Johnson Space Center (JSC) Engineering, Technology and Science (JETS) II Contract Industry Day Q&A – August 19, 2021

Note: The questions that are listed in this document were reproduced exactly as they were submitted.

1. Question: Is this the correct notice id 80JSC021JETSII?

Answer: 80JSC021JETSII is the correct synopsis ID.

2. Question: Is NASA considering a single award Indefinite-Delivery-Indefinite-Quantity (IDIQ) or multiple award IDIQ?

Answer: Proposed contract information is listed in the Industry Day charts. Note: information posted during Industry Day charts is pre-decisional and subject to change.

3. Question: Have you considered firm-fixed-price (FFP) tasks on JETS II in addition to the cost-plus-award-fee (CPAF)/cost-plus-fixed-fee (CPFF) posted during Industry Day?

Answer: Refer to Q&A 2.

4. Question: Are there any fixed-price (FP) task orders (TOs) on JETS I?

Answer: There are no fixed-price (FP) task orders (TOs) on JETS I.

5. Question: Do you plan on releasing all of the requirements development team (RDT) membership?

Answer: There are no plans to release Requirements Development Team (RDT) membership. If the requirements development team (RDT) membership is released, it will be posted on the JETS II website.

6. Question: How would a subcontractor go about doing work on the TOs?

Answer: Generally the Prime contractor is responsible for the task plan including utilization of subcontractors in performance of the TO requirements.

7. Question: Are there any recommendations for bidders?

Answer: Bidders should read and be responsive to the request for proposal (RFP), follow the Government Point of Entry (GPE) sam.gov posting, and the JETS II website.

8. Question: How do we stay up to date on the JETS II procurement?

Answer: Follow the GPE posting and the JETS II website for updates on the JETS II procurement.

9. Question: Does the targeted Period of Performance (POP) exclude option years?

Answer: The POP referenced in the Industry Day charts is the total POP. Please note, the information posted in the Industry Day charts is pre-decisional, and is subject to change.

10. Question: Regarding the 5 year POP, it feels short can you explain why?

Answer: Please refer to Q&A 9.

11. Question: Is the 5 year POP from the Industry Day accurate?

12. Question: 5 year POP – a lot of companies are making a lot of investment why 5 years?

13. Question: The current contract is 5 + 2 + 2 year, we’re curious why it’s thought about as a 5 year base?

14. Question: JETS is 9 year, JETS II is listed as 5 year, are you considering extending that POP?

15. Question: Surprised by 5 year POP – takes a large investment – seems short, why the decrease?

16. Question: Prior to the RFP will all questions and answers be posted?

Answer: Questions and answers will be posted prior to the Draft RFP (DRFP).

17. Question: Will you be maintaining an interested parties list to help enable small business to connect with primes?

Answer: The interested parties list has been posted on the GPE and JETS II website.

18. Question: Will you issue a list of all participants on this call?

Answer: Please refer to Q&A 17.

19. Question: When will the attendees of this meeting be made available?

Answer: Please refer to Q&A 17.

20. Question: Does the Government anticipate sample problems in the final RFP. If so how many?

Answer: Information regarding specific requirements of the RFP are in development and will be released with the Final RFP. Draft information for the solicitation will be posted and it will be available for industry comment in the DRFP.

21. Question: Will there be sample task orders in the final RFP?

Answer: Please refer to Q&A 20.

22. Question: Besides the goals presented during Industry Day, are there other challenges that need to be addressed?

Answer: For information regarding specific requirements of the RFP see Q&A 20. For general information regarding the Engineering Directorate (EA)/Exploration Integration and Science Directorate (XA) please reference the technical library.

23. Question: What is the number one characteristic you like to see from contractors when responding to the JETS II RFP and going forward to the JETS II performance?

Answer: Read and respond to the instructions contained in the RFP and refer to the Industry Day presentation regarding the EA/XA values. For information regarding specific requirements of the RFP see Q&A 20.

24. Question: Are there any “soft” things that you would expect a contractor to do to be able to support the JETS II requirements?

Answer: Please refer to Q&A 23.

25. Question: The Freedom of Information Act (FOIA) site has modifications 1 – 81, will the

Government post 81 – present?

Answer: We do not anticipate posting modifications 82 - present.

26. Question: Are you planning to do any additional industry days, have you considered any supplier forums?

Answer: There will not be any additional industry days or supplier forums. However, Division level meetings were held after Industry Day and the Q&A from those meetings will be posted on the GPE and JETS II website; and there will be additional opportunities to submit feedback after the DRFP and during a preproposal conference after the RFP release.

27. Question: What is the process for the follow up meetings with Divisions?

Answer: The follow up meetings have already occurred, but you can reference additional information on the divisions in the technical library. Please send additional questions to the POCs listed on the GPE.

28. Question: Do you plan to provide open access to Civil Servant Personnel after DRFP and prior to

RFP?

Answer: No, we do not plan to provide access to Civil Servant Personnel after DRFP and prior to RFP. Please refer to Q&A 27.

29. Question: Will the meetings include XA as well?

Answer: An XA Division level meeting was held.

30. Question: After the DRFP will there be an opportunity to ask questions?

Answer: Refer to Q&A 26 and 27.

31. Question: Will facility tours be available when the center reopens or will virtual tours be made available?

Answer: No in-person tours are anticipated. Virtual tours are posted in the technical library on the GPE.

32. Question: At Industry Day there was a slide that had a google maps view of the different facilities, will there be facility tours in the future?

Answer: Refer to Q&A 31.

33. Question: Do you envision providing onsite tours?

Answer: Please refer to Q&A 31.

36. Question: What is the average age of the existing workforce? Are you dealing with knowledge transfer issues?

Answer: The average age of the existing civil servant workforce is approximately 50 years.

There are training and knowledge transfer initiatives available to both Civil Servants and Contractors. National Aeronautics and Space Administration (NASA) & JSC have training resources available through the System for Administration, Training, and Educational Resources for NASA (SATERN).

37. Question: Is there a training program and robust procedures in place to enforce consistency?

Answer: National Aeronautics and Space Administration (NASA) & JSC personnel have training resources available through SATERN.

38. Question: What has been the greatest challenge of the virtual environment?

Answer: We’ve overcome a lot of challenges in this environment, but we are not sure that we’re able to identify a singular greatest challenge.

39. Question: When do you expect the draft RFP to hit the street?

Answer: Schedule information will be posted on the GPE and JETS II website as soon as it can be made available.

40. Question: Is there a target date for the draft RFP?

Answer: Please refer to Q&A 39.

41. Question: Can you provide a rough notational schedule on Draft RFP release, Final RFP release and proposal submittal? Are you expecting a 30 days turn for proposal submittal or longer given the magnitude for this effort?

42. Question: Can you please give us ANY info on the DRFP release date, such as, the DRFP will not be released any earlier than?

43. Question: When do you estimate an acquisition schedule will be provided?

44. Question: Can you provide a schedule and when will the DRFP be posted?

45. Question: When will NASA conduct their procurement strategy meeting?

Answer: This information is procurement sensitive. Please monitor the GPE and JETS II website for schedule updates.

46. Question: Do you have dates on when you may be meeting on strategy?

Answer: Refer to Q&A 45.

47. Question: Is the acquisition date in the Acquisition Forecast accurate?

Answer: In accordance with the Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS), the acquisition data is an estimate as forecasted at the time the Acquisition Forecast is released. Please monitor the GPE and JETS II website for the most recent information.

48. Question: Can you post the draft SOW if available?

Answer: The draft SOW will be made available with the DRFP. However, the current JETS SOW and TOs are available in the technical library and on the GPE via a link to the JSC FOIA library.

49. Question: Do you plan to extend the JETS Contract?

Answer: This information cannot be provided at this time.

50. Question: Given the schedule for JETS II is still pending and looking at the typical schedule, with respect to JETS, will there be an extension?

Answer: Refer to Q&A 49.

51. Question: Is there work being done on a JETS extension at this time?

Answer: Refer to Q&A 49.

52. Question: Are you looking at a streamlined procurement approach for JETS II to meet the schedule for JETS?

Answer: Specific information regarding the JETS II procurement process is procurement sensitive and will be released with the Final RFP. However, JSC is always looking at ways to do things more efficiently and consume less Government & Industry resources.

53. Question: Talking about uncertainty – change is driving change in the Procurement Strategy, e.g. Exploration Extravehicular Activity Services (xEVAS). Mission Support Future Architecture Plan (MAP) has already happened and changed multiple contracts, do you see anything changing JETS II? Do you know of any ongoing studies that may change JETS II?

Answer: Please refer to Q&A 2. Additional information not posted in the Industry Day charts is in development and will be released with the DRFP. NASA JSC is following agency procedures regarding Mission Support Transformation and any updates made from JETS requirements to JETS II requirements will be reflected in the draft and final solicitation released.

54. Question: What do you anticipate for small business goals?

Answer: This information is procurement sensitive and will not be released until the DRFP/Final

RFP.

55. Question: Can you provide information on the small business goals?

Answer: Refer to Q&A 54.

56. Question: Can you clarification on the request for information (RFI) on bringing in new small business? Are there specific categories or areas?

Answer: As the RFI stated, NASA is looking to introduce new businesses to the NASA/JSC industry. Additional information is anticipated to be released with the DRFP.

57. Question: In the latest Sources Sought for incentivizing primes to introduce new subcontractors, is that only for subcontractors or new primes?

Answer: JSC is always looking to grow the NASA industry base, prime or sub, please email the contract specialist (CS) and contracting officer (CO) with any input you may have.

58. Question: What is the intent behind the RFI?

Answer: Refer to Q&A 56 with respect to the small business RFI.

59. Question: With the MAP initiative are you considering increasing the small business goals?

60. Do you expect the small business goals to comparable to JETS?

61. Question: Do you anticipate upward or downward change to small business goals on the JETS II contract?

62. Question: Can you post Small Business Goals?

63. Question: Is there a way for a Small business to evaluate the opportunities to join the JETS II contract and is there a way to identify Large Businesses looking for teammates?

Answer: An interested parties list is posted on the GPE and JETS II website. The Office of Small Business Programs – JSC (see contact information in the Industry Day charts), may be able to provide additional information.

64. Question: Does the Government have any suggestions with interested primes that subcontractor’s may want to contact?

Answer: Refer to Q&A 63.

65. Question: Are there any resources you can provide to small businesses looking to subcontract on the JETS II requirement?

66. Question: Can you describe how to connect small businesses with Primes?

67. Question: What are your recommendations for connecting to a Prime or directly with JSC?

68. Question: Are joint ventures (JV’s) appropriate or applicable on this contract?

Answer: Please monitor the GPE and JETS II website as additional information regarding the RFP requirements are posted. The Government will consider proposals for award from responsible offerors that meet the requirements of the RFP.

69. Question: Is there an allocation for 8a or Women owned small businesses?

70. Question: Regarding [JSC] culture are there any specifics that you are looking for from small businesses?

Answer: Please review the posted Industry day Charts in the technical library.

71. Question: Would it be possible to emphasize the use of more technology oriented small businesses, potentially by incentivizing the prime contractor to subcontract out more of the high technology work?

72. Question: Have you considered an approach to carve out work for small businesses based on expertise?

Answer: As noted in the Industry Day charts, JETS II is anticipated to be single award IDIQ.

73. Question: Do you foresee organizational conflict of interest (OCI) issues between the Safety and

Mission Assurance Engineering Contract (SMEAC) and JETS II contracts?

Answer: Please review the OCI RFI for currently identified OCI concerns.

74. Question: Do you plan to respond to the OCI RFI released with the sources sought RFI?

Answer: Responses to the OCI RFI will go out before the DRFP.

75. Question: Does NASA foresee any OCI issues or Concern on JETS II?

Answer: Please refer to Q&A 73 and monitor the GPE and JETS II website for additional information.

76. Question: Do you see OCI issues between the xEVAS and the JETS II procurements?

Answer: Specific OCI issues have not yet been identified as both procurements have only released pre-decisional information. Additional information will be posted on the GPE, JETS II and xEVAS websites.

77. Question: How do you see the interplay between JETS II and the xEVAS commercial services?

Answer: Please refer to the Industry Day information and JETS TOs to see the type of support JETS provides to the EVA Office.

78. Question: Use of the JETS and JETS II contract for use by other Centers?

Answer: JETS is made available for other Centers and currently provides work for Glenn Research Center, NASA Engineering and Safety Center (NESC), and Marshall Space Flight Center (MSFC). JETS II is anticipated to be made available to perform work for other Centers and other entities. However, JETS and JETS II are not anticipated to be “Agency” Contracts in that other Centers would be mandated to utilize to meet requirements.

79. Question: Relationship to the other centers – you have a couple task orders with other Centers, will this be an Agency level contract, will other Centers be able to tap in or be incentivized to use it?

Answer: Refer to Q&A 78.

80. Question: Curious what other Government Agencies the JETS II Contract might be providing service to?

Answer: JETS does not currently provide work to other Government Agencies, but it is anticipated that JETS II could be available to other Government Agencies/entities.

81. Question: With the change in the Administration – can you provide insight what do you see this contract working with regard to space force and other Department of Defense (DOD) activities?

Answer: There is currently no anticipated work between JETS II and the Space Force or other DOD Agencies, however the intent of JETS II is to make the contract available to other NASA Centers & Government Agencies/entities.

82. Question: With recent NASA acquisitions for commercial acquisitions for Human Landing

System (HLS), xEVAS as NASA moves toward the commercial buyer role and more insight vs.

oversight, can you provide insight on how EA will perform in a support a role and how JSC will be performing more Mission Assurance?

Answer: As mentioned during Industry Day, NASA will likely have more insight roles for EA in the future. It is unknown how that will translate to JETS II requirements, however the IDIQ nature of the contract provides flexibility with that regard.

83. Question: There is a very large incumbent workforce on JETS, can you share the expectation on transferring the incumbent workforce?

Answer: Additional information is anticipated to be released with the DRFP/RFP.

84. Question: Are there any foreign nationals on the JETS Contract?

Answer: There are no foreign nationals on the JETS Contract.

85. Question: Will there be opportunities to visit the JETS Facilities in the next couple of months?

Answer: Refer to Q&A 31.

86. Question: Are there any Government facilities in offsite locations?

Answer: There are no Government Facilities offsite. All anticipated Government Facilities will be provided in the RFP.

87. Question: Of the approximately 75 labs Jacobs supports how many are managed by Civil Servants and how many by Contractors?

Answer: Please refer to the TOs in the technical library.

88. Question: What % of JETS is other direct costs (ODC)/Material as opposed to Labor? Is that % expected to remain the same/increase/decrease?

Answer: For the most recent 12 month period, approximately 15% of JETS is ODC/Material.

Any information regarding anticipated changes to ODC/material is procurement sensitive.

89. Question: For the current JETS Contract what Associate Contractor Agreements (ACA) are in place?

Answer: The current JETS contract has quite a few ACAs in place. Please reference the Clause H.17 from the JSC FOIA link provided on the GPE for the list of ACAs in place based on the type of service that is being provided.

90. Question: Are there any Technical Assistance Agreements (TAA’s) on JETS?

Answer: There are no TAAs on JETS.

91. Question: EA has picked up work from the commercial side from SpaceX, etc., is that work done through the TO system?

Answer: All of the work performed under JETS is done via TO, all of the TOs are posted in the Technical Library.

92. Question: Are there any Space Agreement Acts (SAAs) that an offeror needs to be aware of?

Answer: There is one SAA with NASA/Jacobs that allows Jacobs to utilize excess capacity of EA facilities.

93. Question: Can you discuss the process of an external utilization request?

Answer: This information will be made available on the GPE and JETS II website as necessary.

94. Question: Given that we’re moving to an exploration phase from low-earth orbit (LEO)/International Space Station (ISS) centric to Lunar/Mars – how do you see those challenges changing the requirements and support needs going forward?

Answer: Some of this information was discussed during Industry Day and posted in the technical library. The Government anticipates the IDIQ contract type will allow the flexibility to adapt to changes.

95. Question: How are you anticipating the requirements you may not have predicted e.g. nuclear engineer or biotechnologist?

Answer: The anticipated IDIQ contract type will allow the flexibility to adapt to changes in requirements.

96. Question: Do you have a breakout of how many are working on the Programs vs. Government

Furnished Equipment (GFE)?

Answer: Please review the information posted in the technical library.

97. Question: Do you have an idea of how the contractor interacts with the commercial programs?

Answer: Please reference the TOs in the technical library.

98. Question: What do you mean by hybrid teams (Government + Contractor, Government + Contractor + Contractor?)

Answer: Any team with a combination of Government and Contractor(s) is considered a hybrid team.

99. Question: 44 TOs is that for current or future contract?

Answer: The current JETS contract has 44 active TOs for Fiscal Year 21.

100. Question: Does NASA require a Facility Manager for each Lab?

Answer: NASA requires a Facility Manager for each Lab.

101. Question: Is NASA's intention to Technology Readiness Level (TRL) 9 Flight Hardware and Software before integration for flight (FLT) operations?

Answer: Normally, although at times items are flown with the objective of increasing the TRL level.

102. Question: What percentage of work is on-site versus off-site at NASA JSC?

Answer: Work location is anticipated to be TO dependent.

103. Question: We’re located in Remote Location – we don’t plan to support labs on-site, can we support remotely?

Answer: Refer to Q&A 102.

104. Question: With regards to Hybrid workforce – what can you provide?

Answer: With regards to telework, remote work, onsite and offsite work, the JETS II RFP will be compliant with NASA, JSC, EA and XA workforce directives.

105. Question: Is the Government considering more telework in the JETS II Environment?

Answer: Refer to Q&A 104.

106. Question: What do you expect the onsite/offsite requirements to look like?

Answer: Refer to Q&A 104.

107. Question: What is the current approx. number of full-time employees (FTEs) supporting the current JETS contract?

Answer: There are approximately 1400 contractor employees supporting the JETS contract.

108. Question: You reported at Industry Day that there are about 1400 employees, do you expect to see growth going forward?

Answer: The number of contractor employees is a technical approach in response to the issued TOs. The total number of employees is ultimately determined by the contractor.

109. Question: Industry day you mentioned there’s 1400 employees on the contract – looks like there’s a lot of growth on the current contract, do you see that continuing?

Answer: Refer to Q&A 108.

110. Question: Any additional insight in the number of FTEs and whether or not we anticipate growth?

112. Question: With regards to MAP – do you see work increasing or decreasing?

113. Question: Can you define partnerships as used in the Industry Day charts and give an example?

Answer: Creative, non-traditional partnerships refers to EA/XA looking for ways we haven’t traditionally used to meet future requirements. One past example is Robonaut – which was produced under a collaboration with General Motors.

114. Question: The creative, non-traditional partnerships, referenced during Industry Day, are those specifically related to the commercial services acquisitions previously mentioned (HLS, xEVAS, Gateway)?

Answer: The creative non-traditional partnerships are not strictly related to the commercial acquisitions referenced in the question.

115. Question: Creative, nontraditional, innovative partnerships to infuse/perform innovative

Design, Development, Test, and Evaluation (DDTE) support is that tied to the RFI that was released?

Answer: The RFI was interested in soliciting industry ideas for how to incentivize the contractor to introduce new businesses to JSC/NASA industry, that was referenced in Question 117 and at Industry Day. This is an ongoing objective to accomplish requirements using innovative methods non-traditional partnerships.

116. Question: EA/XA and public private relationships, will that be in the JETS II RFP?

Answer: Information regarding specific requirements of the RFP are in development and will be available for industry comment in the DRFP.

117. Question: Are you looking for innovation elements as part of the RFP? Non-incumbents can use that to set themselves apart.

Answer: Refer to Q&A 116.

118. Question: Do you see innovation as important for JETS II?

Answer: Regarding specific JETS II RFP requirements refer to Q&A 116.

119. Question: Do you expect innovations in the JETS II RFP?

120. Question: Are there any specific innovations you are looking for on JETS II?

121. Question: On JETS II, is the Government interested in proposing innovations?

Answer: Regarding specific requirements of the JETS II RFP, refer to Q&A 116.

123. Question: Can you provide an overview of the JETS scope of work?

Answer: The current SOW is posted at the FOIA Library and the current TOs are posted in the Technical Library available from the GPE.

124. Question: We heard that the scope will roughly stay the same as JETS I, do expect the scope will stay the same as JETS II, do you expect JETS II will continue to support XA?

Answer: The JETS II scope of requirements are anticipated to be substantially similar to JETS and is expected to support XA.

125. Question: Will the TOs be posted on the Technical Library?

Answer: The current JETS TOs are posted in the technical library.

126. Question: Are the TOs posted?

Answer: The current JETS TOs are posted in the technical library. Please submit an access request, via the instructions in the GPE, to view the current TOs.

127. Question: Can we provide more information on the contractor’s role within Project

Management & Systems Engineering Division (EX) vs. NASA’s role in EX?

Answer: Please review the posted EX TOs and EX Division charts in the Technical Library.

128. Question: During the additional opportunities to have discussions, will EX be available to discuss?

Answer: An EX division meeting was held.

129. Question: For the new EX division, are all task orders coming through the existing JETS contract or are there opportunities for a woman-owned small business (WOSB) to be considered for the new work under this new division?

Answer: All task orders for EX are currently through JETS and JETS II is anticipated to continue to support the EX Division.

130. Question: In support of Project Management Branch (EX3), Engineering Processes & Methods

Branch (EX4), and Program Technical Integration Branch (EX6), is a standard requirement tracking tool used for documenting requirements, document changes, and tracing requirements from Level 2, 3, and 4 requirements as well as test procedures? Are there improvements needed in this traceability area?

Answer: EA’s current contractor currently supports and manages a COTS industry standard requirements CM management and tracking tool: Cradle. It can and does support change management of requirements and has the ability to export to documents exactly matching NASA documents via templates of which many projects have utilized since before the Constellation Program. If level 2 requirements are managed in that environment then the changes are notified to lower levels, otherwise standard change management and notification to all consumers of Level 2 requirements would be utilized to notify of these changes. Cradle provides full traceability and decomposition tracking via reports or matrices. The engineering directorate is looking to move the system back onto an Engineering Directorate-managed system.

131. Question: In the case of data storage and management – is there an aggregation point and repository?

Answer: There are some computing resources onsite and some requirements are levied on the contractor and do not specify the resource approach.

Answer: XA does not typically do collision avoidance work. XA is currently studying orbital debris removal.

Answer: JEDII is used for product lifecycle management. XA utilizes custom tools which provide some records management and logistic tracking capabilities.

Answer: IT modernization is contained within the general scope of JETS SOW and the JETS II SOW is anticipated to be substantially similar.
