About this file
This document contains questions and answers regarding an amendment to a request for proposals for programmatic and institutional knowledge services. The solicitation seeks a contractor to provide personnel, services, and materials to support agency conferencing task order events for NASA Headquarters, Goddard Space Flight Center, and other NASA centers. The questions and answers provide clarification that offerors should only propose loaded rates for direct labor and not update the government-provided other direct costs. Significant subcontractors performing over 25% of the maximum ordering value must include loaded rate matrices. The sample task order exhibits shall not be altered by offerors.

PIKES RFP Amendment 1 Questions and Answers
1. In Amendment 1 NASA PIKES doc (issued February 13), it says -Exhibits 2 and 3 shall be populated with the Offeror’s proposed loaded rates in accordance with the notes on the subject exhibits. The Government has provided the direct labor hours and ODCs to perform each RTO.
These Government estimates shall not be altered. But, in Exhibits 2 and 3 there is no place to include proposed labor rates.
Response: Proposed labor rates should be inserted under “Direct Labor Costs” in Exhibits 2 and 3.
2. In Exhibits 2 and 3 there is a foot note – “**Prime Contractor Loaded DL Cost Loaded through G&A (no Profit)”, however, it is not referenced anywhere. Should this be applicable to all labor costs on these exhibits?
Response: This is not applicable.
3. In Exhibits 2 and 3, the Government has filled in the Total ODC row, along with the individual ODC figures. This does not allow us to include the “Applicable Indirect Costs applied against ODCs.” Will the Government allow the offeror to update the Total ODC to include the indirect costs?
Response: Offerors should only be proposing loaded rates. The ODCs shall not be updated.
4. Since the Government has already specified the labor categories and hours for the RTOs under Prime Labor, is it still necessary to identify Significant Subcontractor labor cost, when applicable? If yes, is it okay to move the specified labor category and hours from the Prime labor section to the Subcontractor section?
Yes, the offeror should identify which labor categories are being performed by significant subcontractors and the significant subcontractor rates shall be used for the RTO proposed cost.
5. Section 3 states that the Prime Offeror shall include a fully-loaded direct labor rate matrices for each Significant Subcontractor that is equal to or greater than 25% of the IDIQ Maximum Ordering Value.
Will the government consider changing this to “equal to or greater than 25% of the total labor costs of the IDIQ contract”?
No, there is no way to calculate 25% of the total labor cost within the potential maximum value.
Therefore, the RFP will not be changed and the matrices shall reflect the rates for significant subcontractors performing 25% or greater of the maximum ordering value.
If the prime procures the materials, ODCs, travel etc., the RFP definition may require that the subcontractor perform over 50% of the loaded labor costs - something that is not allowed by the SBA 8(a) rules.
6. Is it the government’s intent to award either of the RTOs with the award of the IDIQ? If so, will offerors be able to adjust the ODC amounts, such as travel, prior to the award of the RTOs?
Response: No, they are just samples.
7. In the amendment 1 additional pages, section D.(3) states that the labor hours and ODCs listed on
Exhibits 2 and 3 “shall not be altered.” Is it the Government’s intent that offerors not change or add to any of the cost categories and/or amounts under the ODC section of the revised exhibits?
Response: Offerors should only be proposing loaded rates. The ODCs shall not be updated.
