanting this information in the price proposal. Include a narrative portion that explains all judgmental elements of price projections and profit policies. Include a narrative portion that explains in detail all pricing and estimating techniques.

The Government is not requesting certified cost or pricing data. However, to determine price reasonableness and, as applicable, cost realism, the SLPT needs enough basis‑of‑estimate detail to understand the offeror’s estimating methods, judgmental assumptions, and the bases for rates and factors.

Site Visit Can the government please provide a copy of the Site Visit Attendee list?

The Government will be providing the Preproposal/Pre-bid conference Attendee List as part of Amendment 0002.

Project Schedule Table L-2 outlines the Project Schedule (EA Phase 1A) to be provided in MS Word in Volume I. Can the government please confirm that the schedule should be in MS Word? Would the government consider P6 format (maybe converted to PDF) as our scheduler develops project schedules in P6?

L.12 Electronic Submission of Proposals Per item (c) in this section, the proposal files should be uploaded to the EFSS-Box. Can the government please provide a back-up submission alternative, should their be issues with delivery to the EFSS-Box (even if test files were submitted successful)? Can the government provide a DoD safe link?

The Government will not be providing a backup submission alternative, including DoD SAFE or other transfer methods. Offerors should ensure they are able to successfully access and upload files to the EFSS‑Box in advance of the proposal due date.

Bid Guarantee In Section 13 of the SF-1442, Block B indicates that an offer guarantee is required. However, FAR 52.228-1 (Bid Guarantee) does not appear in the current solicitation. Could you please confirm whether a bid guarantee will be required? If so, please advise on the required amount and the percentage for the bond.

Provision 52.228-1 Bid Guarantee has been added as L.18 on page L-21 though L-22. 52.228-1(c) The amount of the bid guarantee shall be 20% of the bid price or $6,000,000.00, whichever is less. All future Task Orders under JMACC will have individual Bid Guarantee requirements. this Bid Guarantee applies to Task Order EA Phase 1A.

L.2 52.212-1 Instructions to Offerors Item (b) in this section states that: "The Offeror agrees to hold prices in its offer firm for 260 calendar days…" Can the government confirm this bid hold is correct?

L.2 52.212-1 has been changed from 260 calendar days, to 90 calendar days.

L.2 FAR 52.212‑1, Instructions to Offerors states that offerors must hold their pricing firm for 260 calendar days from the date designated for receipt of offers, unless an addendum specifies otherwise. However, the March 9 pre‑proposal conference slides indicate that the Government may award all, some, or none of the bid items depending on funding availability, and that it may exercise its unilateral right to award Bid Options 1 through 7 within 260 days after award of the Base Bid. To ensure accurate interpretation, please confirm the following: 1) Whether the 260‑day period referenced in the solicitation applies only to the Government’s ability to award the bid options, or whether it also applies to the award of the Base Bid itself. 2) The required price‑hold period for the Base Bid—specifically, whether the Base Bid pricing must be held for 260 days from the bid receipt date or from the date of award.

L.2 52.212-1 has been revised to reduce the 260 days down to 90 calendar days. Proposed prices for the base bid and all bid options will be required to be held for 60 Calander days. Section L.13 (a), Safety and Health Plan states “the offeror shall submit a detailed safety and occupational health plan as part of its proposal.” However, the Safety and Health Plan is not referenced in Table L-2: Overview of Proposal Volumes, Page Limitations, Copies and Format. Please advise if the plan is required at proposal submission and, if so, which volume it should be in.

Section L.13(a) states that the offeror shall submit a detailed Safety and Health Plan as part of its proposal. Although the plan is not listed in Table L‑2, the requirement in Section L.13 remains applicable. The Government confirms that the Safety and Health Plan is required at proposal submission and should be included in Volume V, along with the Model Contract and the EA Phase 1A Model Task Order materials.

Will the Government allow offerors to submit completed CPARS evaluations in lieu of Past Performance Questionnaires for all projects with an existing CPARS record, as this approach relies on the Government’s official past performance system, reduces administrative delays, and improves evaluation accuracy, especially since many offerors have Government projects as prime contractors where evaluators complete CPARS and often will not complete a separate past performance questionnaire when a CPARS record already exists?

No. As stated in Section L.17.5, Past Performance Questionnaires (PPQs) are a required submission and must be sent to the references using Attachment L‑B. A CPARS evaluation is a separate and independent source of past performance information and cannot be submitted in place of a PPQ. Offerors may provide CPARS evaluations in addition to the required PPQs, but they are not an acceptable substitute.

L.17.8 Responsibility Considerations, Volume IV, states include complete Representations and Certifications. Should Offerors provide their complete representations and certifications record from SAM.gov?

No, Reference 52.204-7 System for Award Management—Registration (Deviation).

(c)(2) By submitting its offer, the Offeror verifies that, as of the date of its offer, its representations and certifications posted electronically in SAM for the provisions listed in paragraph (c)(1) of this provision are current, accurate, and complete. The Offeror’s representations and certifications in SAM are hereby incorporated by reference into its offer. Amendment 0002 removes a sperate submission requirement in L.17.8 and Table L.2.

We respectfully request a two to three week extension due to the current March 11th RFI deadline, occurring almost immediately after the March 9th site visit.

The close timing between the site visit and the deadline limits offerors’ ability to coordinate with trade partners and ultimately provide the government with fully informed, technically sound, and competitive proposals. Additional time will allow offerors to obtain clarifications, confirm constructability considerations, and incorporate essential input from trade partners.

The PowerPoint Presentation states that the Technical Solutions "should not exceed 20 single sided 8.5 x 11-inch electronic pages”. The solicitation states that VOLUME I TECHNICAL ACCEPTABILITY FACTOR has a 15-page limit. Is the TECHNICAL SOLUTIONS the same as the TECHNICAL ACCEPTABILITY FACTOR? If they are the same, please provide clarification on page limitation.

Yes, the Technical Solution and Technical Acceptability are the same. The Technical Acceptability Factor described in the solicitation is the correct and governing requirement, and the 15‑page limit stated in the RFP remains accurate. Please reference Table L.2 for the required documents in Volume I.

According to the RFP (Page 89 of 106), the PROJECT SCHEDULE (EA PHASE 1A) is included in VOLUME I TECHNICAL ACCEPTABILITY FACTOR.
