SUBJECT: Charter for ISS Program Science Forum – United States (PSF–-US)
OFFICE OF PRIMARY RESPONSIBILITY: International Space Station (ISS) Program Scientist’s Office
1.0 PURPOSE
This charter establishes the ISS Program Science Forum-United States (PSF-US). The PSF-US brings the scientific managers and experts acting to implement research on ISS. The group will:
1.1 Take the individual priorities for each sponsoring organization’s portfolio and integrate a single list for each increment pair to be implemented on ISS.
1.2 Use scientific knowledge to evaluate priority trades and make recommendations about deferral or changes in scientific scope if all requested activities cannot be completed.
1.3 Work together to define ISS scientific policy, and provide scientific basis for engineering requirements or analyses when existing policies do not guarantee the successful conduct of science on board the ISS for a group of users.
2.0 SCOPE
The forum will provide a place for integration of tactical priorities, scientific impacts of implementation of those priorities, and discussion of scientific issues that arise after an investigation or instrument is handed to the ISS Program for implementation. Any time consensus cannot be achieved, the issue will be referred to the ISS Program Science Control Board (PSCB). The scientific leadership of each sponsoring organization maintains full authority over their own research program.
Changes in the scope of this forum will be accomplished by a revision to this Management Directive.
The PSF-US is authorized to manage performance of the following functions for U.S. national research within the scope of the ISS Program:
2.1 Development of scientific assessments and recommendations either requested by the ISS Program Office, ISS Chief Scientist, Research Integration Manager, or scientific working group members.
2.2 Review, maintain and control scientific documents supporting implementation of research on ISS.
2.3 Establish configuration management for a traceable history of agreements on the sharing or coordination of scientific facilities, investigations and/or ISS resources needed for implementation of research on ISS when requiring concurrence or cooperation of more than one member of the forum.
3.0 POLICY
The PSF-US Chair will coordinate with the Chair and members of other Boards on issues and changes that are relevant to more than one Board. In the case where an issue or change spans the scope of responsibility of more than one Board, the respective Chairs will determine which Board will take the lead on resolving the issue.
3.1 Meeting Frequency
PSF-US meetings will generally be scheduled once a month and as required by the Board Chair. Face-to-face meetings will be held semi-annually or as required by the Board Chair. Any PSF-US Board member may also request the Chair to schedule a meeting.
3.2 Responsibilities
The PSF-US Chair is responsible for ensuring that decisions are made based on the information received from the PSF-US member(s). Attendance of each member or his/her designated alternate is mandatory. Members shall provide the names of designated alternates to the PSF-US Chair. Members can also designate alternates for specific agenda items, as desired. Members are responsible for ensuring that the necessary technical support is provided at meetings based on the specific agenda items scheduled for each meeting. Attendance shall be either in person or via telecon.
3.3 Authority
Authority is delegated from the ISS PSCB for the PSF-US to conduct the activities as specified in the following paragraphs. Changes to this authority will be accomplished by a revision to this Management Directive.
If an issue arises during the course of research planning and integration that leads to science impacts, and a science policy or utilization priority decision must be made, the RICB will request a recommendation from the PSF-US. If there is a conflict between the consensus recommendations of the PSF-US and consensus recommendations of RICB members, the issue will be referred to the PSCB.
Real-time priority decision and triage of competing priorities will continue to be made by the IMMT chair per the Space Station Control Board (SSCB) charter.
Any activity that does not achieve consensus of the members will be forwarded to the ISS PSCB.
Recommendations with consensus will be forwarded directly to the requesting organization. If issues have consensus but are identified to have major scientific or programmatic impacts, the assessments and recommendations shall be forwarded to the PSCB or SSPCB, as appropriate.
The PSF-US may charter working groups to work issues, pre-coordinate changes and perform such other activities as delegated herein.
3.4 Product Control
The PSF-US is responsible for the review and approval science priorities and documentation that are within the authority granted in this charter, as defined in Section 2.1 through 2.3. Each member will be fully responsible for internal coordination and approvals prior to PSF-US approval of any product.
3.5 Member Coordination

The PSF-US will make every attempt to make recommendations by consensus. If consensus cannot be reached, and there is a significant programmatic impact for the dissenting member, the issue will be referred by the Chair and dissenting member to the SSPCB for resolution. ISS Program

Coordination with other ISS utilization groups: Scientific assessments and recommendations identified by the PSF-US that are within the management scope of the Research Integration Control Board (RICB, chartered by the SSPCB) for payload development and implementation shall be coordinated with that board and its delegated working groups, as appropriate. Scientific assessments and recommendations identified by the PSF-US that are relevant to strategic planning of research on ISS will be coordinated with the ISS User Operations Panel (UOP), chartered by the Multilateral Control Board (MCB), as appropriate. Scientific assessments of international coordination interest will be coordinated with the multilateral Program Science Forum (chartered by the SSCB), or Multilateral Research Integration Control (MRICB), as appropriate.
Coordination with other scientific groups: The PSF-US may choose to coordinate scientific assessments and recommendations with other scientific bodies focused on the use of ISS for research in specific disciplines.
Specific coordination approaches for all of the above may be recommended by any member. The type of coordination is at the discretion of the Board Chair.
3.6 Appeal
Any PSF-US member can appeal a decision to the PSCB. The PSF-US Chair will assist all members with processing appeals. However, if the decision is time critical, the Chair or members may implement a proposed change at risk while the appeal process is proceeding. In this case, the party proceeding with implementation must notify the PSF-US, in writing, within 2-weeks after the PSF-US meeting. If a member appeals a decision, that member may elect not to implement the PSF-US decision until the SSPCB resolves the appeal. The appeal processes for the SSPCB is described in its charter.
