1 Introduction
This report has been prepared to document recharge operations and monitoring for the Upper Agua Fria (UAF) Constructed Underground Storage Facility (CUSF) during the period January through December 2024. Facility operations are summarized in Section 2, and results of monitoring are summarized in Section 3.
Treated effluent has been discharged from the Town’s Advanced Treatment Facility (ATF) to the Agua Fria River channel since 1993. The Arizona Department of Water Resources (ADWR) issued a Managed Underground Storage Facility (MUSF) Permit and a Water Storage Permit on April 18, 2003, authorizing operation of the facility and storage of treated effluent in the regional aquifer. The expiration date of the MUSF permit was specified as May 28, 2004 when a pilot Constructed Un-derground Storage Facility Permit became active. The UAF Recharge Facility was operated under this permit until June 30, 2006. On May 9, 2006, ADWR issued a full-scale CUSF permit for the UAF Recharge Facility. This permit became active on July 1, 2006 and the pilot CUSF permits (71- 509252 and 73-509252) expired.
On May 21, 2012, ADWR issued a new CUSF permit and Water Storage permit (71-220048.0000 and 73-220048.0000) for a new constructed off-channel recharge site (North Plains). This permit also covers the existing In-Channel constructed site consisting of the 2.2 mile reach of the Agua Fria River below the ATF. These new permits became active when construction of the North Plains Site was complete and recharge operations began on April 4, 2013. For the purpose of reporting, the new permits (71-220048.0000 and 73-220048.0000) became effective on April 1, 2013. On August 20, 2014, ADWR issued a modification to the USF permit (71-220048.0001) that changed the re-sponse and reporting requirements for the Alert Levels and Action Limits for water levels monitored by the piezometers. On May 15, 2018, ADWR issued a modification to the USF (71-220048.0002) moving two additional recharge basins (11B and 12B) under the Phase 1 portion of the permit.
In February, 2019, the two additional recharge basins (11B and 12B) were complete and on March 22, 2019, ADWR completed the inspection of the basins and issued a final modified USF permit (71-220048.0003). Up until 2024 these basins were not typically used during normal operations due to their close connection to nearby monitoring well and piezometer points. However, through re-testing of Basins 11B and 12B this year, we determined that Basin 12B can be used without causing compliance challenges.
2 Recharge Facility Operations
Operations for the UAF Recharge Facility include measurement of water deliveries and monitoring of conditions of both the In-Channel and North Plains recharge sites. A facility map for the active UAF Recharge Sites is shown on Figure 1 and 2.

2.1 Water Deliveries to Recharge Facility
During the period January 1 through December 31, 2024, the average daily discharge from the ATF was 2.57 million gallons. A summary of monthly ATF discharges is shown in Table 1, daily outflow and operational deliveries are recorded in Tables A1 through A2 (Appendix A). A total of 941.91 million gallons, or 2,890.62 acre-feet, of treated effluent was discharged from the ATF. Of the to-tal amount discharged, approximately 14.6 percent was diverted for reuse, 67.1 percent was dis-charged to the Agua Fria River channel and 14.7 percent was delivered to the North Plains Site.
Daily mean discharge from the ATF to the Agua Fria River channel averaged 1.73 mgd during the period January 1 to December 31, 2024. Daily mean discharge from the ATF to the North Plains Site averaged 0.38 mgd during the period January 1 to December 31, 2024. Data is tabulated in Appendix A, Table A1.
Monthly storage at the In-Channel and North Plains, along with the combined storage for the USF is displayed in Table 1. USF permit 71-220048.0003 limits the allowable annual and cumulative stor-age credits for both recharge facilities. The annual allowable recharge volume for Phase 1 at the In-channel Site is 1,200 acre-feet and at the North Plains Site is 2,400 acre-feet per year. The max-imum allowable storage at the North Plains Site is 41,950 acre-feet at any time, and combined stor-age at both facilities shall not exceed 68,150 acre-feet. Table 2 displays the annual and cumulative storage volumes at both facilities.
The total volume of effluent discharged to the Agua Fria channel in 2024 totaled 1,938.43 acre-feet.
However, after subtrating periods of non-compliance and evapotranspiration the annual volume of effluent recharged is 1,338.00 acre-feet for the reporting year. As stated above, the annual permit-ted recharge volume for the In-Channel Site is 1,200 acre-feet. In 2024, the total amount of effluent recharged at the North Plains Site is 377.35 bringing the total credited recharge for the entire Upper Agua Fria Recharge Facility to 1,577.35 acre-feet (1,200 acre-feet plus 377.35 acre-feet).

3 Results of Monitoring
3.1 Groundwater Levels
During the reporting period groundwater levels were monitored with an electric sounder at least monthly for wells listed in Table 3 and bi-weekly for the piezometers listed in Table 4; these water level measurements are summarized in Table A4 in Appendix A.
Monitor wells MW-1, MW-2, MW-3, MW-4, MW-NP-2, MW-NP-3, and PZ-NP-1 are equipped with continuous recording data loggers, and are uploaded manually on a regular basis. Data from these devices, along with the electric sounder readings, is used to meet any increased monitoring require-ments. Additionally, increased monitoring by current personnel was conducted during calendar year 2024 to increase hydrogeologic knowledge of conditions in both portions of the USF. Changes in water levels in these wells are shown in Figures 3 through 8.
Water levels in three out of the four wells next to the In-Channel Site (MW-1 through MW-3) roughly tracked recharge operations in the channel. Runoff events in the Agua Fria River also influenced water levels in those three wells. Typically, water levels increased during more intensive in-channel recharge operations and declined while more effluent was delivered to the North Plains Site or when the In-Channel Site was out of compliance due to damaged berms. Monitoring well MW-4, located approximately ½ mile south of the terminus of the In-channel site, has become more tied to storm runoff from Lynx Creek since the creek cut a new meander closer to the well in March 2023. The well is now more responsive to storm runoff than by upstream recharge activities.
At the North Plains Site, water levels in MW-NP-2 and PZ-NP-2 (Figures 5a, Figure 7) fluctuated based on deliveries to Recharge Basins 4A, 5A and 12B. MW-NP-3 at the North Plains Site re-mained steady throughout the reporting year(Figure 5b). Water levels in PZ-NP-1 and PZ-NP-3 (Figure 6, Figure 8) are heavily influenced by recharge activity in Basins 2A and 3A. Because of this, Basin 2A was seldom used to keep water levels in these piezometers below the limits estab-lished in the permit. Additionally, all piezometers are responsive to storm flow in either the Agua Fria River or Coyote Wash. The permit conditions and responses are described in Sections 3.2 and 3.5.
3.2 Alert and Action Levels
Alert levels for monitor wells and piezometers are established by ADWR. Historically, alert level is-sues in PZ-NP-1 and PZ-NP-3 have caused the Town to limit use of Basins 2A and 3A. However, in 2024 we were able to use Basin 3A in a limited fashion. Water levels in PZ-NP-3 and PZ-NP-1 were closely monitored and never reached the alert level. The Town had three different alert level exceedances in the reporting year, all of which occurred at MW-NP-2. MW-NP-2 is heavily influ-enced by recharge occuring at Basins 5A and 12B. The Town followed the permit requirements de-scribed in permit conditions 5.a. for the alert level exceedances that occurred during the year. The Town had no operation prohibition limits or action limits exceeded in the reporting year.

3.3 Storm Flow Monitoring
Notable runoff events in 2024 occurred during the summer monsoon season. A storm on July 14th, 2024 took out the berms. The In-Channel Site was without berms and considered non-operational from July 14th until November 6th of 2024.
3.4 Effluent Flows at Terminus of Facility and Berm Inspections
Visual inspections for effluent flows are made every 2 weeks at the In-Channel CUSF terminus near the ranch road in Section 27. Visual inspections are increased during rain events or after flow is de-tected at the Terminus. Flow at the terminus was observed during the stormwater flow events and during periods when the berms were out of compliance (July 14th-November 6th). Berms were re-constructed in early November and were in continuous operation through the rest of 2024. Table 6 documents the observations of berm compliance and flow at the Terminus.

3.5 Occurrence of Water in Channels as ”Daylighting”
Visual inspections for the appearance of water at the North Plains Site in the Agua Fria River and Coyote Wash channels near the piezometer wells PZ-NP-1, PZ-NP-2 and PZ-NP-3 were conducted at least every two weeks. If the presence of water (not related to storm flow) is observed, the day-lighting monitoring and response plan documented as permit condition 1.c. goes into effect. A sin-gle event of daylighitng was observed on October 11th, 2024. The event occurred due to the test-ing of Basin 11B. During the testing of Basin 11B more frequent monitoring occurred with the goal to quickly notice any daylighting. After several deliveries with no daylighting, daylighting did occur on October 11th. We presume this to be due to a mound effect under Basin 11B and its relatively close distance to the Coyote Wash channel. No flow or seepage was observed on October 11th, but a couple pools of water were present in the Coyote Wash near Basin 11B. The response plan de-fines this event as ”moderate” since there was pooling of water. Actual seepage of water was not observed, but we are confident in restaining it to only a day or two due to the frequent inspections performed. Since, the daylighting ceased within 7 days, no reporting or further action was required, as stated by the daylight monitoring and response plan. Increased daylighting monitoring and water levels at the piezometers occurred for the next two weeks. Table 7 documents the daylighting moni-toring dates and observations.

3.6 Open Water Surface Evaporation
Permit condition 4.d.ii and 4.d.ix specifies that the permittee shall estimate evaporation from the wetted surface of the facility on a monthly basis using the maximum evaporation rating curve and the applicable adjustment factor specified in Evaporation from Open Water Surfaces in Arizona by Keith R. Cooley (1970). The calculation involves multiplying the maximum monthly evaporation curve (inches/day) by a regional adjustment factor and the number of days in each month. Accord-ing to Cooley, the regional adjustment factor for Prescott Valley is 0.83, the monthly evaporation curve and evaporation computations are provided in Table 8.
In 2024, the In-Channel Site was operational and observed as ”wet” for 251 days. It is estimated that 12.81 acre-feet of water was evaporated from the In-Channel Site during these 251 days. This calculation is performed by using the estimated surface area of 3.2 acres, monthly evaporation curve and Cooley adjustment factor (see Table A2 for daily calculations).

3.7 Transpiration Losses
Permit condition 4.d.iv states that the permittee shall estimate transpiration losses within the active constructed facility on a monthly basis using the Blaney-Criddle Method with a reference crop coef-ficient appropriate for the type of vegetation identified by the vegetation photo monitoring (Appendix B) along the Agua Fria River channel. The Blaney-Criddle formula multiplies a reference crop “k” factor by a climatic factor “f”. The climatic factor is calculated by multiplying the mean monthly tem-perature by percent of daylight hours and dividing by 100. The reference crop “k” factor for Blue Panic Grass was selected to be representative of the vegetation growing in the channel due to simi-lar length of growing season and approximate equal leaf density and crop height to vegetation found in the Agua Fria River channel. The vegetated area of the In-Channel Site that is supplied water from effluent seepage is estimated to be approximately 5 feet from the edge of the wetted perime-ter, resulting in 2.67 acres (2.2 miles x 5 feet x 2 x 5280 feet/mile ÷ 43560 ft2/acre) of vegetation-induced transpiration losses. The calculations for transpiration losses are provided in Table 10.
During the reporting period, 4.72 acre-feet of effluent was lost to transpiration during the 251 days of recharge operation (see Table A2 for daily calculations).

3.8 Other Losses
On August 12th, 2024 we became aware of an operational error that caused Basin 5 to be over-filled. This overfilling of Basin 5 caused seepage out of the side of the basin. ADWR was notified of the incident on August 12th and the Town was instructed to subtract the volume of water that seeped out of Basin 5 from the delivered volume. The flow from Basin 5 was monitored on a daily basis until the seepage ceased on August 25th. The water level of Basin 5 was monitored closely in order to estimate how much water in Basin 5 was not infiltrated or evaporated. We estimate that
2.63 acre-feet of water was lost to seepage. This volume was subtrated from the total delivered vol-ume for the month of August (see Appendix Table A5). This error was addressed with our operators and corrective action was taken to ensure improved communication and redundancy. A copy of the notification to ADWR and the instructions provided are included as Appendix C of this report.
The volume of water that was lost to seepage was estimated by taking the total drop in water level in Basin 5 from when the seepage was noticed until it ceased (2.75 ft) minus the volume that would have been infiltrated (0.3042 ft) and evaporated (1.69 ft). The remainder is the estimate for how many feet of water seeped out of Basin 5 (0.76 ft). Multiplying that by the maximum wetted area yields the volume in acre-feet. The infiltration estimate was calculated using the lowest value from the two previous quarters in 2024 (0.13 ft/day). The estimated evaporation loss was calculated us-ing the adjusted Cooley Maximum Rate (0.83 ×0.028226 ft/day). The calculation goes as follows.
Maximum wetted area of Basin 5 (A) = 3.48 acres Days till seepage ceased (t)= 13 days Evaporation rate (e)= 0.0234 ft/day Infiltration rate (i)= 0.13 ft/day Water level drop in Basin 5 (August 12th-August 25th) (x)= 2.75 ft
Total evaporation (E)=e × t = 0.0234 ft/day × 13 days= 0.3042 ft Total infiltration (I)=i × t = 0.13 ft/day × 13 days= 1.69 ft Water level drop due to seepage (y) = (x - E - I) = (2.75 ft - 0.3042 ft - 1.69 ft) = 0.7555 ft Volume lost to seepage (V) = y × A = 0.7555 ft × 3.48 acres = 2.63 acre-feet
3.9 Infiltration Rates
The average infiltration rate for the In-Channel Site is calculated as total recharged volume divided by estimated surface area of infiltration, divided by the number of operational days. Total surface area of infiltration is estimated to be 139,390 square feet, or 3.2 acres. In 2024, the In-Channel Site operated for 251 days. During this period, the total recharged volume was 1,338.00 acre-feet. The average infiltration rate for the reporting period is 1.67 feet/day (1,338.00 acre-feet ÷ 251 days ÷ 3.2 acres).
Infiltration rates at the North Plains Site are calculated on a monthly basis by dividing the recharged volume by the total maximum wetted area for the month (days ”wet” × maximum wetted area). The 2024 infiltration rates are displayed in Table 11.

3.10 Vegetation Monitoring
Vegetation monitoring for transpiration estimates at the In-Channel Site is accomplished by photo-monitoring, as required annually under the CUSF permit (71-220048.0003). Evidence of vegetation consists of photographs taken at four monitoring points looking both upstream and downstream of the Agua Fria River channel.
Photo monitoring is required to be conducted annually during the summer growing season. Ap-pendix B contains all vegetation monitoring photos from all four monitoring points taken on August 2nd, 2024. Vegetation composition and area remain unchanged from previous years.
3.11 Baseflow at USGS Humboldt Station (No. 09512450)
The USGS gauging station on the Agua Fria River near Humboldt (No. 09512450) was established in January 2000 to monitor base flows in the Agua Fria River at the boundary of the Prescott Active Management Area (AMA). The Town of Prescott Valley is the Joint Funding Partner with the U.S.
Geologic Survey for this gage. Daily mean and monthly median streamflows for the USGS Hum-boldt gage are summarized in Table 12 for the period January through December 2024. A hydro-graph of daily and monthly mean streamflow for the USGS Humboldt gage is shown on Figure 9. A hydrograph and monthly median streamflow for the USGS Humboldt gage is shown in Figure 10.
