About this file

This is a Byrd Anti-Lobbying Certification document associated with North Carolina state and local contract opportunity for Traffic Signal Loop Installation (Project 269.2026.209). The certification serves as a mandatory compliance requirement for contractors bidding on federally funded projects. The document establishes that no federal appropriated funds will be used to influence government officials or Members of Congress in connection with contract award, and it requires contractors to disclose any non-federal funds used for lobbying activities by submitting Standard Form-LLL if applicable.

The certification imposes significant compliance obligations on the contracting entity and all subrecipients at any tier of the contract structure. Contractors must include certification language in all subawards, subcontracts, subgrants, and related agreements, with all parties required to certify and disclose accordingly. Failure to comply with the certification requirements established under 31 U.S.C. Section 1352 and the Lobbying Disclosure Act of 1995 subjects contractors to civil penalties ranging from $10,000 to $100,000 for each violation. The authorized representative of the company must sign and date the certification, acknowledging that the provisions of 31 U.S.C. Section 3801 et seq. apply to their submission.
