INDUSTRY DAY/SITE VISIT REGISTRATION

The NASA Glenn Research Center (GRC) plans to issue a Request for Proposals (RFP) 80GRC018R0023 for the Janitorial Services Acquisition.

The Janitorial Services RFP will be for the acquisition of all labor, supplies, on-site management and overall administration, tools, materials, equipment, transportation and vehicles necessary to perform all tasks. at the NASA Glenn Research Center (GRC) and Plum Brook Station (PBS).

The Government does not intend to acquire a commercial item using FAR Part 12.

The North American Industry Classification System (NAICS) Code and Size Standard are 561720, Janitorial Services, with a Size Standard of $18M in Average Annual Receipts, respectively. This acquisition will be processed utilizing Total Small Business Set-Aside for Small Businesses (SB).

The on-site industry day and virtual one-on-one meetings via teleconference event will be taking place on Tuesday April 23, 2019. Registration information is attached to this synopsis.

The goal of the industry day is to promote and facilitate open communication with industry. The purpose of the one-on-one meetings is to allow industry the opportunity to openly communicate with the Government by providing comments and inputs early enough in the procurement process for consideration when finalizing the Request for Proposals (RFP). Participation is encouraged for potential offerors, but not mandatory. The industry day briefing materials and list of participants/interested parties will be posted to Federal Business Opportunities (FBO).

Industry Day/Site Visit: Tuesday April 23, 2019 (9:00 - 11:30 a.m.)

· There will be a question and answer portion of the presentation.

· NASA will provide a confirmation e-mail.

One-On-One Teleconference: Tuesday, April 23, 2019 (12:30 - 6:30 p.m.) and Wednesday, April 24, 2019 (9:00 a.m. – 12:30 p.m.) *if necessary

· Sign-up required for One-On-Ones

· Companies shall provide a specific phone number to utilize for a one-on-one teleconference; NASA would call into this number

· NASA will provide a confirmation e-mail of the virtual one-on-one time slot

Please note that neither side will be making a formal presentation during the one-on-one meetings; recording (including, but not limited to, photo-, video-, and audio-recording) devices are prohibited.

The following topics may be discussed:

1. The general purpose of the announced procurement;

2. Any information about GRC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors;

3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement;

4. Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and

5. Procurement specific information already published such as information contained in the acquisition forecast, draft Statement of Work (SOW), and pre-solicitation synopses.

Questions regarding the subjects below will not be discussed:

1. Proprietary or confidential business information of incumbent contractor(s) or other business entities;

2. Privacy Act protected information such as, incumbent contractor employees’ personal data;

3. Trade Secrets Act protected information;

4. Speculation on what the Government might be looking for in proposals;

5. Different technical and management approaches;

6. Technical Efficiencies;

7. Any particular Government Emphasis; and

8. Incumbent’s performance

REMINDERS:

The Government does not intend to formally respond to comments/questions, but will consider comments when finalizing the Request for Proposal (RFP). The Final RFP document is the official call for proposals, and the language in it dictates the terms of the procurement, regardless of what may have been posted previously. In accordance with Federal Acquisition Regulation (FAR), part 5, entitled, "Publicizing Contract Actions," contracting information gets posted to the Federal Business Opportunities (FBO) website and made equally available for all interested parties simultaneously. It is your responsibility to monitor the FBO website for the release of any information regarding this acquisition and downloading your own copies of the information, as it becomes available. https://www.fbo.gov

The anticipated release date of the Final RFP is on or about 05/01/2019 with an anticipated offer due date of on or about 08/29/2019. The solicitation and any documents related to this procurement will be available over the Internet at FBO. It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable.
