About this file

This document contains questions and responses related to a request for proposal for a GeoXO Ocean Color (OCX) instrument definition-phase study. The study involves a 20-month effort with a final report due 12 months after award and risk mitigation and technology development reports due at 20 months. The value of each of the anticipated two firm fixed price contracts is approximately $5 million. The solicitation number is 80GSFC21R0043 and is being issued by NASA/GSFC for the Geostationary and Extended Orbits Program. The OCX instrument is planned to fly on NOAA's GeoXO satellites beginning with a 2032 launch. The NAICS code is 541330 and size standard is $15 million. The final RFP is expected to be released in August 2021.

RFP 80GSFC21R0043 Questions and Responses

Question 1:

In the OCXSOW, Section 3.1.1. Kickoff meeting references CDRL 35 and CDRL 32. In the CDRL table, CDRL 35 is the Final Study Report due 72 hrs. prior to final review. Please clarify that CDRL 35 in section 3.1.1 should be CDRL 32.

Response to question 1:

The first mention of CDRL35 is a typo and the cross reference should be only to CDRL32.

OCXSOW91 “The Contractor shall support a kickoff meeting within 2 weeks of the authorization to proceed to provide a team introduction, summary of the proposed work for the study, proposed study schedule, and a high-level introduction to the initial imager design concept. The Contractor will plan for a 2-hour virtual meeting. The Contractor will deliver a soft copy of the Kickoff chart set 24 hours prior to the meeting. (CDRL 32)”

Amendment 3 will reflect this update to the OCXSOW.

Question 2:

Please clarify 0.2 um resolution greater than or equal to 0.75 um is correct.

Response to question 2:

No, 0.2 um (200 nm) beyond 0.75 um is not correct. OCXPORD131 should have the text below (changes in italics). Rationale helps to indicate original intent.

OCXPORD131 “OCX shall collect hyperspectral data with spectral resolution of 0.020 um (TBR) at wavelengths shorter than 0.750 um, except for those described in OCXPORD130, and 0.020 um (TBR) at wavelengths ≥ 0.750 um, with at least 2 spectral samples per spectral resolution element.

Rationale: Spectral resolution of 0.020 um in these regions is driven by other features, with at least Nyquist sampling for the 0.020 um preferred.”

Amendment 3 will reflect this update to the OCXPORD.

Question 3:

Is it NASA’s intent that a direct data connection be established between GXI and OCX to avoid violating OCXPORD66? Or is it NASA’s intent that OCXSOW116 would apply exclusively to a To-Be-Defined High Value Scan Mode and not to Normal Operational Scan Mode with its requirement for 7day autonomy? Or that the SOW takes precedence and the autonomy requirement in the PORD can be waived?

Response to Question 3: OCXSOW116 is an analysis task. Any potential refinement of the OCXPORD66 will consider the results of the analysis task. There are no plans to waive the 7day autonomy requirements at this time.

Question 4:

Request for clarification, does the customer want us to update CDRLs 23 and 27 for the submittals of the reports at month 20 or should there be 1 or 2 additional CDRLs for these 2 reports at month 20?

Response to question 4: CDRL23 (Tech. Dev. Plan) and CDRL27 (Risk mitigation effort) are due at end of the study period, CA+12 months. At the end of the 20m Technology Development period we expect only the final Technology Development Report that was not called as a separate CDRL, but it is mentioned in OCXSOW11. The Tech Dev. Report associated with OCXSOW11 should include final updates related to the technology development plan and the risk mitigation efforts.

Question 5:

The SOW states that the Flight Contract award will be in Q4 FY23, is this a correct date? Will it really overlap with the end of the 20-month Phase A study? Or will that date be pushed out to ensure no overlap with the Phase A study process?

Response to question 5:

“The guiding assumptions schedule is notional. The technology development report is the final delivery of the phase A study. The requirements for the phase B development contract are supported by the final report package required to be delivered at 12 months after phase A contract award.”

Question 6: For the offer volume, is NASA requesting that offerors include all clauses and model contract or only the portions that require offerors to complete a portion (e.g. reps and certs that require offerors check a box)?

Response to question 6:

For clarification the offer volume should include the completed SF33, Sections B-J Fill in pages and Section K reps and Certs.
