About this file

This is a Questions and Answers document for the NASA Johnson Space Center's Simulation and Advanced Software Services II (SASS II) RFP. The document addresses nine questions from potential offerors regarding technical requirements, infrastructure, and proposal submission details.

Key details include: The scope involves modifying existing NASA simulation environments and developing new simulations within NASA's infrastructure, with much work to be performed in the Trick simulation environment. The contractor will use NASA's existing computer resources as specified in Attachment J-6. The RFP allows for AI/ML components in simulation services, with specific requirements to be established at the task order level. This is a Total Small Business Set-Aside opportunity, requiring standard SAM.gov registration and small business qualifications. Additional technical details are available in the SASS II Technical Library, which interested parties must request access to as outlined in the RFP Cover Letter Item 10. The pre-proposal conference recording is not available, though presentation materials can be found on SAM.gov and the SASS II website. One-on-one discussions ended with the final RFP issuance on February 11, 2025.

1 Other - - Request for additional information

Can you provide additional details on the expected scope of simulation and software services?

The scope of the SASS II simulation and software services is documented in the SASS II RFP, Section C, Statement of Work (SOW). Additional insight into scope can be found in the SASS II Technical Library. Request and instructions for access to the SASS II Technical Library can be found in the SASS II RFP Cover Letter Item 10.

2 Other - - Clarity Are there specific NASA systems or architectures that the contractor will need to integrate with?

Yes - these systems/architectures are identified in Section C, SOW of the RFP. For example, many of the simulations must be produced in the Trick simulation environment.

Trick is identified in the SASS II Technical Library. Trick is open source and can be found at https://github.com/nasa/trick.

3 Other - - Clarity Will there be access to NASA's existing simulation environments, or is the expectation to develop new systems from the ground up? We have worked with Unity and Unreal.

The selected SASS II offeror will have access to NASA's existing simulation environments. Much of the SASS II work involves modification of existing simulations to include new features and producing new simulations within the existing simulation infrastructure. Development of new simulation systems from the ground up would be established on a case by case basis at the task order level.

4 Other - - Clarity Are there specific hardware or cloud infrastructure preferences (e.g., on-premise, Amazon Web Services (AWS), Azure, or NASA's own High- Performance Computing resources)?

Specific hardware and cloud infrastructure will be NASA's existing computer resources, as specified in Attachment J-6

– Installation Accountable Government Property of the

SASS II RFP.

5 Other - - Request for additional information

Does NASA require Artificial Intelligence/Machine Learning (AI/ML) components within the simulation services, and if so, are there existing data sets available for training/testing?

The SASS II Section C, SOW allows for AI/ML components to be a part of the simulation services. Any such requirements would be established in the individual task order along with any data set requirements.

6 Other - - Request for additional information

As a small business, we want to ensure compliance with the set-aside requirements. Are there any additional certifications or registrations (beyond SAM.gov) needed to qualify?

To do business with the federal government, a business must meet some basic requirements such as obtain proper registrations and ID numbers, meet size standards, register with SAM.gov, maintain compliance, and meet cybersecurity requirements. Potential offerors may find additonal information on certifications at the U.S. Small Business Adminstration website.

https://www.sba.gov/federal-contracting/contracting-guide/basic-requirements. Should potential offerors have any further small business related questions, please email the Johnson Space Center (JSC) industry assitance office at jsc-smallbusiness@mail.nasa.gov.

7 Other - - Request for additional information

Would there be opportunities for minority-owned businesses or special considerations in the evaluation process?

The SASS II acquistion has been approved and established as a Total Small Business Set-Aside. The evaluation requirements are defined in Section M - Evaluation Factors for Award, of the SASS II RFP. No special considerations are established in the evaluation process.

8 Other - - Other I just found out about this opportunity.

Do you have a recording of the pre-proposal conference? Will there be an opportunity for one-on-one discussions with NASA representatives?

No, there is no recording of the pre-proposal conference.

However, the pre-proposal conference presentation can be found on SAM.gov, and the SASS II website https://www.nasa.gov/johnson/jsc-procurement/sass2/. The opportunity for one-on-one discussions ended at the issuance of the final RFP on February 11, 2025 and the associated blackout notice.

9 Other - - Request for additional information

Is there any additional documentation, beyond what’s currently available on SAM.gov, that could provide deeper insights into project expectations?

Further insight is available in the SASS II Technical Library, which provides documentation and insight necessary to respond to the SASS II RFP. All information for the SASS II RFP has been posted in the Technical Library and is available for all potential offerors. Request and instructions for access to the SASS II Technical Library can be found in the SASS II RFP Cover Letter Item 10.
