Specifed Resources (Hours) The hours shown in this template are specified resources provided in the RFP and are required to be priced out by the prime contractor. An Offeror shall not change, eliminate or modify these hours when preparing its proposal. The hours represent the total for the prime contractor and all subcontractors for each contract year.

Fully-Burdened Composite Labor Rates The fully-burdened composite labor rates represent the composite rates for the prime contractor and all subcontractors for each SLC. The composite rates are calculated based on the percentage of performance by the prime and all subcontractors for each SLC. The fully-burdened rates shall include profit.

Fully-Burdened Labor Price The fully-burdened labor price is developed by multiplying the Specified Resources (hours) by the appropriate Fully-Burdened Composite Labor Rates.

Non-Labor Resources (NLR) This section of the template provides for annual NLR required for the performance of the contract and is to be completed by the prime contractor (including information for both the prime and subcontract). An Offeror shall not change, eliminate or modify this NLR cost provided in the RFP when preparing its proposal. The NLR cost represents the total cost for the prime contractor and all subcontractors for each contract year. If an Offeror proposes any burdens and profit, they shall be identified and calculated in this section of the template.

Phase-In Price The phase-in firm-fixed price is required of the prime Offeror only and is designed to show the total phase-in price (includes all subcontractor phase-in costs and profit) proposed. The price must be supported by a narrative basis of estimate (BOE).

TC(d) TC(d) -- Incumbency Assumptions

Prime Offeror Name:
Major Subcontractor Name:
Minor Subcontractor Name:
Incumbent RetentionProposing to fill _____% of positions with incumbents. Proposing to fill _____% of positions with non-incumbents.
Labor RatesProposing to pay _____% of incumbents more than current incumbent direct labor rates.

Proposing to pay _____% of incumbents current incumbent direct labor rates. Proposing to pay _____% of incumbents less than current incumbent direct labor rates.

Seniority Rights Proposing to maintain seniority rights for fringe purposes for __% of incumbents.

Proposing to not maintain seniority rights for fringe purposes for __% of incumbents.

Note 1: The Prime shall fill in all fields in each category above. Ensure that you provide supporting
rationale with specific details, in narrative form, explaining the proposed approach indicated above in the cost/price narrative.

This template is required of the Prime Offeror only. This template is a data point that provides visibility into any incumbency assumptions proposed by each Offeror pertaining to incumbency retention, incumbency direct labor rates, and incumbency seniority rights for fringe benefit purposes, and is not intended to influence an Offeror’s staffing approach. This template is to reflect the overall program percentages including prime, major and minor subcontractors.

Incumbent Retention The Offeror shall identify the percentage of all positions that would be staffed with incumbents and the percentage of all positions that would be staffed by non-incumbents. The two percentages must total 100%.

Labor Rates The Offeror shall identify the percentage of all positions that would be paid current incumbent direct labor rates and the percentage of all positions that would be paid other than current incumbent direct labor rates. The three percentages must total 100%. The Government understands that non-incumbent Offerors may only be able to estimate what the current incumbents are making; however, it simply wants to understand your intentions regarding pay for these employees, if retained. The Offeror shall provide an explanation, including detailed supporting data, of how the proposed salary structure will facilitate the retention of the proposed percentage of the qualified incumbent workforce.

Seniority Rights The Offeror shall identify the percentage of all positions that would retain seniority rights for fringe benefit purposes and the percentage of all positions that would not retain seniority rights for fringe benefit purposes. The Government understands that non-incumbent Offerors may only be able to estimate the current incumbents’ seniority levels; however, it simply wants to understand your intentions regarding seniority for these employees, if retained. The Offeror shall provide an explanation, including detailed supporting data, of how the proposed fringe structure will facilitate the retention of the proposed percentage of the qualified incumbent workforce.

NOTE: Information pertaining to incumbent direct labor rates and seniority levels will be available in the Technical Library prior to Final RFP.

File details come from the government source that posted it.
