About this file

The document is a Vendor Compliance form from the City of San Angelo, Texas Purchasing Division, specifically addressing reciprocity requirements for non-resident vendors bidding on city contracts. The form outlines specific provisions under Texas Government Code 2252.002 that govern how out-of-state vendors must compete with Texas-based vendors in the bidding process, requiring non-resident vendors to potentially underbid Texas resident vendors by the same percentage they would be required to underbid in their home state.

The form requires non-resident vendors to disclose their home state and whether they are legally required to bid lower than resident vendors in that state, with specific sections for both non-resident (Section A) and Texas resident (Section B) vendors to complete. If a non-resident vendor fails to complete the appropriate section, they will be automatically disqualified from the bidding process. The form includes spaces for vendor contact information, signature, and date, and is part of the city's procurement compliance process, with the primary goal of ensuring fairness in competitive bidding for city contracts.

CITY OF SAN ANGELO, TEXAS • VENDOR COMPLIANCE ON RECIPROCITY

Vendor Compliance with Reciprocity on Non-Resident Vendors

Texas Government Code 2252.002 provides that, in order to be awarded a contract as low vendor, a non-resident vendor must bid projects for construction, improvements, supplies or services in Texas at an amount lower than the lowest Texas resident vendor by the same amount that a Texas resident vendor would be required to underbid a non-resident vendor in order to obtain a comparable contract in the state in which the non-resident’s principal place of business is located.

A non-resident vendor is a contractor whose corporate offices or principal place of business is outside of the state of Texas. This requirement does not apply to a contract involving Federal funds. The appropriate blanks in Section A must be filled out by all out-of-state or non-resident vendors for your submission to meet specifications. The failure of out-of-state or non-resident contractors to do so will automatically disqualify that vendor. Texas resident vendors must check the blank in Section B.

A. NON-RESIDENT (OUTSIDE OF TEXAS)
