About this file
This document is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division that establishes licensing requirements for businesses conducting work within Little Rock jurisdiction. The form applies to businesses of varying locations and classifications, including local Arkansas-based businesses, out-of-state entities, and non-profit organizations. The City of Little Rock Treasury Management Division retains authority to determine the validity of all business licenses and assess whether entities meet licensing requirements based on their physical location and operational scope within the city limits.
Business licensing requirements vary based on organizational structure and location. Businesses with physical locations in Little Rock must obtain a license for each location; businesses based in other Arkansas cities will have their municipal license honored if comparable in classification, or must obtain a Little Rock license if their home city does not require licensing. Out-of-state businesses without Arkansas locations must obtain a Little Rock license unless they hold a comparable license from another Arkansas municipality. However, out-of-state businesses are exempt from licensing requirements if they are solely bidding on Little Rock purchasing proposals and do not establish permanent locations within city limits for project execution. Non-profit organizations are entirely exempt from business licensing requirements. For inquiries, the Treasury Division can be contacted through Scott Massanelli, Treasury Manager, via the City of Little Rock Finance Department website.

City of Little Rock Business Licenses Requirements
The City of Little Rock Treasury Management Division will determine validity of all business licenses.
If a business has a physical location in Little Rock, they are required to have a business license for each location.
If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.
Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.
A Non-Profit Organization is exempt from having to obtain a business license.
