About this file

This document is a local preference consideration instruction set from the City of San Angelo, Texas Purchasing Division, detailing the municipality's policy for evaluating bids from local businesses. The document outlines a preference policy under Section 271.9051 of the TexasLocal Government Code, which allows the city to potentially award contracts to local bidders whose bids are within 5% (for contracts under $500,000) or 3% (for contracts over $500,000) of the lowest non-local bid. This preference does not apply to construction projects over $100,000 or telecommunications and information technology bids/purchases.

To qualify for local preference, businesses must have their principal place of business within San Angelo city limits and complete a local preference consideration application. Bidders must also provide documentation describing additional economic development opportunities, including the number of San Angelo residents they will employ and the increased tax revenues that will be generated if awarded the contract. The policy emphasizes that while local businesses are given consideration, the city is not limiting responses to only local businesses and welcomes all bids/proposals.
