About this file

This document is a Bid Bond Confirmation and Bid Check Return Authorization Form for Harris County, Texas, outlining the submission requirements for bid security when participating in county procurement processes. Bidders have two options for submitting bid security: a bid bond or a cashier's check, which must be dropped off at 1111 Fannin, 12th Floor, Houston, TX 77002 in a sealed envelope referencing the specific Job Number before the bid due date. For bids, the County Clerk will retain the bid checks of the three lowest bidders until after contract award, performance bond receipt, and, if required, payment bond receipt, while returning other bidders' checks within 72 hours of bid opening.

The form authorizes Harris County to return the bid check via regular mail without liability under three conditions: if the bidder is unsuccessful, after a performance and payment bond replaces the bid check, or upon contract completion. All bid checks must be for the required amount and payable to Harris County, not to any individual. The form includes sections for documenting bid bond or cashier's check details, bidder contact information, and is designed for use in both bid and Request for Proposal (RFP) procurement processes, with the most recent revision dated 3/24/21.
