What are your contracting roles?
• COR – Contracting Officer’s Representative – the technical member of the contract management team along with the Contracting Officer and the Business Analyst
• TMR – Technical Management Representative – a member of the COR’s technical team for a specific organization/discipline
• Task Order or Subtask Owner
• Project Team member
Directorate Acquisition and Contract Functions Civil Servant and Contractor Relationship
• Many of the project teams in EA are made up of both Civil Servant and Contractor employees
• Project management authority should not be confused with personnel management authority
• Civil Servants do not engage in activities such as interviewing, supervising, or assessing performance of individual contractor employees (and vice versa)
• Contract managers are the supervisors of Contractors
• NASA branch and project managers are not the supervisors of Contractors
• Similarly contractors do not engage in personnel management activities for Civil Servants
• When a contract changes, NASA employees can not advocate for other contractors to hire a contractor you’ve been working with and want to keep
Civil Servants do not:
• Hire, fire or discipline contractor personnel
• Schedule individual contractor personnel hours
• Provide performance feedback on individual contractor personnel
