b. Water Quantity Monitoring Requirements:
i. The permittee shall calculate the total volume of water delivered to the In-
Channel site each day, using the approved water measuring devices listed in Table 4. The amount of water delivered to the In-Channel site shall be calculated as the effluent discharged from the ATF, as measured by the ATF Flume, minus the effluent measured by the Reuse Meter and minus the effluent measured by the Utility Meter.
ii. The permittee shall measure the total volume of water delivered to the North
Plains site each day with the approved water measuring device listed in Table 4.
iii. The permittee shall calculate, annually, the cumulative volume of water stored at the North Plains site and for the both sites combined. Cumulative stored volume shall mean the cumulative volume of water delivered to the facility since commencing recharge at the facility under this permit less the cumulative volume of losses due to evaporation, transpiration, recovery within the area of impact of the stored water, diversions, or any other losses since commencing recharge under this permit.
c. Water Quality Monitoring Requirements:
The source water and groundwater quality shall be monitored at the recharge facility as specified in Aquifer Protection Permit (APP) number P-102503, issued by the Arizona Department of Environmental Quality (ADEQ).
d. Operational Monitoring Requirements:
For the In-Channel Site:
i. The permittee shall measure the annual average infiltration rate, in feet per day, for the length of the wetted channel listed in Table 6 if the site was used for recharge during the reporting period.
ii. When effluent is being delivered to the In-Channel site, the permittee shall monitor the wet/dry status of the site daily. Based on this data, evaporation from the wetted surface of the In-Channel site shall be calculated on a monthly basis using the maximum evaporation rating curve and the applicable adjustment factor specified in Evaporation from Open Water Surfaces in Arizona, by Keith R. Cooley (1970).
iii. When effluent is being delivered to the In-Channel site, the permittee shall monitor for any storm flows entering the In-Channel site from the Agua Fria River above the northern boundary of the site and from Grapevine Gulch at the locations listed in Table 4. Storm flows are defined as periods of time when runoff, from rainfall or snowmelt, is present in the Agua Fria River channel immediately upstream or within the In-Channel site. During and after storm events, the storm flow monitor points listed in Table 4 shall be observed a minimum of once daily for the presence of storm flow in the river. Observations shall continue until storm flow is not present in the channel. If the storm event does not generate runoff in the Agua Fria River channel, observations shall continue for a minimum of one (1) day after cessation of rainfall. Documentation for each observation shall consist of the date, time, and a notation of the presence or absence of storm flow.
iv. When effluent is being delivered to the In-Channel site, the permittee shall monitor the extent of effluent flow in the Agua Fria River channel within the In-Channel site by visual inspection at the locations listed in Table 4.
Visual inspections shall be performed every two (2) weeks at the southern boundary of the In-Channel site. Documentation for each observation shall consist of the date, time, a notation of whether the extent of flow is upstream or downstream of the southern boundary of the In-Channel site, an estimate of the time period during which effluent flows exited the facility, if that has occurred, and a narrative on how the duration of flow passing the southern boundary of the In-Channel site was determined and documented.
v. The permittee shall perform annual monitoring of the vegetation within the In-Channel site at the locations listed in Table 4. Documentation for each observation shall include photographs from each of the monitor points (both upstream and downstream views) which must be clearly labeled and their locations identified on a map and included in the annual data reports. The photographs shall be taken during the growing season (typically from May to October). The annual reports shall also include a narrative describing the changes that may have occurred during the reporting periods and subsequent transpiration changes. Based on this data, the permittee shall calculate transpiration losses within the In-Channel site on a monthly basis using the Blainey-Criddle Method and a reference crop coefficient appropriate for the type of vegetation identified during the monitoring.
vi. The permittee shall inspect the integrity of the berms constructed within the In-Channel site on a monthly basis and after storm events. Documentation for each observation shall consist of the date, time, type of inspection (monthly inspection or after a storm event), the estimated discharge (if after a storm event), and a description of the physical integrity of the berms.
vii. The permittee shall compile the median daily mean discharge by month at the USGS stream gage 09512450, Agua Fria River near Humboldt.
For the North Plains Site:
viii. The permittee shall measure, at least quarterly, the infiltration rate, in feet per day, for the recharge basins listed in Table 5 that were used during the reporting period.
ix. The permittee shall monitor the number of wet/dry days for each recharge basin listed in Table 5 that was used during the reporting period. Based on this data, evaporation from the wetted surface of the basin(s) shall be estimated on a monthly basis using the maximum rating curve for evaporation and the applicable adjustment factor specified in Evaporation from Open Water Surfaces in Arizona, by Keith R. Cooley (1970).
x. The permittee shall monitor the site for any daylighting of recharged effluent at the locations and frequencies referenced in Table 4.
Documentation for each inspection shall consist of the date, location and indication of the presence or absence of daylighting. If daylighting is detected, photographs will be taken to document the daylighting and the amount of flow will be documented using relative descriptors as described in the daylighting monitoring plan in the document referenced in permit condition 1.c..

* The permittee shall submit the Well Registration Numbers, location, and well construction data to ADWR before commencing recharge activities for the associated phase.
The information will be inserted into this table at that time.
1 The permittee may provide water level data measured by either an electric sounder or pressure transducer equipment as needed as long as the permittee complies with permit conditions 4.a. and 6.d. for all water level measurements.
2 Upon commencing recharge under this permit, the monitoring frequency shall be once every two weeks until the facility has operated for a period of twelve (12) consecutive months with less than two (2) instances alert level exceedances at any of the Table 2 monitoring points. After this twelve-month period, the monitoring frequency shall be automatically reduced to monthly for all of the Table 2 monitoring points without the need for a permit modification.
3 When the permittee constructs North Plains site basins 1B and/or 2B, the permittee shall install MW-NP-4.
4 If additional monitoring is necessary, the permittee may monitor and report water level measurements from MW-NP-1. The permittee shall consult with ADWR to determine the monitoring and reporting frequencies, which will be incorporated into this table at that time.
