Questions and Answers

Q1 Architect-Engineer Services Synopsis, Section VIII, Submission Instructions, page 10:

Submission page limitation states that font size shall be 12-point font. We request that the font in the tables and graphics be a minimum of 10-point font.

A1 Synopsis Section VII SUBMISSION PAGE LIMITATIONS is revised to change the 30-page limitation for the submission, including SF 330 Parts I and II, to a 50-page limitation. Synopsis Section VIII SUBMISSION INSTRUCTIONS, Paragraph 1) and 2) are deleted and replaced as follows:

1) To ensure that all firms are evaluated equally, any submissions that have altered the SF 330 Sections A-H in any way will be considered non-responsive and will not be considered for selection. The prohibited alterations include, but are not limited to:

Insertion of photos, tables, or graphics in Sections A-G.

Modifying, deleting, or altering any block sizes.

Altering the font or font size.

Altering paragraph line spacing.

Modifying or deleting page layouts or using an in-house form.

Altering the margins of the form.

2) Any additional information that cannot fit within the SF 330 Sections A-G can be included in Section H.

At least one page in Section H must include the standard form with blocks

31-33 filled in.

The firm may choose to use multiple pages of the section H form;

however, the form shall not be altered in any way as described above.

The firm may choose to use supplemental Section H pages, (edited in

Microsoft Word or similar) in which diagrams, charts, tables, graphics, and photos may be included. The format of the pages shall include:

• Text Font no smaller than Times New Roman 12-point.

• Font size for diagrams, charts, tables, graphics, and photos included in the supplemental pages shall have text no smaller than Times New Roman 10-point font.

• Margins set at one inch on all sides.

• All Section H pages, including supplemental pages, count towards the 50-page limit.

Q2 Attachment 4, SF 330: The text fields in Attachment 4 do not meet the specified margins, text style, or font size requirements detailed in the solicitation. Please confirm there is no problem with the SF330 form.

A2 The SF 330 form is developed and maintained by the General Services Administration (GSA). NASA is not responsible for the format of the Standard Forms (SF). Therefore, the SF 330 form as found in the GSA Forms Library has its own instructions and is

A6 Yes. All submissions shall use the fillable version of the SF330 (Rev. 7/2021) downloaded from the GSA Forms Library (https://www.gsa.gov/forms-library/architect-engineer-qualifications). Attachment 4 is the SF330 from the GSA Forms Library. The SF330 will be combined with the items described in the synopsis to form the proposal submission package. This includes the items in Q6.

Q7 Architect-Engineer Services Synopsis page 10, Section VIII, Section 1, Submission Instructions: It states that the SF 330 forms shall be used for Sections A-H and they may not be modified. Will the contract be allowed to add page numbers and headers for identification purposes?

A7 Do not alter the SF330 form. Page numbers and headers for identification purposes for the supplemental Section H pages may be added outside of the 1 inch margins.

Q8 Architect-Engineer Services Synopsis page 10 & 11, Section VIII, Section 2 Submission Instructions: The second bullet states that the firm may use multiple pages of the Section H form for supplemental information, but the form may not be altered. The next bullet states the firm may also choose to use an edited Microsoft Word. To make sure there is no contradiction, please confirm a firm may use an edited Microsoft Word document for supplemental Section H information.

A8 Yes. As stated in the instructions, at least one page in Section H must include the standard form with blocks 31-33 filled in. An edited Microsoft Word document may be used to supplement Section H information instead of using multiple pages of the Section H form.

Q9 Attachment 1: Due to government turnover on some programs and the tight time frame for submission, the contractor requests that the requirement for the PPQ (Attachment 1) be interchangeable with the submission of the project/program CPARS. Will the Government remove the absolute requirement for the submission of the PPQ form?

A9 No. All offerors are required to submit Section I of the PPQs for projects submitted with their SF 330 package as identified in Section V of the Synopsis. Offerors must ensure POCs and contact information are listed in Section I of the PPQs even if the customer does not respond. If necessary, NASA will contact the POC for additional information.

NASA may review other sources separately from the PPQs. The sources may include but are not limited to Government past performance databases (e.g., Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Performance Assessment Reporting System (CPARS), etc.) and interviews with previous and current customers.

Q10 Some federal government agencies have Design Excellence programs or goals. Will this IDIQ with NASA ARFC have projects with similar architectural goals?

A10 No. The solicitation does not require Design Excellence programs or goals to be specified in the contractor submitted projects however, goals may be established at the Task Order level.

Q11 Can you please clarify the $75,000,000 contract maximum value: Is this the maximum in fees for the contract holder or construction cost of the projects in the contract?

A11 Awarded contracts will be Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. The Government places orders for individual requirements through the use of task orders as described in FAR 52.216-18 “Ordering”. Pricing of ordered work is done at the task order level. The $75,000,000 reflects the maximum amount (cumulative of all task orders) that can be ordered under the contract.

Q12 In order to meet the requirements for Evaluation Factor 2, is it permissible for one individual to fill more than one role, i.e. Contract Manager AND Quality Control Manager? If so, please clarify whether a separate resume should be used for each role, or if both roles should be noted in field 13 of a single Section E of the SF330.

A12 Yes. A person can fill more than one role, however the firm’s capacity to support NASA will be affected under the Section 4 Capacity score. Clearly specify on the resume the proposed roles and demonstrate experience with both roles. It’s the offerors’ discretion on whether to submit a separate resume or specify both roles in block 13 of Section E of the SF 330.

Q13 Under Section VII. Submission Page Limitations, it is noted that the 30-page limit includes SF 330 Parts I and II. Based on this requirement, our assumption is that the government only wants an SF 330 Part II from the prime entity. Please confirm. If SF330 Part IIs were to be required for subconsultants, this would take up a considerable portion of page count.

A13 Yes, SF 330 Part II submission is for the prime entity. SF 330 Part II will only be required for subconsultants if under a teaming agreement or joint venture.

Q14 Under Section VIII. Submission Instructions, Item 2 is labeled as “Any additional information that cannot fit within the SF 330 Sections A-G can be included in Section H.” Further on, this item notes “Any supplemental information provided in Section H Regarding Specialized Experience that is not a part of Part of Projects 1-5 will not be evaluated under Specialized Experience.” Based on these two instructions, the assumption is that the intent is for Section H to provide an opportunity to include photos and other items related to Projects 1-5, but not other projects. Please confirm. Also, can

Section H be used to share other, non-project specific information about our firm’s capabilities as they relate to the Scope of Work and RFQ Requirements?

A14 Section H provides an opportunity to provide supplemental information, such as photos, that is related to Projects 1-5. As stated in SF330 instructions for Section H, Block 30, only information specifically requested by NASA is to be provided in this section. NASA is not requesting any information outside of Projects 1-5.

Q15 Given the long list of varied facility types and services covered in the synopsis, could the number of Section F projects be increased to 7 or 10? If so, could the page limit be adjusted accordingly?

A15 No. NASA requires no more than 5 projects in Section F of the SF 330. See A1 for page limit revision.

Q16 Synopsis states that the SF330 form “natively uses Times New Roman font with 12-point type” and that the form cannot be altered. However, the form does not use this font and type. The form uses Arial font with varying font sizes from 8-10. Please clarify NASA’s intent. Are we to use the native font provided in the fillable PDF (Arial, 8-10) or are we to alter the font to make it Times New Roman with 12-point type?

A16 Do not alter the font in the SF330 form. The Note regarding “natively uses Times New Roman font with 12-point type” has been removed from the corresponding bullet in Synopsis Section VIII, paragraph 1). See A1 for the correction.

Q17 Is bolding of text allowed within the SF330 form?

A17 No, the SF 330 form may not be altered.

Q18 The RFQ states "A-E firms responding to this synopsis must submit a complete SF 330 package. Unique Entity Identifier (UEI), Commercial and Government Entity (CAGE) and Taxpayer Identification Number (TIN) numbers must be included in Block 30 of the SF 330. The submission, including SF 330 Parts I and II, shall not exceed 30 pages. The submission must include a completed SF 330 Parts I and II and the firm may use its discretion on how best to present the information requested within the synopsis. The pages exceeding the maximum page limit will not be evaluated. The following are excluded from the 30-page limitation: submission transmittal cover pages, tab pages, tables of contents, signed amendments (if applicable), licensure/accreditation copies, copies of Section I from submitted PPQs, and completed CPARS evaluations." Please confirm that Part II pages are also excluded from the 30-page limitation.

A18 SF 330 Part II pages are included in the 50-page limitation as per Section VII of the synopsis.

Q19 RFQ Synopsis Page 5 states "One (1) Cost Estimator (certified, RA or PE) with demonstrated experience providing accurate cost estimates for large, complex, multidiscipline projects." Please confirm a cost estimator would be deemed qualified/acceptable with a cost estimating certification and does not currently possess an RA or PE license.

A19 Yes. A cost estimator possessing either a cost estimating certification, RA license or PE license is acceptable.

Q20 The RFQ states "Provide resumes for the following personnel (at a minimum):" and lists required disciplines. Will this selection criteria be scored less favorably if one (1) person is submitted with resumes for two (2) disciplines (i.e. dual hat)?

A20 See A12.

Q21 Would it be possible to increase the page limit? With the resumes requested, project pages, SF330-Part II and other supplemental information 30 pages does not seem sufficient.

a. If the 30 pages do remain, are all consultants on a team required to submit the SF330-Part II? Or just the Prime?

A21 See A1 and A13.

Q22 VIII. Submission Instructions. Item 1), bullet 3, Altering the font or font size. Note: The form natively uses Times New Roman font with 12-point type with a set cell size. The SF330 form provided with the solicitation is defaulting to Arial font with 10-point type.

How should we address this discrepancy from the submission instructions?

A22 See A16.

Q23 VIII. Submission Instructions, Item 2) bullet 3, states: The firm may choose to use supplemental Section H pages, (edited in Microsoft Word or similar) in which photos and/or tables may be included. The format of the pages shall include: Font no smaller than Times New Roman 12-point...Item 2) bullet 3 states Section H should be no smaller than Times New Roman 12-point. Please confirm if this is correct or if Arial 10-point should be used consistent with the SF330 form default setting.

Q24 IV. Selection Criteria, 2. Professional qualifications necessary for satisfactory performance of required services. Page 7 of 15. The A-E firm is required to provide proof

7 9 of license(s) or professional accreditation(s) for key personnel. Are we required to submit copies of the licensure/accreditation as proof?

A24 Yes.

Q25 IV. Selection Criteria, 4. Capacity to Accomplish the Work in the Required Time. Page 8 of 15. The requirement states "In order to demonstrate a history of the proposed team members (and firms) working together, for each of the projects submitted under “Specialized Experience”, provide a table showing which of the key personnel submitted under “Professional Qualifications” were a part of the design team for that project."

Please verify that this table is referring to Section G.

A25 Yes, the Section G Matrix is acceptable. It is the intention to show a history of the key personnel working together.

Q26 IV. Selection Criteria, 2. Professional qualifications necessary for satisfactory performance of required services. Page 5 of 15. Can one person fill two roles?

Q28 VIII. Submission Instructions, 2) Any additional information that cannot fit within the SF 330 Sections A-G can be included in Section H. If additional information from Sections F is to be included in Section H, should it be presented as continuation from the Section F text or can additional information be provided in tables or other formats?

A28 Synopsis Section VIII paragraph 2 is revised to state, “The firm may choose to use supplemental Section H pages, (edited in Microsoft Word or similar) in which diagrams, charts, tables, graphics, and photos may be included.” See A1 for the revision.

Q29 VII. Submission Page Limitations. The requirement states "The submission, including SF 330 Parts I and II, shall not exceed 30 pages". Please consider removing the Part IIs from the page count.

Q33 Our team is proposing under a newly formed Joint Venture. Due to extended turnaround time on CAGE code issuance, we are currently waiting on our CAGE Code. Please confirm that it is acceptable for our entity to submit a proposal on this opportunity as long as we provide our Unique Entity Identifier (UEI) and Taxpayer Identification Number (TIN) along with a copy of our Joint Venture agreement, with the intent that the CAGE code would be assigned prior to award if selected.

A33 Yes. It is acceptable.

Q34 Since electrical engineering is a key discipline, are we permitted to include an additional resume?

A34 Yes. Firms should provide resumes for all key personnel who will actually perform the major duties for the A-E Scope of Services in this synopsis.

Q35 I was curious for this project if there’s a list of those interested in this solicitation.
