1. The work consists of the installation of new underground electrical distribution facilities and removal, rearrangement, or modification of existing underground electrical distribution facilities, all within the area of the Goddard Space Flight Facility Wallops Flight Facility in the northeast portion of Virginia.
2. Work on this project involves working over, under, near, around, and on 12.47kV/7.2 kV underground electric distribution facilities owned by NASA. The project work includes the installation of new precast concrete manholes, SF6 switchgear, junction enclosures, 3-phase transformers, directional boring of HDPE conduit, copper conductors, and all associated hardware and equipment. The work also includes the removal of existing SF6 switchgear, 3-phase transformers, copper conductors all as detailed in the project plans and drawings.
3. Work on the project will be performed using a segmented or phased installation in order to maintain electric service to existing facilities, maintain existing electric system operation and coordinate the work with other projects in the area.
4. Base facility plans used for the design base of this work were furnished by NASA-Wallops
Flight Facility. Work to be performed under this contract was added by H.F. Lenz Co. and shall be used solely for work on this project.
5. All existing overhead and underground facilities shown on the base plans are diagrammatic in nature and for informational purpose only. Actual locations shall be field verified and documented prior to excavation or execution of the work. Additionally, the contractor shall be responsible for the field verification of the accuracy of all as-built documents used in the process of the work. All redlines and notes of offering construction or field conditions shall be reported and supplied to the NASA Project Manager for incorporation into the record drawings.
6. Contractor shall locate and mark all electrical circuits and underground utilities in the area of construction prior to any excavation. The contractor shall physically verify the location and elevation of the existing utilities indicated prior to the starting construction. Obtain digging/excavation permissions prior to the start of excavation by contacting the NASA project manager or representative.
7. Notify the NASA project manager or representative at least 7 days prior to starting excavation work. Contact the Government utility locate department system 48 hours prior to excavating.
8. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing facilities which are to remain. Repair or replace portions of any existing facility which has been altered during construction operations to match existing or adjoining work as approved by the NASA project manager. At the completion of construction, existing facilities shall be in a condition equal to or better than that which existed before new work started.
9. Permission to interrupt any base roads, parking lots and /or utility service shall be requested in writing a minimum of 15 days prior to the desired date of interruption.
10. All work around/involving roadways, to include roadway excavations and utility crossings, will be conducted in accordance with the Manual of Uniform Traffic Control Devices
(MUTCD) and the NASA General Safety Program Requirements (NPR 8715.3C).
Contractors shall provide and ensure appropriate road closure and detour signs are established as necessary for motor traffic management.
11. In order to minimize interruption to Wallops Flight Facility roadways, the contractor shall coordinate and schedule road crossing construction and closings per work phase to accomplish as many crossing as possible within the scheduled closing time frame.
12. Utility cutovers and interruptions should be scheduled after normal working hours or on
Saturday, Sunday, and government holidays. Contractor shall conform to procedures required in notes 13 and 14.
13. Regular working hours can consist of up to an 9.5 hour period between 7 a.m. and 4:30 p.m., Monday through Friday, excluding Government holidays.
14. Work outside the regular working hours shall be arranged in advance with the NASA project manager.
15. The contractor will be working around existing buildings which are occupied. Do not enter the buildings without prior approval of the NASA project manager.
16. Operation of installation utilities: The contractor shall not operate nor disturb the setting of the control devices on the base utilities system, including water, sewer, electrical, and communication services. Base personal will operate the control devices as required for normal conduct of the work
17. Personnel and Vehicle Access and Cell Phone Usage.
a. The contractor shall be required to obtain contractor tradesman passes for all personnel to access the installation and government property. Provide a list of employees (prime and subcontractors) on company letterhead for clearance into the project work area. The list shall be provided to the NASA project manager a minimum of 5 work days prior to scheduled work to be performed. Additionally, the list shall be maintained and updated a minimum of 5 working days prior to the time new employees need access to the jobsite.
b. Cell phone usage on Wallops Flight Facility while driving is strictly prohibited and violators will be ticketed. The contractor shall make sure all employees and those of subcontractors are aware of this restriction.
18. The contractor shall make every effort to cause as little disturbance as possible and protect the natural environment and resources of the base during the course of the work.
19. The contractor is responsible for the installation and maintenance of erosion control devices to control run off from the construction site for the duration of the contract. The contractor shall install approved erosion control devices as necessary to protect drainage course including temporary protection on side and back slopes as soon as rough grading is complete.
20. All excess soil, excavation, waste and debris shall be removed from the site as soon as practical during the course of the work. Soil and excavation materials should be removed from the Base and not stock piled unless they are to be reused.
21. The finish elevation of pad-mounted or ground sleeve mounted equipment should be a minimum of 24" above surrounding grade or adjacent roadways or as approved by the NASA project manager. Equipment is not to be installed within drainage control areas, areas subject to flooding or water holding areas.
22. Cable tags shall be provided for all underground circuitry, including medium and low voltage system cabling. Tags shall be provided at all accessible locations within the circuit.
Identification markings shall include the circuit designation, phase, source (from) and feed
(to) locations. For example, tags at the first handhole on an exterior lighting circuit would include, circuit designation (MDP-1), source (MDP ckt 1), feed (Lighting Pole 1). Tags at a transformer would include, source (Primary Riser Pole #xxxx) feed (Transformer #2). All cable identification tag information shall be identified and approved by the Public Works
Engineer prior to installation.
23. Single-phase fault indicators shall be provided on all incoming and outgoing conductors located within the medium voltage equipment enclosures. This includes all pad mounted enclosures for medium voltage equipment, such as transformers, sectionalizing cabinets, medium voltage switches, etc. Individually fireproof medium voltage conductors in all underground structures.
24. All conduits installed will include pulling lines/cables for installation of conductors.
25. Contractor is responsible for keeping one clean set of drawings for as-built markups. These markups will bereturned to the engineer for completion of a final set of as-built drawings to be presented to NASA Wallops Flight Facility as record drawings.
26. The contractor shall divert at least 50% of Construction and Demolition materials and debris through recycling. The contractor shall keep track of the weight (in pounds or tons) diverted and provide the data in a brief report upon completion of the project.
27. Contractor shall contact Chad Combs with NASA Safety, Code 803, for MEC Awareness
Training. There is a low likelihood that the contractor will come into contact with munitions and explosive constituents. Contractor to schedule MEC Awareness Training through the
COTR. Contractor shall contact NASA airfield Operations Center for training on airfield procedures prior to starting any construction on or near the airfield. Contractor to complete briefing on processes and regulations for conducting work in the Magazine Storage Area due to the ongoing explosive operations.
28. Contractor is responsible for providing a complete arc flash analysis for all ELECTRICAL
EQUIPMENT installations for the project. Contractor shall supply and affix arc flash hazard labels in accordance with NFPA 70E.
29. Contractor shall provide means for de-watering of open pits for the installation of junction cabinets, switchgear, and transformers before installing stone base if necessary.
30. All electrical work shall be installed in accordance with the 2017 National Electrical Code and all applicable federal, state and local codes. All electrical work, wiring, connections and associated equipment within the area of work shall be as per applicable articles of the
National Electrical Code. Coordinate with specifications for device requirements.
31. It is called to the contractors attention that the entire installation must be grounded in compliance with the National Electrical Code.
32. All wire, conduit, connectors, boxes, etc. necessary to achieve a complete electrical installation, where an electrical device is required by code but not shown shall be furnished and installed as though fully shown and specified.
33. Wallops Flight Facility is currently supporting various airfield operations and launch mission activities from the facilities in which work will be performed. It is the contractor's responsibility to schedule work so as to not interfere with airfield operations and launch mission activities in the area.
34. NASA reserves first right of refusal for all equipment demolished under this contract.
Coordinate removal of demolished equipment with NASA project manager, and deliver all equipment identified by NASA project manager to be salvaged to the on-site location directed by the NASA project manager. The contractor shall be responsible for the disposal of all demolished equipment refused by the NASA project manager.
35. It is called to the contractors attention that all circuit breakers with adjustable instantaneous feature and all circuit breakers with electronic trip circuit breakers with LSI or LSIG trip functions shall be adjusted by the contractor in accordance with the coordination and arc-flash study performed as part of this contract.
36. It is called to the contractor's attention that if any item indicated on the document conflicts with field conditions or conflicts with information indicated on the construction documents, the contractor shall immediately submit an RFI to the NASA project manager. Should no RFI be submitted for clarification the contractor shall include in his bid the more expensive option of the conflicting information.
1. Refer to the approved safety plan for detailed safety information and requirements.
2. All contractors must comply with Federal, State, and Local regulations pertaining to the environment. Additionally all work must comply with the approved project safety plan, as well as OSHA requirements and standards.
3. The contractor is responsible for safety of on-site personnel. If safety department personnel observe an unsafe condition, work will be stopped without contract extension until the unsafe condition(s) is/are remedied. Accident report forms (OSHA Form 301 or
300) will be submitted for each reportable occupational injury, illness, or lost time accident.
The contractor is responsible for notifying OSHA in the event of a serious employee illness or injury. Provide a copy of the accident report to the safety office.
4. All conductors and equipment shall be considered “Energized” unless checked, tagged, grounded, and checked again.
5. The contractor shall conduct daily “Tailgate” safety meetings covering the following items:
a. Proper wearing/use of personal protective equipment (PPE) and training to properly
DON/DOFF all PPE.
b. Control access to the job site and cleanliness of the jobsite.
c. Electrical safety on the jobsite.
d. Recognition of potential hazards at the jobsite and establishing abatement procedures to minimize them.
e. As required during work performance, abide by all excavation and trenching regulations.
6. Materials with "Environmental Conditions" or hazardous substances will be the government's responsibility for proper handling and disposal. The term “Environmental
Conditions” shall, without limitation, include the presence of or condition involving any pollutant, hazardous or solid waste, hazardous material or hazardous or condition involving any pollutant, hazardous or solid waste, hazardous material or hazardous or toxic substance regulated under any federal, state, or local law (including, without limitation, common law), regulation or ordinance or any substance (including, without limitation mold or other myotoxins) which may create an unsafe condition or pose any threat to health or safety (collectively "Hazardous Substances").
7. The Contractor shall conduct the fueling and lubricating of equipment and motor vehicles in a manner that protects against spills and evaporation. All used oil generated on site will be managed in accordance with 40 CFR 279. The Contractor will determine if any used oil generated while on-site exhibits a characteristic of hazardous waste. In addition, used oil containing 1000 parts per million of solvents will be considered a hazardous waste and disposed of at Contractor's expense. Used oil mixed with a hazardous waste will also be considered a hazardous waste. All hazardous waste will be managed with the approved
Environmental Protection Plan.
8. The Contractor shall take precautions to prevent releases/spills of oil and hazardous materials. In the event of any releases of oil and hazardous materials, chemicals, or gases;
immediately (within 15 minutes) notify the Base or Activity Fire Department, and the NASA
Project Manager. The Base Environmental Office shall make verbal and written notifications as required by the federal 40 CFR 355, State, local regulations and NASA Instructions. Spill response shall be in accordance with 40 CFR 300 and applicable State and local regulations.
Contain and clean up these spills without cost to the Government. If Government assistance is requested or required, the Contractor shall reimburse the Government for such assistance.
9. In addition to the requirements of the approved safety plan for this project the Contractor shall comply with the following:
a. Confined space work shall conform to OSHA 29 CFR 1910.146 and GPR 1700.6A
b. Any potential for a hazard in a confined space requires a permit system to be used.
c. Entry Procedures. Prohibit entry into confined space by personnel for any purpose until the qualified person has conducted appropriate tests to ensure the confined or enclosed space is safe for the work intended and that all potential hazards are controlled or eliminated and documented.
d. Forced air ventilation is required for all confined space entry operations and the minimum air exchange requirements must be maintained to ensure exposure to any hazardous atmosphere is kept below its' action level.
e. Workers shall have confined space safety training and be trained and knowledgeable in the proper use of confined space atmospheric monitoring equipment.
10. Contractor must maintain a copy of “Material Safety Data Sheet” (MSDS) for all chemical products or hazardous material that is required to perform the job. No lead, lead based, or
Chromium products will be allowed on Wallops Flight Facility.
