1. Reference: Slide 20 of the Preproposal Bulletin states the Contract Phase-In Plan and Contract

Management Plan are the only required deliverables as part of the proposal submission.

However, Section L.1.4 SubFactor D requires the contractor submit a DRAFT DRD-03 Safety and Health Plan that is excluded from the Volume I page count.

Question: Will the Government confirm DRD Requirements that must be met with the offerors submission as well as which DRD requirements are exempt from the page count requirements for Volume I: Technical Acceptability.

Answer: The RFP requirements take precedence over any information provided in the Preproposal Bulletin slides.

2. Reference: Section L.1.4 SubFactor A is titled Management Approach and requires the offeror to submit a Contract Management Plan (CMP) in accordance with DRD-08.

Question: Is the Contract Management Plan (DRD-08) separate from SubFactor A - Management Approach? Also, is the CMP excluded from the 50-page count for Volume I:

Technical Acceptability?

Answer: Please refer to L.1.4 Subfactor A: Management Approach for the requirements of the Management Approach subfactor. Please refer to table L-2 under L.1.2 for page limitations.

3. Reference: Section L.1.5 Past Performance Factor – Volume II – L.1.5 (k) states: “Offerors shall provide the following performance data with explanatory remarks on contracts performed within the last three years.”

Question: Does this requirement refer to only those citations used for Past Performance OR is the Government looking for a full list of contracts performed within the last three years?

Answer: This requirement is referring to the citations used for Past Performance.

4. Reference: Section C.4 MSCL Equipment & Facilities states: “The Government will provide to the Contractor desktop computers, telecommunications, network connectivity, and related services required in the performance of services covered by this Contract.”

Question: Is there a requirement for the contractor to provide a separate commercial internet connection to conduct needed research that may be outside the bounds of internet NASA Network security posture?

Answer: There is no requirement for the contractor to provide a separate commercial internet connection.

5. Reference: Section C.6 Logistics states: “The Contractor shall offer to provide pickup and delivery services for MTE from locations at or near JSC after issuance of a recall notice. The Contractor shall schedule these services upon customer request. Pickup and delivery shall be limited to JSC, Ellington Field, Sonny Carter Training Facility, and contractor facilities within a 10-mile radius of JSC. The Contractor shall provide the number and type of motor vehicles required to support the performance of this SOW in accordance with Attachment J-12.”

Question: Can the Government provide a historical count of pick-ups required by the contractor on an annual basis?

Answer: Based on historical data approximately 58% of MTE is to be picked-up annually. Note this historical data is for reference only and is not a guarantee that awardee will be required to provide similar quantity of MTE pickup and delivery services.

6. Reference: Section C.7 Safety, Health, & Environmental – C.7.1 Safety & Health states: “The Contractor shall ensure all their employees are knowledgeable of, and comply with, applicable federal, NASA, and JSC safety and health requirements, to include JPR 1700.1, JSC Safety and Health Requirements.”

Question: Is the required training to meet JPR 1700.1 requirements a contractor absorbed cost?

Answer: Completion of required training courses to meet NASA’s training requirements shall be part of the contractor’s responsibilities under the contract, and the associated costs shall be included in the offeror’s price proposal.

7. Reference: Section C.8 Core Technical Requirements – C.8.2 Software Tools & Calibration Data Management states: “The Contractor shall manage user access and purchase software licenses for the MET/CAL software suite.”

8. Reference: Section C.8 Core Technical Requirements – C.8.3 Calibration Turn-Around Time & Commit Dates states: “The Contractor shall complete 85% of the MTE calibrations within a 10-day turn-around time. Turn-around time is calculated from the day the item is received in the MSCL to the day the customer has been notified the calibration is complete and only includes business days. The standards included in Attachment J-3, Installation-Accountable Government Property (IAGP), are exempt from turnaround time reporting. Exceptions include calibrations that are performed by outside suppliers or in an authorized hold status listed below:

a. Customer Hold (waiting customer response)

b. Lab Hold (awaiting information from Original Equipment Manufacturer)

c. Procedure Hold (item is awaiting completion of procedure documentation update)

d. Repair Parts Hold (waiting on repair parts)”

Question: Does “Procedure Hold” include items that have a required soaking period within the lab before calibration? (Some electronic equipment also requires stabilization periods for the oscillators.)

Question: This wording refers to “either” of the dollar thresholds identified, but the paragraph only refers to “an estimated average annual contract value that equals or exceeds $800,000 over the period of performance”. Is there a second qualifying dollar threshold?

Answer: There is not a second qualifying dollar threshold. This has been updated and will be released with Amendment 4.

12. Reference: Attachment L-3, IRAP Tab, “A separate IRAP is required for Contract Year 1 only from the Prime Offeror, each Major Subcontractor, and all Minor Subcontractor(s)”

Question: The IRAP directions indicate Minor Subcontractors are required to complete an IRAP, but no such references for Minor Sub IRAP completion are given in the RFP. Do the instructions in the IRAP take precedence over the RFP?
