About this file

This is a Scope of Work document issued by the State of Utah Department of Natural Resources Division of Wildlife Resources for aerial seeding services on Bureau of Land Management lands in Utah County. The project involves applying a seed mix of grasses and forbs at a rate of approximately 12 lbs/acre over 980 acres located at elevations between 5,700 and 6,700 feet. The seeding operation is scheduled for October 12-22, 2026, with contractor work to begin by 8:00 a.m. daily to minimize wind-related seed drift. The Government reserves the right to postpone operations if wind speed exceeds 10 miles per hour. The aircraft must be capable of applying seed at the specified rate and equipped with GPS technology to establish flight lines ensuring 100% coverage. The project requires approximately 11,760 lbs of total weight capacity for seed delivery.

The contractor must provide all necessary equipment and personnel to unload and load pre-mixed seed supplied by the Government in bulk totes at each project site. The nearest suitable airport for operations is Provo Municipal Airport, approximately 10 air miles away, with suitable dirt roads for landing available within 2 miles of project locations. This Request for Quotes evaluation will be conducted on objective criteria as outlined in the Utah Procurement Code, with quotes evaluated for responsiveness and compliance with specifications. Multiple or alternate quotes will not be accepted, and any exceptions to specifications must be formally protested in writing prior to the closing date. The State reserves the right to solicit additional quotes through email, phone, or other methods permitted under Utah Procurement Code and applicable Administrative Rules.
