About this file

This document is Addendum #1 to a Request for Qualifications (RFQ) issued by the Town of Prescott Valley, Arizona, Finance Department for the Upper Agua Fria Recharge Facility Expansion project (UTIL250803.1). The project involves expanding the existing recharge facility to permit a new managed Underground Storage Facility (USF) capable of recharging at least 2,000 acre-feet per year while maintaining the current North Plains site as a separate constructed USF. The expansion will include evaluation of recharge alternatives, permitting activities with the Arizona Department of Water Resources (ADWR), and potential engineering for channel modifications through urbanized areas. A pre-proposal meeting was held on August 13, 2025, at 10:00 AM, which included introductions, project background, a Q&A session, and a facility tour. The addendum incorporates meeting materials including the agenda, sign-in sheet, Q&A responses, and a project location map.

Key project details revealed during the pre-proposal meeting indicate that the Town's wastewater treatment plant can pump up to 4.3 million gallons per day (MGD) but is currently limited to 2.7 MGD based on population. The Town will pay all required ADWR application fees, and the project must avoid direct injection methods or recharge near drinking water wells due to PFAS contamination in the effluent. The consultant scope excludes engineering design work, which will be completed in a later phase after obtaining the USF permit. The Town has not yet coordinated with Yavapai County Flood Control regarding the project. Contractors must sign and upload the addendum acknowledgment page through the Bonfire procurement software platform as part of their qualification submittal.

Pre-Proposal Meeting (8/13/25) Q&A:

Q1: The scope of work mentioned two sites, is ADWR going to allow you to keep North Plains as a permitted facility and if so, does the scope of work include submitting applications for two new permits?

A1: The Town’s desire is to permit a new managed USF while keeping the North Plains site operational as a constructed USF by modifying the current constructed USF permit. However, we do not know if ADWR will allow modification of the current permit to only include the North Plains site or if they will require a second USF permit application to be submitted.

Q2: Are there recharge alternatives that will not work for the Town’s objectives?

A2: The Town knows that the effluent contains PFAS and because of this we do not want use direct injection methods or recharge in close proximity to drinking water wells.

Q3: Would the consultant or Town be responsible for paying application fees?

A3: The Town will pay the required application fees.

Q4: It appears that some engineering may be needed for the section of the facility that runs through the urbanized area. Design is mentioned in the description but not the scope of work, do you plan on the engineering to be completed at a later phase?

A4: Yes, the Town’s intent is to apply for and receive the USF permit prior to performing any engineering design, if needed, for the channel.

Q5: Has the Town been in communication with Yavapai County Flood Control regarding the project?

A5: No, the Town has not been in contact with Yavapai County Flood Control regarding the project.

Q6: What is the desired recharge capacity of the new managed facility?

A6: The Town’s objective is to permit a managed USF that is capable of recharging at least 2,000 ac-ft a year. The North Plains site would remain operational as a separate facility with a recharge capacity that would be in addition to the 2,000 ac-ft a year.

Q7: What are the current discharge capabilities at Mountain Valley Park?

Q7: The wastewater treatment plant is capable of pumping up to 4.3 MGD, however effluent is limited based on our current population to about 2.7 MGD. As additional growth occurs more effluent will be available.
