ISS PPD 524 Rev B Partner Program Directive
TO: Distribution
SUBJECT: Charter for the Multilateral Research Integration Control Board (MRICB)
OFFICE OF PRIMARY RESPONSIBILITY: International Space Station (ISS) Research Integration Office
1.0 PURPOSE
This charter establishes the ISS Program Multilateral Research Integration Control Board (MRICB). The MRICB is the management forum that establishes a baseline for and controls subsequent changes to ISS Program payload strategic planning, mission research requirements, and research integration processes. This control board also provides a forum for resolving payload-related technical and schedule issues as well as research planning, mission research integration, and payload operations issues.
This document defines the scope of Program authority and document control delegated to the MRICB, the board membership, and specific operating policies.
2.0 SCOPE
The MRICB is responsible for establishing schedule, mission requirements and processes related to integration and on-orbit operation of payloads. The MRICB controls the following functions:
· Research Integration Templates
· Payload Integration Agreements
· Certification of Flight Readiness (CoFR) endorsements for payload hardware and operations as identified in the Research Integration CoFR Plan
The MRICB manages performance of the following functions:
· Development of Strategic and Increment Research Plans
· Multi-increment Payload Resupply and Outfitting Model (MiPROM)
· Unique Increment Research Plans
· Distribution of allocated ISS research resources (cargo transportation, crew time, etc.) to the utilization research sponsors
· Develop and manage the input of payload manifest requirements and payload topologies (internal and external)
· Development of inputs on the Increment Definition Requirements Document (IDRD), Annex 5
· Development of payload manifest input requirements and payload topologies (internal and external)
· Development of payload schedules and milestones
Changes in the scope of this board will be accomplished by a revision to this Partner Program Directive.
3.0 POLICY
The MRICB will be operated in accordance with ISS PPD 522, “International Space Station (ISS) Policy for Multilateral Control Board and Control Panel Operations,” with specific MRICB provisions specified in this section.
The MRICB will establish and utilize lower level, delegated control panels and working groups as required. The lower level control panels include:
· Multilateral Research Planning Working Group
Specific responsibilities and authority delegated to these control panels are documented in their respective charters.
The MRICB Chair coordinates with the Chairs and members of other Boards on issues and changes that are relevant to more than one Board. In order to facilitate decision-making and coordination for decisions affecting research integration and operations, joint MRICB meetings may be held with other program control boards ( i.e. Multilateral Mission Integration and Operations Control Board, Multilateral Vehicle Control Board, Multilateral Avionics and Software Control Board, etc,). Meetings will be scheduled and conducted as required. For overlapping issues, the relevant Board Chairs may designate a lead Board to coordinate its resolution.
3.1 Meeting Frequency
The MRICB will be scheduled monthly or on an as needed basis as specified by the Board Chair. Any MRICB member may also request that the Chair schedule a meeting.
3.2 Responsibilities
The Board Chair is responsible for ensuring that decisions are made based on the information received from the MRICB members. Attendance of each member or his/her designated alternate is mandatory. Members shall provide the names of designated alternates to the MRICB Secretariat. Members may also designate alternates for specific agenda items, as desired. Members are responsible for ensuring that the necessary technical support is provided based on the specific agenda items scheduled for each meeting. Attendance shall be either in person or via teleconference.
3.3 Authority
Authority is delegated from the Space Station Control Board (SSCB) as specified in the following paragraphs. Changes to this authority will be accomplished by a revision to this PPD.
The following change requests shall be forwarded to the SSCB with a MRICB disposition recommendation. For these payload issues, the MRICB will serve as an SSCB pre-board:
· Changes which impact Level I schedule milestones;
· Changes which significantly impact the balance of NASA – IP/P barter agreements or have IP/P costs impacts;
· Changes to the ISS System Specification functional performance and characteristics requirements (including top level configuration changes, deviations or waivers to the established baseline) ;
· Items added or deleted from the Critical Items List (CIL);
· Requests for deviations and waivers to the established baseline with significant impact to agreements, cost, schedule or programmatics;
· Changes with unresolved issues or that represent significant risk to the Program.
The MRICB has the authority to disposition all other change requests (including exceptions to established baselines) within the scope of this charter.
The MRICB may charter working groups to work issues, pre-coordinate changes and perform such other activities as delegated herein. However, baseline control shall not be delegated to a working group.
3.4 Product Control
The MRICB is responsible for the review of changes to documents under baseline control, which are within the authority granted in this charter.
The SSCB has delegated documentation control to the MRICB. A list of these documents will be identified and maintained in the SSP Controlled Documentation Report, available from the COnfiguration Status Management Operations System (COSMOS) homepage.
3.5 Member Coordination
The MRICB will make every attempt to make decisions by consensus. If consensus cannot be reached, and there is a significant cost, schedule or programmatic impact for the dissenting member, the issue will be referred by the Chair and dissenting member to the SSCB. If consensus cannot be reached, but, in the opinion of the Chair, the issue does not have a significant cost, schedule, or programmatic impact on the dissenting member, the Chair shall make a decision.
3.6 Appeal
Any MRICB member may appeal a decision to the SSCB. The MRICB Chair will assist all MRICB members with processing appeals. However, if the decision is time critical, the Chair may implement a proposed change at risk while the SSCB appeal process is proceeding. In this case, the party proceeding with implementation must notify the MRICB, in writing, within 2 weeks after the MRICB meeting. If a member appeals a decision, that member may elect not to implement the MRICB decision until the SSCB resolves the appeal. The appeal process is described in ISS PPD 521, “Charter for the Space Station Control Board (SSCB)”.
