1. The proposal due date has been extended from “2:00 PM EST on April 3, 2023” to “2:00 PM EST on April 10, 2023.”
2. Clause H.10 entitled “SUBCATEGORY 2.2 CAPABILITY VALIDATION TASK ORDERS
- ORDERING PROCESS AND FIRM FIXED PRICES” is hereby replaced in its entirety with the following Clause H.10 entitled “CAPABILITY VALIDATION TASK ORDERS -
ORDERING PROCESS AND FIRM FIXED PRICES.”

H.10 SUBCATEGORY 2.2 CAPABILITY VALIDATION TASK ORDERS -
ORDERING PROCESS AND FIRM FIXED PRICES
Capability Validation will be accomplished through a series of separate, sequentially-issued task orders. Each task order will consist of a subtask (as specified below) that covers a portion of the total Capability Validation effort. Following contract award, the Government will issue the first Capability Validation Task Order. After issuance of the first Capability Validation Task order, issuance of subsequent Capability Validation task orders is made contingent on the contractor’s successful completion of the then-current task order work and the Government’s acceptance of that work, as described further below. Should the contractor fail to successfully complete a Capability Validation task order, no further Capability Validation task orders under the contract will be issued, and further, the contractor shall be ineligible to compete for, or be awarded, any further contract work, including task orders for Operational Services (SOW 2.2) and Mission and Integration and Special Studies (SOW 2.3).
The Contractor shall provide all resources necessary to perform the work described in each task order at the firm fixed prices set forth below:
1. Task Order for Subtask 1 – Following award of the base contract, the Government will issue a task order consisting of subtask 1 (CMV-01 & CMV-02) with a firm fixed price of _$TBP_ . Issuance of a subsequent task order for subtask 2 is contingent upon the contractor successfully meeting the acceptance criteria for each of the subtask 1 milestones as specified in Section 2.1.3 of Enclosure BB.2 – RTO 2. Upon successful completion of this task order and acceptance by the Government, the next task order will be sequentially issued by the Government.
2. Task Order for Subtask 2 - Following successful completion of Task Order 1 (CMV-01 & CMV-02), the Government will issue a task order consisting of subtask 2 (CMV-03 & CMV-04) with a firm fixed price of _$TBP_. Issuance of a subsequent task order for subtask 3 is contingent upon the contractor successfully meeting the acceptance criteria for each of the subtask 2 milestones as specified in Section 2.2.3 of Enclosure BB.2 –
RTO 2. Upon successful completion of this task order and acceptance by the Government, the next task order will be sequentially issued by the Government.

Task Order for Subtask 3 - Following successful completion of acceptance of subtask 2 (CMV-03 & CMV-04), the Government will issue a task order consisting of subtask 3 (CMV-05) with a firm fixed price of _$TBP_. Issuance of a subsequent task order for subtask 4 is contingent upon the contractor successfully meeting the acceptance criteria for each of the subtask 3 milestones as specified in Section 2.3.2 of Enclosure BB.2 – RTO 2. Capability Validation will be accomplished through the issuance of task orders. Following contract award, the Government will issue the Capability Validation Task Order as proposed by the Contractor.
(a) For Category 1.0, the contractor must successfully complete the Capability Validation in order to be eligible to compete for, and be awarded, task orders for Operational Services (SOW 2.2) and Mission and Integration and Special Studies (SOW 2.3).
(b) For Category 2.0 the contractor must successfully complete the Capability Validation as follows:
(1) Subcategory 2.1 is Reserved.
(2) For Subcategory 2.2 the Capability Validation will be accomplished through a series of separate, sequentially-issued task orders. Each task order will consist of a Subtask (as specified below) that covers a portion of the total Capability Validation effort. Following contract award, the Government will issue the first Capability Validation Task Order. After issuance of the first Capability Validation Task order, issuance of subsequent Capability Validation task orders is made contingent on the contractor’s successful completion of the then-current task order work and the Government’s acceptance of that work, as described further below. The contractor must successfully complete all Capability Validation Subtasks (1 through
5) in order to be eligible to compete for, and be awarded, task orders for Operational Services (SOW 2.2) and Mission and Integration and Special Studies (SOW 2.3) that are issued under Subcategory 2.2. The Contractor shall provide all resources necessary to perform the work described in each task order at the firm fixed prices set forth below:

Issuance of the subsequent Subtask 5 will be contingent on the contractor successfully meeting the acceptance criteria for each of the Subtask 4 milestones as specified in Section 2.4.2 of Enclosure BB.2 – RTO 2. Upon successful completion of this subtask and acceptance by the Government, the next subtask will be sequentially issued by the Government.

Subtask 4 (CMV-06), the Government will issue a task order consisting of Subtask 5 (CMV-07) with a firm fixed price of _$TBP_ .
