About this file
This is a Scope of Work document for the City of St. George, Utah, for a guided horizontal directional drill (HDD) project under Interstate 15 at the 400 East crossing (UDOT Project No. S-I15-1(146)6, PIN No. 18218). The project involves installing underground power conduits to replace existing overhead distribution facilities that must be removed. The work must conform to stamped plans regarding bore alignment, profile, elevations, and offsets, with no deviations permitted without prior written approval from the City. Bidders are required to submit PDF proposals following a sample format provided in the project files and must complete the attached Pricing Sheet (Bid Schedule). All bidders must review the Technical Specifications (Division 100, Section 101) and provided geotechnical information, including bore logs prepared by Gerhart Cole for the upcoming I-15 widening project. The contractor is solely responsible for its own interpretations and conclusions regarding subsurface conditions and groundwater levels identified in the bore logs.
Every bid must be accompanied by a bid bond in the amount of 5% of the total bid, issued by a surety company licensed in Utah on a bond form acceptable to the City. A 100% performance bond covering labor and materials is required for project award. The scope of work is dated April 2026, indicating this is a future solicitation. Specific response due dates, site visit schedules, bidders' conferences, and award dates are not detailed in this scope document and would be found in the associated contract opportunity posting or technical specifications.
