NASA AMES QUESTIONS AND ANSWERS 80ARC025Q0002 - AMENDMENT 01
Question / Comment # Document Name and/or Attachment Number Question Response 1 Request for Quote Please elaborate on the acquisition timeline. The acquisition timeline is driven by the following events:
1. Offers are due by 3:00 p.m. EDT on August 27, 2025.
2. FAR 52.212-1 (c ) - The Instructions to Offerors states, " The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation."
3. The Statement of Work (SOW), Delivery section states, "Delivery of the unit is expected within 5 months not including installation, but rapid delivery will be preferred."
2 Request for Quote Are we allowed to submit more than 1 offer? Yes. FAR 52.212-1 (e) Multiple offers states, "Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
3 Statement of Work - Background What type of samples that will be measured? Samples of thermal protection materials (mainly carbon-based ablators, but ceramics may also be explored) will be measured. Dimensions will vary from (1mm)^3 to plugs of diameter 300 mm by height 300 mm.
4 Statement of Work - Background Our firm wants to offer a current demo system as a response to this bid, but the system is over 1 year old.
The item would receive a full maintenance, and all necessary components will be refurbished or replaced, to ensure this system operates as a new one. Is this acceptable?
A current model "demo unit" is defined as an item that is still commercially sold by the vendor, and is listed for sale on the vendor's website at the time the offers are due.
5 Statement of Work - Minimum Requirements How will detail detectability be evaluated? A JIMA resolution test chart as stated in the SOW. Any item proposed will state resolution and provide supporting data that corresponds to the JIMA resolution test chart.
6 Statement of Work - Minimum Requirements Please verify that the minimum kV for a microfocus tube in an optional dual-tube configuration must also be 160kV (and not “150kV”).
The SOW is revised to state, "The system shall contain either one tube, with a continuously variable accelerating voltage up to at least 160 kV, or 2 tubes (one microfocus and one nanofocus), and the power of the HIGHEST powered tube should be at least 160 kV"
7 Statement of Work - Minimum Requirements The requirements state “...at least one detector, preferably flat panel or CMOS.” Does NASA have a preferred detetctor type? And can NASA expand on the “at least one” verbiage?
The SOW states, "The system shall contain at least one detector, preferably flat panel or CMOS. Additional detectors may be provided for better resolution."
8 Statement of Work - Minimum Requirements Does NASA specifcally require a system that operates on 208V or 230V power source? Our systems do not require specialized power sources. They operate standard 110V circuits and can be plugged directly into a standard wall outlet.
No, NASA does not require a system that operates on 208V or 230V. That requirement indicates the maximum available voltage in the place of performance.
9 Statement of Work - Minimum Requirements The SOW states that “The acquisition workstation shall be equipped with at least: 28 high-performance computer cores, 2 separate GPU-based NVIDIA graphics card, 768 GB of RAM, 8 TB of storage (including at least 2 GB on SSD), a 40 inches monitor or larger.” Are these the desired specifications for the acquisition PC? Or were these specifications intended for the reconstruction PC?
The SOW is revised to state, “The RECONSTRUCTION workstation shall be equipped with at least: 28 high-performance computer cores, 2 separate GPU-based NVIDIA graphics card, 768 GB of RAM, 8 TB of storage (including at least 2 GB on SSD), a 40 inches monitor or larger.” There are not required specifications for the acquisition workstation other than the OS.
10 Statement of Work - Minimum Requirements What type of modules is NASA expecting for Post Processing Software? The SOW states, "Software shall include unit control, data acquisition, automation, calibration and reconstruction."
11 Statement of Work - Minimum Requirements Please clarify the following: The requirements state that “software shall be free for users, in perpetuality, for an unlimited number of users”. Does this mean that the software is not linked to a specific user?
The SOW states, "Software shall include unit control, data acquisition, automation, calibration and reconstruction. Software shall be free for users, in perpetuality, for an unlimited number of users". Therefore, the software or software suite that provide unit control, acquisition, automation, calibration and reconstruction capabilities should not have a limit of the number of users that can use it for free or without additional licenses.
12 Statement of Work - Minimum Requirements Does NASA require both an acquistion and reconstruction workstation? Yes.
