About this file
This is an Award Memo from the State of Utah Division of Purchasing and General Services regarding contract award notification for the AM27-101 Goshen Valley Aerial Seeding project, conducted by the Division of Wildlife Resources. The project involves aerial seeding of 980 acres in Utah County through a Request for Quotes (RFQ) process. The memo announces the State's intent to award a contract to the responsive and responsible vendor submitting the lowest cost quote. Awarded vendors must not commence work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute the contract or issue a purchase order. The memo indicates that vendors will be contacted via phone or email regarding next steps in the contracting process.
The evaluation of quotes was conducted according to objective criteria outlined in the RFQ and in compliance with the Utah Procurement Code. Only primary bids were accepted, with multiple or alternate quotes rejected. Any protests of the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance and must clearly identify the solicitation and detail the nature of the protest. The receipt of the award notification does not constitute a contract; only an executed purchase order or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a binding agreement. The memo emphasizes that the State reserves the right to solicit additional quotes via email, phone, or other methods permitted under the Utah Procurement Code.
