This notice provides information on a multiple award indefinite delivery indefinite quantity contract for flight and payload integration services to be awarded by the National Aeronautics and Space Administration Armstrong Flight Research Center. The contract aims to provide various flight profiles including reduced gravity exposure through high altitude balloons or spacecraft, exposure to high altitude environments above 30km, space environment testing with free fall descent, controlled descent and vertical landing capabilities, and controlled high altitude ascent and descent. Questions and Answers
Q.1: Will NASA have an on-ramp process for bringing new vendors on to the contract after the initial award of IDIQ contracts?
A.1: Yes.
Q.2: Profile 1: Please clarify acceleration environment requirements. Does this mean RMS acceleration magnitude is below 0.005G, or total vibrational energy content below a certain frequency threshold remains below 0.005 G?
A.2: The 0.005 G requirement is RMS acceleration magnitude.
Q.3: Profile 1: Will ascent to 80km above mean sea level be defined as a threshold and 100km above MSL as an objective in the RFP?
A.3: Yes. The 80KM is minimum acceptable performance and desired performance is 100KM and above.
Q.4: Profile 5: Please define "controlled trajectory" for the purposes of Profile 5 payload return. Does this require active guidance along the full trajectory, a controlled soft landing, or the ability to provide inputs during test planning for the flight trajectory?
A.4: The objective is to provide a predetermined flight path, with capability to loiter at 30KM for short durations, while maintaining stable altitude +/-1KM. It would be beneficial to have the capability of accepting control inputs from the payload but it is not a requirement. It would also be beneficial to provide the payload a view of the earth below. Landing should be sufficient to recover the payload intact, which may entail either a soft landing or a parachute recovery.

Q.5: If there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
A.5: The incumbent contracts are: Masten Space Systems Inc. (NND14AP01B), Virgin Galactic LLC, (NND14AP03B), UP Aerospace Inc. (NND14AP04B), World View Enterprises Inc.
(NND15AP02B), GSSL, Inc. (NND15AP09B), and Blue Origin Texas, LLC (NND16AP03B)
Q.6: Why the flight profiles did not contain High-G or transient G testing?
A.6: While there may be some requirements and interest in having this capability, it is not currently included in our program and is not anticipated that we will have that as a requirement in the foreseeable future.
Q.7: I would appreciate consideration with regards to the flexibility of the on-ramp provisions in this latest release of the Flight and Payload Integration Services solicitation.
