Calibration and Metrology Services (CAMS) IV Final RFP Amendment 1: Questions and Answers

1. Question: Wage determination data identifies 10 holidays and 56 hour sick leave. Historical data provided included percentages for personnel seniority for different year ranges. Using these ranges the number of productive hours can vary by SLC from 1784 to 1824 to 1864 with a weighted average of 1812. Depending on the number of productive hours selected the total contract pricing will vary. Therefore can the Government provide a set value for productive hours to be used by all contractors in the TRST-CORE?

Answer: The Government will not provide a set value for productive hours to be used by all contractors in the TRST-CORE. Each offeror’s unique approach is expected to be detailed in the pricing narrative.

2. Question: There appears to be an error in the formula for IRAP row 35. Historical data was provided for the Quality/Safety Manager. Can the Government confirm if there is a formula error?

Answer: The Government has updated the formula in Amendment 1 for Quality/Safety Manager in Attachment L-3, IRAP.

3. Question: Various costing spreadsheets identify a Deputy Program Manager. The IRAP spreadsheet does not identify a Deputy Program Manager. Currently is there a Deputy Program Manager? If so please provide historical rates.

Answer: There is not currently a Deputy Program Manager under the CAMS III contract. The SLCs in Attachment L-3 have been updated in Amendment 1 to match the SLCs in Section B.

4. Question: Please confirm that there is no CBA for this project. If no CBA please provide the current time off policies for personnel (i.e., vacation and PTO/Sick accrual rates) or confirm that time off is in accordance with J-4 Wage Determination.

Answer: There is no CBA. Please refer to Attachment J-4, Wage Determination for minimum time off policies.

5. Question: In the CAMS III the rate range for the Quality Manager was identified as $43.00 - $44.00. Can you explain this decrease as the job descriptions seem the same in both solicitations?

In addition to the Quality/Safety position the rate of the Calibration Tech II also is less now that it was in 2015. Can you explain this decrease as well?

CAMS III SLCs Range CAMS IV Range Quality Manager $ 43.00 $ 44.00 $34.82 - $35.82 Computer Technician $ 32.00 $ 33.00

Clerk $ 21.00 $ 22.00 $21.71 - $22.71 Technician $ 25.00 $ 26.00 $26.38 - $27.38 Calibration Technician I $ 27.00 $ 28.00 $27.96 - $28.96 Calibration Technician II $ 30.00 $ 31.00 $27.28 - $28.28 Senior Calibration Technician $ 34.00 $ 35.00 $33.46 - $34.46

Answer: The rates provided are current rate ranges from the current contract. The Government does not intend to provide rationale behind any labor rates, or otherwise divulge any information that could be considered proprietary.

6. Question: Spreadsheet FBR has no column for Fringe costs. Where should fringe be identified in the spreadsheet?

Answer: The offeror is allowed to manipulate the FBR template to meet its unique pricing approach. The offeror is responsible for all manipulations/formulas and shall ensure the rate calculations are correct.

7. Reference: Section L.1.6 (b) (4), IDIQ FBRs versus Model Contract Rates, p. 148, "… the team composite FBRs are used in the development of the Offeror's Price Proposal, and shall match exactly with the FBRs proposed in section [B]"

Question: The labor categories of the Excel Pricing Model Attachment L-3 FBR and TRST-CORE tabs do not match the list of labor categories used in the RFP Section B and L as well as EPM IRAP tab. Would the government clarify the appropriate list of labor categories to use, or if the offeror should map one list to the other?

Answer: The SLCs in Attachment L-3 have been updated in Amendment 1 to reflect the list of labor categories in Section B and L.

8. Reference: Attachment L-3, IRAP Tab, "This data point should reconcile to the Data Provided on the Incumbency Assumptions (IA) tab…"

Question: The IRAP refers to the IA tab but the IA tab is not included in the EPM. Would the government please clarify the intention of this direction?

Answer: The reference to IA was inadvertently included, the reference has been removed from the template in Amendment 1.
