The BID SCHEDULE includes the construction and installation of a guided horizontal directional drill (HDD) under I-15 for seven (7) 3” conduits as per drawings stamped by
SGES dated March 2026. Work to include but is not limited to the following tasks:
a. Encroachment Permits: Work will be completed within UDOT right-of-way (ROW) and public streets. The Contractor shall obtain all required UDOT and City of St. George encroachment permits and comply with all permit conditions. The Contractor shall coordinate its work with UDOT and
City personnel. Permit fees are anticipated to be $0 for this work; however, the Contractor remains responsible for all actions, submittals, bonds/insurance documentation, and compliance required to obtain permits. The Contractor shall provide traffic control acceptable to UDOT and the City as required by the Contractor’s means and methods. Also, see Section 1.4 below.
b. Bore and Receiving Pits: The Contractor is responsible for all excavation and backfill work required for the bore and receiving pits. Surrounding areas are to be returned to before installation state. There are constraints for the bore and receiving pits. The plan identifies the approximate distance between the “Begin Borehole” and existing curb and gutter at 900 South. Please note that utilities south of the bore alignment are not shown on the profile view but the Contractor will need to consider how these utilities, including gas and fiber optic, may impact their operation. On the north side of I-15 the receiving pit may impact existing curb and gutter. For this project, road closures are not permitted but shoulder closure will be allowed. Traffic control may utilize the center turn lane where available to temporarily shift traffic. The Contractor must include with their bid proposal a preliminary exhibit and description of their means and methods to complete the borehole.
This shall include but not be limited to describing how their operation will be able to place the bore machine in the bore pit, to complete the borehole, stage and pull conduit, and work within these constraints. Incidental work under this section includes potholing/test holes as necessary to locate and verify existing utilities and determine bore and receiving pit extents, excavation, backfill, surface restoration, and coordination with utility owners. Traffic control for potholing shall be provided under Bid Item #4.
c. NOI & SWPPP: Excavation and stockpiled earth at the bore and receiving pits are anticipated to be less than one (1) acre at each location. As such, filing an NOI is not required. However, if total land disturbance at one or the other location meets or exceeds one (1) acre due to the Contractors means and methods, the Contractor shall be responsible for all plans, permits, filings, work, and costs to obtain coverage under the applicable construction stormwater permit (NOI) and prepare and implement a SWPPP acceptable to the City and UDOT. Regardless of whether the NOI is filed or not, the Contractor shall implement appropriate stormwater pollution prevention measures using best management practices (BMPs) throughout the project which shall include, but not be limited to dust control, proper containment/disposal of drill fluid and grout, inlet protection, and track-out control, etc.…. The City of St. George will provide a temporary water meter for construction.
d. Guided Horizontal Directional Drill: A guided horizontal directional drill (HDD) under I-15.
The horizontal and vertical location of the borehole must be verified beginning to end in accordance
General Requirements & Project Description 101 - 2 with UDOT specifications to provide adequate clearances under existing and proposed utilities shown per stamped plan and provide six feet minimum horizontal clearance between the borehole and the future MSE wall as shown on the stamped plan. Verification may include potholing/test holes as required based on the Contractor’s equipment capabilities, tracking limitations, and means and methods. Potholing shall be performed as necessary to verify clearances and avoid conflicts;
nonperformance does not relieve the Contractor of meeting plan clearances and the required borehole alignment tolerances. Potholing excavation/backfill/restoration to complete the borehole and verify the horizontal and vertical location of the borehole is incidental this item (Bid Item #2);
traffic control for potholing is included under Bid Item #4. See Section 02772, “Guided HDD,” included with the Special Provisions. Contractor is responsible for all materials, means, and methods required to stabilize the hole, pull conduit through the borehole, and fill the void space with flowable fill if necessary. If the borehole causes any settlement under the roadway, and/or asphalt cracking, the Contractor will need to coordinate a solution with UDOT personnel and be responsible for the work and cost to rectify. The Contractor will be required to mandrel all conduits after final placement and grout work is complete.
e. Materials: Contractor shall provide all materials, labor, and equipment to complete the Work.
Conduit installed within the borehole shall be seven (7) 3-inch conduits (3.5-inch O.D.), Schedule
40 or IPS 13.5 HDPE continuous conduit, or approved equal as approved by the Engineer who will coordinate with UDOT (gray color). Tracer wire shall be #12 coated copper wire. Temporary secondary box: Carson #1419-12-4B per SGES Standards. Flowable fill (if authorized) shall conform to UDOT requirements.
