FROM: BR/Contracting Officer, Operations Support Office

SUBJECT: Request for Proposal (RFP) 80JSC018R0008 – Gulfstream V Nadir Viewport Installation

The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is releasing request for proposal (RFP) 80JSC018R0008 for the Gulfstream V Nadir Viewport Installation (GVNVI) acquisition. This contract will install two nadir (down-looking) optical viewports in NASA’s Gulfstream V, S/N 672 per the statement of work. These viewports will be used to support a wide variety of airborne science programs.

ACQUISITION INFORMATION

The GVNVI solicitation has been designated a small business set-aside.

Offerors are advised that a number of changes have been made to the statement of work (SOW) that was posted with the original Government Request for Information (RFI), 80JSC017GVDIV.

These changes were based on industry feedback and other internal Government changes. Offerors are advised to read the SOW posted with the RFP solicitation carefully to note these changes.

Some highlighted changes include the following:

1) NASA intends to complete the aircraft modification in a single phase. See solicitation for schedule requirements.

2) The following requirements in the original RFI draft SOW have been deleted. It is NASA's intent to perform these tasks prior to aircraft delivery to the Contractor:

a) Cabin floor seat track installation

b) Cabin floor modification for optical viewports

c) Antenna relocation

3) The Government does not require that the gust lock and speed brake cables be relocated.

NASA believes that the 17.4-inch clear aperture requirement can be satisfied without relocating the cables.

4) Offeror’s shall assume for cost/pricing purposes that Federal Aviation Administration (FAA) certification is obtained via the FAA Form 337, Major Repair and Alteration process and that an FAA Supplemental Type Certificate (STC) is not required.

5) Contract Options are for design and analysis only. Options are not for fabrication or aircraft modification.
