About this file
This document contains questions and answers from a pre-proposal conference for solicitation number 80JSC023R0007, the Neutral Buoyancy Laboratory (NBL) Operations Contract II (NOC II) opportunity issued by the National Aeronautics and Space Administration Johnson Space Center. The NOC II is a follow-on contract to provide operations and maintenance services for the NBL, including management, engineering analysis, dive operations, maintenance, and facility support. The pre-proposal conference questions and answers provide clarification on labor categories and rates, proposal formatting and page limits, the contract work breakdown structure mapping to statements of work, and templates for the basis of estimate and resource tracing.

Solicitation Number: 80JSC023R0007
Procurement Title: Neutral Buoyancy Laboratory (NBL) Operations Contract II (NOC II)
# Category Section Page Number Type Question/Comment Answer
1 N/A N/A N/A N/A The NASA Historical Rates do not include rates for the IT1, Operations Expert, or Structural Engineer Analyst. Will these be provided later or will 3rd party data (salary survey) be acceptable as a realistic reasonable rate
The Government will not be providing Historical Rates for the IT1, Operations Expert, or Structural Engineer Analyst. Third party salary data is acceptable.
2 N/A N/A N/A N/A Must teams disclose proprietary indirects and base rates to Prime Offerors for cost forms as per L.23.2 (RFP L-47) Considering L.23.1 (a) for major subs, this seems conflicting.
Please reference back to the
NOC II RFP, section L.23.1
GENERAL COST AND PRICE
INSTRUCTIONS, paragraphs
(e) and (f) that allows Major and Minor Subcontractors to instead submit their files directly to the Government

3 N/A N/A N/A N/A Table L-2 allocates 1 page in Vol II for "Introductory Material" outside of the 15-page PP Description.
However, the contents of this introductory page are not defined in Section L.22. Can you please verify that the page limited sections of Vol II add up to 16 total pages
The 15-page limit for Past
Performance encompasses the Introductory page. Total page limit for Past
Performance Description and any Introductory
Material is 15 pages.
4 N/A N/A N/A N/A Table L-2 requires that the Volume V Model Contract be submitted in MS Word format. Will the Government please provide a MS Word version of the RFP to avoid errors and format issues that can occur when offerors convert the provided PDF into MS Word
In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF). Therefore, the Government will not provide the RFP in MS Word format.
5 N/A N/A N/A N/A Total Evaluated Price includes CLIN.
Section L and M indicate IDIQ include as cost type "andor "FFP.
Can you provide a case for AND and a case for OR
The RFP has been amended in both sections L.23 Cost and Price Factor and M.6
Cost and Price Factor to indicate that pricing for IDIQ
Task Orders should address both Cost-Plus AND Firm-
Fixed-Price (FFP).
6 N/A N/A N/A N/A Can you review the relationships between L-05 templates provided to help us understand how they
Attachment L-5 will collect the prime offeror and major function together Specifically the IDIQ Proposed Rates, Prime Labor Rates, Proposed Labor rates, Labor Cost Details and Subk Cost Details subcontractor (if applicable) unburdened direct labor rates through fully burdened labor rates including profit/fee and then the Attachment L-5A will collect the minor subcontractor (if applicable) unburdened direct labor rates through fully burdened labor rates including profit/fee. The
Attachment L-5A provides insight of the team members’ Fully Burdened
Labor Rates (FBLR) and allows the Government to verify the consistency of the team members’ FBLR within
Attachment L-5.

8 Unnecessary or inefficient requirements
L-9 TRST_and_ BOE_Templ ate.xlsx
Worksheets 1.0…6.0
Clarity In Resource table, there are multiple “Subtotal” columns. We infer that the desire is to add (for example), values in column CY1 and CY2 to fill the “Subtotal” immediately to the right of CY2. This summation would result in a WYE for both CY1 and CY2. We were concerned that the summation might be misleading from a staffing level perspective as the summation conflates two years
The inference is correct; the
Subtotal columns for each multi-year Contract Period is to sum the WYE per
Contract Year within that
Contract Period.
of staffing. We want to confirm that summation is NASA’s intent.
9 Unnecessary or inefficient requirements
L-9 TRST_and_ BOE_Templ ate.xlsx
Worksheets 1.0…6.0
Clarity In the Resource table, there is a row labeled “Labor ($)*”. We infer that the desire is for this column to contain the fully burdened cost of the labor represented by the column of WYE values above. As the BOE is traditionally restricted to only presenting WYE/Hours information to facilitate NASA technical review without regard to “cost”, we wanted to confirm that NASA intends for Labor cost to be include in the BOE. Is this NASA’s intent?
The RFP has been amended to remove the “Labor ($)*” and “Total $$*” rows from the WBS Worksheets
(1.0…6.0) in Attachment L-9

sx. Note that the Non-Labor
Resources (NLR) row has been maintained for traceability of any
Innovations and Efficiencies proposed that impact NLRs.
10 Unnecessary or inefficient requirements

Clarity In the Resource table, there is a row labeled “Labor ($)*”. We infer that the desire is for this column to contain the fully burdened cost of the labor represented by the column of WYE values above (for example, the WYE values for CY1). Is this NASA’s intent?
