This is a combined synopsis and solicitation prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and offers are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(b), this combined synopsis and solicitation will be posted for less than fifteen (15) days. Request for Quote (RFQ) number is N66604-25-R-0181.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order on a sole source basis to Patrona Corporation (CAGE 48H29) for the Contract Line Items (CLINs) as listed below, no substitutions allowed. The sole source decision is based on Patrona Corporation being the only source with the technical knowledge and expertise to provide these services in such a short timeframe, without substantial duplication of cost.
This notice is not a request for competitive offers. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received may be considered solely for the purpose of determining whether to conduct a competitive procurement.
This requirement is being solicited as Other Than Full and Open Competition under North American Industry Classification System (NAICS) code is 561210 and size standard is $47M.
The Government has determined that this requirement does not include Electronic and Information Technology (EIT) or is exempt from 508 requirements.
For the purposes of providing an offer for this opportunity, the CLIN structure is identified below:
CLIN 0001: Quantity four (4) months, Administrative and Clerical Services, in accordance with the attached Statement of Work (SOW). Period of Performance 21 December 2024 to 20 April 2025 (Base)
CLIN 0002: Quantity three (3) months, Administrative and Clerical Services, in accordance with the attached Statement of Work (SOW). Period of Performance 21 April 2025 to 20 July 2025 (Option)
CLIN 0003: Data provided in accordance with Contract Data Requirements List (CDRL), DD Form 1423 and Addendum, Included as Exhibit A. Period of Performance 21 December 2024 to 20 July 2025 (NOT SEPARATELY PRICED)

Service Contract Act (SCA) Wage Determinations. For Service Contract Act (SCA) labor categories (if applicable), Offerors may propose an SCA labor category listed in the SCA Directory of Occupations at: http://www.dol.gov/whd/govcontracts/sca.htm. Offeror shall propose rates no lower than the minimums listed in SCA Wage Determinations current as of the date of the proposal. Current SCA Wage Determinations can be found at https://sam.gov/content/wage-determinations.

Government Furnished Property (GFP) and Incidental Government Property (GP) made available associated with this effort have the attachments.
Performance under this contract requires that the offeror hold a facility clearance and safeguarding clearance. As this tasking is a continuation of tasking currently being performed under task order N0017814D7866N6660419F3000, the current Contract Security Classification Specific (DD254) applied to task order N0017814D7866N6660419F3000 also applies to the tasking under this effort, as concurred with by the Industrial Security Manager for the Portsmouth Naval Shipyard.
The Offeror shall submit prices for CLINS 0001 and 0002 and provide any backup data to support the pricing proposed. Backup supporting documentation could include, but is not limited to:
(1) Labor Hours and Categories: Provide a breakdown of all proposed labor categories and corresponding hours.
(2) Labor Rates: Provide unburdened direct hourly labor rates for each labor category proposed along with explanation of the basis for the proposed hourly rates. If proposed direct labor rates are based on actual hourly labor rates provide supporting payroll journals. Identify any judgmental factors applied and the mathematical or other methods used in the estimate. Identify any contingencies used by the offeror in the proposal.
(3) Indirect Costs: Provide data on all indirect rates (i.e., overhead, general and administrative, etc.), including beginning and end dates of the period covered by the rate(s) and composite rate calculations, if any. The bases to which the rates are applied shall be clearly identified. In addition, provide supporting information including DCAA/DCMA audit materials, projections, or calculations that support the indirect rates, or any other relevant substantiating information.
(4) Profit: Identify the proposed profit.
(5) Facilities Capital Cost of Money (FCCOM): If Offerors proposed FCCOM, full supporting data on DD Form 1861 must also be provided.
(6) Other: Any other applicable data to support the basis of the proposed prices.
The offer shall include price, period of performance, and the following additional information: point of contact (including phone number and email address), contractor CAGE code, and contractor Unique Entity Identification (UEI).
The offer should include a validity date of no less than ninety (90) days from due date for receipt of offers.
Additional terms and conditions:
1. Offerors are required to be registered in System for Award Management (SAM) at the time a quotation is submitted in order to comply with the annual representations and certifications requirements. Instructions for registration are available at (https://www.sam.gov/portal/public/SAM/). See FAR 4.1102 and Clause 52.204-7.
2. The Government’s method of payment will be electronic payment via Wide Area Workflow (WAWF).
3. Defense Priorities and Allocations System (DPAS) rating is DO-C9.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within the first seven (7) months of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least thirty (30) days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed seven (7) months.
