This Scope of Work document outlines the requirements for the Housing Authority of the City of Alameda (AHA) to procure bids for five rooftop HVAC package unit replacements and one uninstallation, removal, and reinstallation project. The work involves replacing four Bryant units (one 10-ton and three 5-ton models) and one Lennox Gold Heat Pump 3-ton unit, while also disconnecting and reinstalling a Mitsubishi 12,000 BTU condenser unit. The project will be completed in coordination with a separately contracted roofing contractor and is anticipated to require five consecutive days of onsite work, weather permitting. A mandatory bid walk is scheduled for Thursday, October 8, 2026 at 1:00 PM at 701 Atlantic Avenue, Alameda, California 94501. The deadline for submitting questions through the Bonfire Portal is Tuesday, October 13, 2026 at 4:00 PM, with proposal and bid submissions due Tuesday, October 27, 2026 at 4:00 PM through the same portal.
The scope of work encompasses crane and rigging services for equipment removal and installation (with two separate mobilizations), disconnection and proper disposal of existing equipment including refrigerant recycling per Section 608 of the Clean Air Act, installation of new equipment onto roof curbs or new curbs as required, reconnection of gas, electrical, and plumbing systems, installation of new condensate drain lines, replacement of electrical disconnects with code-compliant outdoor-rated units, and full system startup and testing. Bidder qualifications include a minimum of five years of commercial HVAC experience, a valid California C-20 license, DIR registration, and successful completion of at least three similar rooftop replacement projects within the past five years. Warranty requirements include 2 years for workmanship and refrigerant, electrical, gas, and condensate piping leaks; manufacturer standard warranty for equipment; and 5 years for compressors and 10 years for heat exchangers. No extra work shall proceed without written approval from AHA, and any unforeseen conditions require immediate notification and a formal change order request with cost breakdown and timeline impact analysis.
