About this file
This document is a Request for Information (RFI) from the Port Authority of New York and New Jersey for Master Agreements for General Construction Services on a Work Order Basis for the AirTrain Newark Replacement Project. The RFI, dated February 6, 2023, contains five clarification questions from potential bidders and the corresponding answers from the Port Authority. The submittal deadline was extended to February 23, 2023, through Addendum #2.
Key clarifications include confirmation that local non-MWBE firms are eligible to apply, guidance on safety record documentation requirements (submitting 3 years of OSHA 300 logs), and a definition of "affiliate" as a subsidiary group or person connected to an organization. The document indicates this is a qualification process for general construction services, with contractors needing to provide detailed information about their safety records, performance history, and planned work execution. The project appears to be focused on replacing the AirTrain at Newark, with the Port Authority seeking to establish master agreements for construction services that can be utilized on a work order basis.
