Management Directive
ISS MD 101 Rev. A
TO: Distribution
SUBJECT: International Space Station Program (ISS) Directive System
OFFICE OF PRIMARY RESPONSIBILITY: International Space Station Program Planning and Control Office
1.0 PURPOSE AND SCOPE
The ISS Program Directive system is used by the ISS Program Manager to communicate ISS management processes. Management Directive 101 describes the types of Program Directives and the process for initiating, evaluating, dispositioning, and distributing the Program Directives.
2.0 GENERAL
The ISS Program maintains three types of Program Directives:
1. Management Directives (MD) – MDs are a mechanism for the ISS Program Manager to provide direction on management processes to the ISS staff. MDs are identified by the prefix ‘MD’ and are signed by the ISS Program Manager.
2. Joint Program Directives (JPD) – Management processes defined in these Program Directives affect NASA and one or more NASA Contractors (under direct contract with the ISS Program) or one or more NASA Programs (with joint interface to ISS). JPDs are identified by the prefix ‘JPD’ and are jointly signed by the ISS Program Manager and the impacted NASA or contract Program Manager(s).
3. Partner Program Directives (PPD) – Management processes defined in these Program Directives affect NASA and one or more International Partner/Participants (IP/P). PPDs are identified by the prefix ‘PPD’ and are jointly signed by the ISS Program Manager and the impacted IP/P(s).
NASA Configuration Management (CM) will maintain a current status of all ISS Program Directives within the CM database, Configuration Status Management Operations System. ISS Program Directives will be accessible via the ISS Program approved electronic repository. Revised Directives will be identified with an alpha character.
3.0 RESPONSIBILITIES
A. Manager, ISS Program Office - Approval authority for all Program Directive types unless delegated otherwise. Responsible for identifying the need for new Program Directives, including Board charters, revisions to existing Program Directives, and for the cancellation of obsolete Program Directives.
B. Control Account Managers (CAM), ISS Program - Responsible for identifying the need for a new or revised Panel or Working Group charter under the authority of the existing Board and the cancellation of obsolete charters.
C. NASA CM team - Responsible for formatting, tracking, coordination, concurrence and approval signature routing, and posting Program Directives to the Program approved electronic repository.
D. Contractor - Responsible for identifying the need for new JPDs, revisions to existing JPDs, and for the cancellation of obsolete JPDs. Also responsible for implementing a thorough review of new and revised JPDs, submitting inputs through the evaluation process, providing concurrence signatures, and for ensuring contract compliance with the JPDs.
E. Initiating Organization - Responsible for generating the text, identifying the affected organizations, coordinating with NASA CM from initiation to closure, and for presenting the Program Directive to the appropriate approving authority.
Note: This may be the ISS Program Manager or Control Board.
A NASA Responsible Focal will be identified to coordinate with the CM team in guiding the Program Directive through the process until closure.
4.0 PROCESS
A. Initiation - The ISS Program Manager or any ISS organization can identify the need for a Program Directive. A Program Directive or revised Program Directive is prepared and provided to the CM team for initiating into the ISS Program Directive system. NASA CM will assign a tracking number and distribute for a formal evaluation.
Note: Revisions will include previously approved language with new data identified in bold and deleted data identified with strikethroughs unless specified otherwise.
B. Evaluation - After all required evaluations are obtained the Initiator/Responsible Focal will disposition all comments and modifications. Once all of the accepted modifications have been incorporated, the NASA CM Receipt Desk (CMRD) will upload the redlined Program Directive reflecting the final modified language into the Program approved electronic repository. An Evaluation Disposition Matrix reflecting the final disposition of each evaluation will also be uploaded into the Program approved electronic repository.
Note: Each Program Directive revision is processed through closure, whether approval is obtained or the Program Directive is cancelled or withdrawn. If significant modifications from the evaluation submittals warrant an additional review period, the Program Directive will be re-distributed for evaluation without a revision letter reflected. This will ensure that the modified language has introduced no additional impacts.
C. Approval - The final Program Directive is presented to the approving authority for signature. PPDs will be uploaded into the Program approved electronic repository for IP approval. Once all required signatures have been received, the NASA CMRD will upload the Program Directive into the Program approved electronic repository as Program Approved.
D. Cancellation/Withdrawal - If the ISS Program determines that a Program Directive is not required or obsolete, the Program Directive can be cancelled or withdrawn. Cancellation or withdrawal of a Program Directive must be coordinated with the affected Party. The Initiator is responsible for documenting the supporting rationale on the Cancellation/Withdrawal form (ISS_CM_010) located in the Program approved electronic repository and providing the completed form to NASA CM for required signature routing. The definitions for Cancellation and Withdrawal of a Program Directive are as follows:
1. Cancellation – the Program Directive is determined to be no longer required after it has already been NASA approved.
2. Withdrawal – the Program Directive is determined to be no longer required prior to obtaining NASA approval.
Note: Each Program Directive version is processed through closure, therefore, a cancellation or withdrawal only affects that version/revision, not the entire Program Directive number.
