About this file

This Scope of Work document outlines an aerial herbicide application project between the U.S. Wildland Fire Service, Bureau of Land Management, and Utah Division of Wildlife Resources. The project encompasses herbicide application services to control cheatgrass across approximately 4,541 acres across three locations: Goshen Valley in Utah County (1,119 acres), Onaqui Mountains in Tooele County (991 acres), and East Tintic Mountains in Tooele and Juab Counties (2,431 acres). The contractor must complete the aerial application between September 10-28, 2026, with spraying operations commencing by 8:00 a.m. daily to minimize wind drift. The project will utilize Plateau herbicide applied at 6 ounces per acre mixed with a minimum of 8 gallons of water per acre plus 1 quart non-ionic surfactant per 100 gallons of spray mix. Aircraft must be equipped with GPS technology to ensure 100% coverage capability across the three sites, which range in elevation from 5,700 to 6,800 feet and are accessible via suitable dirt roads within 2 miles of Tooele Municipal or Provo Municipal Airport.

Pricing shall be submitted on a cost-per-acre basis, with the contractor responsible for supplying all herbicide, surfactant, and water required for the application. The contractor must provide all necessary equipment and personnel for loading and mixing herbicide operations. The government reserves the right to postpone operations if wind speed exceeds 10 miles per hour. Per the related Request for Quotes, this procurement will be awarded to the responsive and responsible vendor submitting the lowest cost quote. Multiple or alternate bids will not be accepted, and any exceptions to specifications must be protested in writing to the Division of Purchasing prior to the closing date.
