TO: All Potential Offerors

SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. 80ARC021R0001, for Aerospace Testing and Facilities Operations and Maintenance (ATOM-5)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Ames Research Center’s (ARC) Aerospace Testing and Facilities Operations and Maintenance (ATOM-5) draft solicitation. The ATOM-5 contract will provide support services to the Aeronautics and the Exploration Technology Directorates at NASA Ames Research Center (ARC). The work to be performed includes testing and facility operations, development projects and operation of support facilities, performance of maintenance and repairs, and administration.

The purpose of this contract is to utilize ARC’s aerospace facilities to satisfy the research, development, testing, and commercial needs of Government and commercial programs and projects.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.

Potential offerors should identify any unnecessary or inefficient requirements, and are also encouraged to comment on the CLIN structure, any unique terms and conditions, the clarity of the Core requirements and Case Study, CDRLs, past performance, the cost exhibit and instructions, and the Section M Evaluation Criteria.

This competitive acquisition will result in a Single Award hybrid contract with Firm Fixed Price (FFP) Contract Line Items (CLINs) for Phase-In and Core Contract Management and Administration (CM&A); Cost-Plus-Fixed-Fee (CPFF) CLINs for Core Technical Requirements:

General Services, Testing Services; a Cost Reimbursable (CR) (No Fee) CLIN for Training, Certifications, and Travel; and Indefinite Delivery/Indefinite Quantity (IDIQ) task order requirements under which FFP or CPFF task orders will be executed. The contract will have Core requirements with a base period of performance of 24 months, and three 12-month option periods. The IDIQ CLINs will have an effective ordering period of five years from the contract effective date. The North American Industry Classification System (NAICS) code for this acquisition is 561210 and the small business size standard is $41.5 million.

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).

The current planned release date for the Final Request for Proposal (RFP) is on or about August 10, 2021, with proposals due approximately 45 calendar days later.

The anticipated contract award date is April 8, 2022, with an anticipated contract effective date 30 days later. The Contractor shall perform the work under this contract at NASA Ames Research Center, Moffett Field, CA 94035-0001 and at other locations as directed in writing by the Contracting Officer.

The following additional information is provided to assist in understanding this acquisition:

1. A Phase-in period will be conducted. Performance of Phase-in shall be 90 days from the effective date of the contract. Phase-in will be FFP and is CLIN 0001.

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance.

3. The ATOM-5 Industry Day/Pre-proposal conference will be held on July 13, 2021. See Section L.7(a) of the DRFP for details.

4. NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI). Offerors should refer to L.9 of the DRFP, Provision ARC 52.209-98 Organizational Conflicts of Interest and Limitation on Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting.

5. Please note a Secret facilities clearance is required for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy requires all acquisition-related documents be released in Adobe Portable Document Format (PDF). Cost/Price exhibits will be released in MS Excel.

This DRFP is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA ARC to pay any proposal preparation costs, nor does it obligate NASA ARC to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Comments and questions should be submitted within 20 calendar days after the release of this DRFP. All emails should have the subject line: ATOM-5 DRFP <<your company name>>. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation. The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).
