About this file

The document is a Request for Qualification Statements (RFQS) #6000001282 issued by the Port Authority of New York and New Jersey for Master Agreements for General Construction Services on a Work Order Basis for the AirTrain Newark Replacement Project. The RFQS is scheduled for submission by February 15, 2023, and seeks qualified contractors for a phased multi-contract approach including design and construction of AirTrain system technology, supply of specialized rail vehicles and supporting systems, operation and maintenance of new system technology, construction of guideways and stations, maintenance and control facility construction, pedestrian connections, and demolition of the existing system. The project is divided into two qualification ranges: Range A (up to $2,500,000) set aside for local Port Authority-certified M/WBE firms, and Range B ($2,500,000 to $20,000,000) open to all firms.

The total estimated value of work to be awarded under all work orders is between $50,000,000 to $65,000,000. Contractors must meet specific qualification requirements based on their chosen range, including minimum years of construction experience, project costs, and key staff qualifications. The Port Authority has established diversity and inclusion goals, including 20% Minority/10% Woman (MWBE) and 3% Service-Disabled Veteran-Owned Business (SDVOB) participation. The project emphasizes local business enterprise involvement, with a prioritization zone system that gives preference to businesses in Newark, Elizabeth, and surrounding areas. Contractors will be required to make good faith efforts to maximize the use of local business enterprises and workers across multiple construction disciplines and work scopes anticipated for 2023 and 2024.
