About this file
This Scope of Work document outlines the electrical subpanel replacement requirements for the Housing Authority for the City of Alameda (AHA) at Parrot Gardens, a multifamily community located at 1854 St. Charles St, Alameda, California. The project involves upgrading eleven electrical subpanels across eight units, with work including circuit re-feeding, subpanel upgrades, decommissioning of outdated panels, installation of new waterproof-rated main panels, installation of code-compliant feeders, transfer of existing branch circuits, installation of new breakers with standard GFCI and/or AFCI protection, and patching and painting as necessary. A mandatory bid walk is scheduled for Wednesday, September 23, 2026, at 1:00 P.M. at the project site. The deadline for submitting questions through the Bonfire Portal is Thursday, October 1, 2026, at 4:00 P.M., with proposals and bids due through the Bonfire Portal on Thursday, October 22, 2026, at 4:00 P.M.
The project addresses existing conditions across eight units with varying panel configurations and amperages ranging from 145 to 405 amps. Specific concerns identified include the replacement of outdated Stab-Lok panels, removal of knob-and-tube wiring where present, resolution of non-functioning outlets, and installation of GFCI and AFCI protection in kitchens, bathrooms, and laundry areas. Two units at 1862 and 1864 St. Charles Street are connected and share panel systems. The project will require State Prevailing Wages and will be monitored by a third-party consultant. Licensed electrical contractors must provide qualifications and bids for both supply and installation services.
